SECTION III -- CONTRACT DOCUMENTS
STATEMENT OF WORK
1. INTRODUCTION:
The National Institute of Biomedical Imaging and Bioengineering (NIBIB) transforms, through technology development, our understanding of disease and its prevention, detection, diagnosis, and treatment. NIBIB supports new tools and technologies to improve human health within its internal laboratories and through grants, collaborations, and training. NIBIB conducts research using a combination of basic, translational, and clinical science. NIBIB scientists collaborate with Federal, academic and commercial researchers so the advanced technologies and tools they create can be easily and widely adopted. For example, NIBIB researchers have developed novel technologies for studying biological processes at the molecular level and at unprecedented speed, resolution, and clarity. Our researchers are also working to create nanomedicines that can simultaneously diagnose and treat diseases. Such approaches have the potential to revolutionize medicine.
The NIBIB requires planning, programmatic, and logistical support services to assist in preparing for and conducting the foregoing activities, including project planning, developing and implementing run of show, coordinating and making speaker and attendee travel arrangements and preparing reports and other necessary documentation.
2. BACKGROUND:
The Molecular Tracer and Imaging Core Facility (MTIC)/IR/NIBIB conducts collaborative research on development of novel theranostic agents. The synthesis and purification of chemical compounds and their subsequent radiolabeling is necessary for ongoing research studies. Nuclear Magnetic Resonance Spectroscopy is one of the most important techniques for analysis of chemical structure.
3. OBJECTIVE:
The MTIC facility uses a Bruker system AV4400N with Ascend 400 cryogenic magnet to provide a 9.4 Tesla field.
The magnet requires liquid helium refills on a routine basis which is estimated to be every 4 months (3x / year) using current procedures.
4. PERFORMANCE REQUIREMENTS/CONTRACT EFFORTS REQUIRED:
Vendor will provide liquid helium and a qualified, experienced technician trained in accordance with industry standards to refill the magnet at the appropriate intervals. The magnet is located in a room with limited a ceiling height of 110 inches. The contractor shall use a 60 L transfer dewar due to safety concerns.
The vendor must provide magnet quench recovery service in the event of a quench caused by the helium transfill.
5. DELIVERY SCHEDULE:
Delivery is estimated to be every 4 months (3x/ year) using current procedures. Equipment is located in building 10, room B2C308. Access is through laboratory 10/B2C315.
6. POINT OF CONTACT:

8. SECURITY:
Instrument is located in a card key secured facility. NIBIB personnel can be made available to provide access.
9. GOVERNMENT FURNISHED PROPERTY OR GOVERNMENT FURNISHED INFORMATION:
The transfer apparatus was included in the purchase of the NMR system and is provided for the transfill. NIBIB also provides the required tank of helium gas to assist with liquid transfer.
10. INVOICE INSTRUCTIONS:
• Two-Way Invoices: The Contractor shall submit invoices to the Department of Treasury’s Invoice Processing Platform (IPP) at:
