About this file

This Statement of Work outlines requirements for liquid helium refill services for a Bruker AV4400N NMR system with Ascend 400 cryogenic magnet located at the NIH's Molecular Tracer and Imaging Core Facility. The magnet requires liquid helium refills approximately every 4 months, with the last fill performed on November 21, 2024.

The contractor must provide both liquid helium and experienced technicians to perform refills, with a 60L transfer dewar preferred due to room height limitations. The helium level must be filled to >90% (preferably >98%) after each refill. The contractor is responsible for scheduling fills at appropriate intervals and must provide magnet quench recovery services if needed. The work will be performed in Building 10, room B2C308 at NIH's Bethesda campus, with Dr. Lixin Lang serving as the point of contact. Invoices must be submitted monthly through the Department of Treasury's Invoice Processing Platform within 10 business days of the billing cycle.

Statement of Work (SOW)

1. Project Title: Liquid Helium Refill Service Contract

2. Introduction and Background The Molecular Tracer and Imaging Core Facility (MTIC)/IR/NIBIB conducts collaborative research on development of novel theranostic agents. We need to synthesize and purify chemical compounds that we subsequently radiolabel for these research studies. Nuclear Magnetic Resonance Spectroscopy is one of the most important techniques for analysis of chemical structure.

3. Statement of Need and Objectives We have a Bruker system AV4400N with Ascend 400 cryogenic magnet to provide a 9.4 Tesla field. The magnet requires liquid helium refills on a routine basis which is estimated to be about every 4 months using current procedures.

4. Product Specifications/Features/Salient Characteristics Vendor will provide liquid helium and trained, experienced technician to refill the magnet at the appropriate intervals. Our magnet is located in a room with limited ceiling height. Because of this, use of a 60 L transfer dewar is preferred for the safety of the technician. The fill interval is approximately 4 months using a 60 L transfer dewar. Vendor will schedule a fill at the appropriate time. The last fill was conducted November 21, 2024.

The vendor must provide magnet quench recovery service in the event of a quench caused by the helium transfill.

5. General Contractor Responsibilities Contractor must provide experienced personnel to conduct these operations. Contractor may choose to use larger refill dewars at their own peril. At the end of each transfill, the liquid helium level in the instrument’s liquid helium reservoir should be > 90%, but preferrably > 98%. The last fill in each contract year must be no more than 3 months before expiration of the contract. This should provide sufficient time for procurement of new contract. On the current schedule, this should not be an issue.

6. Delivery or Performance Location Equipment is located in building 10, room B2C308. Access is through laboratory 10/B2C315.

7. Delivery Date Delivery of liquid helium should be no more than 24 hours ahead of scheduled fill. Delivery intervals will be determined by contractor based on the size of liquid helium dewars they wish to use. Delivery dates will be determined by the contractor, with input from NIBIB personnel regarding availability of staff and our reports of liquid helium levels in the instrument.

8. Inspection and Acceptance NIBIB staff will be present during the refill procedure. NIBIB staff are also willing to relocated liquid helium dewar from the delivery dock.

9. Point of Contact The point of contact for this contract shall be:

Lixin Lang, Ph.D.

10 Center Drive Building 10 Room B2C315 Bethesda, MD 20892 Telephone: 301-451-3532 Email: Lixin.Lang@nih.gov

10. Security Instrument is located in a card key secured facility. NIBIB personnel can be made available to provide access.

11. Government Furnished Property (GFP) and Government Furnished Information (GFI)

The transfer apparatus was included in the purchase of the NMR system and is provided for the transfill. NIBIB also provides the required tank of helium gas to assist with liquid transfer.

12. Invoices

· Two-Way Invoices: The Contractor shall submit invoices to the Department of Treasury’s Invoice Processing Platform (IPP) at:

1. https://www.ipp.gov and

2. NHLBIContractsBranchB@mail.nih.gov

· Three-Way Invoices: The Contractor shall submit invoices to the Department of Treasury’s Invoice Processing Platform (IPP) at https://www.ipp.gov

· Invoices shall be submitted on a monthly basis no later than 10 business days after the billing cycle of the previous month.

· Invoices shall include only those services rendered during the billing period.

· Invoices shall be billed at the rates, and in accordance with the Contract Line Item Number (CLIN), as listed in the Schedule of Items.

· The Contractor shall submit invoices to the Department of Treasury’s Invoice Processing Platform (IPP) at https://www.ipp.gov image1.jpg
