Design/Build Revisions to Existing Components

Livestock Behavior Research Unit West Lafayette, Indiana

Statement of Work:

1. The Project generally consists of reviewing the following existing site conditions and specific equipment that is currently underperforming, and/or not meeting user needs or expectations.

a. Pen System. The pens do not contain the pigs. The posts anchored in the concrete sleeves are rotating when the animals push against it. This causes the steel pins to bend. This results in the pen system not remaining intact and the pigs escaping through the openings. Also, the pigs are able to fit their snouts between the anchor post and adjoining gate or pen section. The pigs lift the steel pin out of the 5/8” hole located at the bottom of the pen panels. Lastly, the staff have difficulty inserting the pin in the 5/8” hole that is located just above the finished floor. Reference photos in paragraph 17.

As a temporary fix, the steel pins have been installed inside PVC pipe.

b. Water Pressure. The water distribution to the animal rooms is not sufficient to provide water to the animals and flush the waste at the same time.

The system does not have enough pressure to flush the waste down the drain. When the animals are provided water and the system is flushed, the hose bibs lose pressure.

c. Waste Handling System. The manure quickly clogs the basket strainer.

Reference photo in paragraph 17. The above hosing and flushing operations result in more waste being discharged to the storage containers.

The volume exceeds the capacity of the storage container system.

d. Heating System. The rooms shall maintain 100F for extended periods of time while maintaining the minimum number of air changes required per ARS Facilities Design Standards (ARS-242.1).

Ecobee programmable thermostats were installed. They can be programmed to up to 120F. However, components in the room (like the unit heater) are not manufactured to accommodate this heat load.

In attempt to maintain 100F, the users turn off this exhaust fans. This causes too much heat to build up near the unit heaters.

Design shall minimize air stratification and/or increase the room temperature via external means.

e. Lighting. The users report that the “lights are starting to go out”. The lights flash. The ends are not dark. The issue is random.

The new light fixtures are GT8 F 232 FW A12 120 DMHL3D LP835 (provided with ECO10 Driver-DMHL3D). This appears to be a 2 lamp fluorescent with Lutron Hi-Lume electronic dimming ballast. The dimmer switch is MRF2-F6AN. The dimmer is MA-R.

2. Proposal shall include all site visits, and testing needed to ascertain such information and conditions (including verifying the adequacy of existing water pressure) --providing design documents and all construction as needed to meet project intent and all requirements listed below in this SOW. Design documents from recent work is included for informational use and are bookmarked as Exhibit A, B, C, D, E, and F.

10. The Contractor shall conduct interviews and assessments at the site, and furnish design, construction labor, materials, equipment, supplies, transportation, utilities, supervision, *safety equipment, project oversight, and incidentals for all elements of the work in accordance with this SOW to provide an installation that is complete and usable in every respect and ready for use by Final Completion date.

* Note: Contractor is solely responsible for safety measures and conformance to applicable requirements.

11. Existing conditions: Contractor shall field verify all existing conditions that may impact the new work and alert the CO immediately if conditions are discovered that differ from the SOW. Contractor shall point out discrepancies--if they exist, prior to performing work. Items not identified in SOW shall be treated as unforeseen conditions and priced according to standard FAR contract clauses.

Contractor shall provide (to Technical Representative and CO) daily* pictures that correspond with each daily field report of the Work underway. Note: * = daily meaning each day as the work takes place.

12. General Demolition Notes: Contractor is responsible for removing and hauling away all existing equipment, soil, and the like that will need to be removed for new or modified work. Systems containing hazardous materials must be disposed of according to all applicable environmental standards. All items to be disposed of must be done so in a legal manner meeting all EPA requirements. Note that demolition shall also include removal of items identified in the design documents.

Contractor is responsible for all utility locates.

13. New Work:

a. Perform design and all work in accordance with manufacturers’ recommendations, instructions, and most recent NEC, and NFPA 54 ANSI Z223.1 requirements and:

i. in accordance with all local, State, and Federal requirements (ARS Design Manual 242.1; 5.4) https://www.afm.ars.usda.gov/ppweb/pdf/242-01m.pdf ,

1. and Energy Star;

ii. confirm all as-built conditions that may impact the work;

iii. meet with Location personnel to gather and evaluate relevant information—including a detailed account of each issue (identified in paragraph 1) that is to be revised/remediated;

iv. promptly provide a report to CO and Technical Representative documenting all discussions, information gathered, who the discussions were with, and conclusions reached;

v. provide design documents in PDF format. Design Documents shall show all demolition and new work necessary to ensure that project intent and all referenced standards are met. Plan page specifications shall be shown in CSI format for each Division.

Note that design documents shall include a 50% and 100% (Final) submission (for review) as well as cost estimates (for actual construction) for each submission. Provide copies to CO, https://www.afm.ars.usda.gov/ppweb/pdf/242-01m.pdf

Technical Advisor, User, and *U of IL) * = Design only, not estimates;

vi. design documents shall also include;

vii. a detailed plan of all demolition, revisions, and new work;

viii. a code page showing all applicable codes;

ix. the design shall be stamped by a licensed engineer (with preference given to Indiana license).

14. Contractor shall coordinate and schedule work to minimize shutdown of utility services to research equipment. Coordinate all shutdowns with Location Contact to avoid jeopardizing research.

15. Submittals:

a. Submit to USDA/ARS for review and approval of all items noted above, and any other component intended for use on the project. The review by USDA shall be for general compliance and not considered an “approval”.

Markings for comments and review of the submittals by USDA shall not be construed as releasing the Contractor from their responsibility for conformance with plans and specifications. Submittals shall be in electronic PDF format that will allow for review comments. Copy list shall include the CO and Technical Representative. Provide a work schedule for review prior to starting work at site. Work schedule shall also show submittal review dates considering a re-submittal. Note that the Govt. may take up to 10 working days to return submittals.

b. Photos of the work taking place each day, along with a daily report indicating workers present, weather conditions, differing site conditions encountered, and the like shall be provided on a daily basis to the Technical Representative @ Tim.Golden@ars.usda.gov

16. General:

a. In executing the Work; the Contractor shall coordinate access to all areas with Location. Contractor shall verify all parking and security requirements with the Location Monitor; Administrative Officer, Sherry Egbert (765) 494-9726, and Don Lay. The work cannot negatively impact day to day operations without prior approval.
