About this file
This document is a NASPO ValuePoint Participating Addendum for Office Supplies (2022-2027) led by the State of Oregon, with the State of Wisconsin as the participating entity. The contractor is Staples Contract & Commercial, LLC, operating under Master Agreement #PO-10700-00012991. Wisconsin has assigned contract number 505ENT-M24-OFFICESUPPL-01, which became effective May 27, 2024, replacing the previous contract #505ENT-M19-OFFSUPPLY-01. The addendum includes Wisconsin's Standard Terms and Conditions and allows municipalities to participate through a cooperative purchasing agreement.
The contract covers all office supply products listed in Exhibit 3 of the Master Agreement, with an extensive product catalog showing thousands of items ranging from basic office supplies like pens, paper, and binders to technology equipment, furniture, and cleaning supplies. Pricing varies significantly across product categories, from basic items under $1 to high-end equipment exceeding $1,800. Wisconsin has implemented specific modifications including waiver of special handling fees, quarterly usage reporting requirements, and restrictions on certain product categories such as food service disposables, furniture, cleaning chemicals, and batteries unless specifically approved. The contract includes provisions for open market purchases alongside contract items, and Staples must provide detailed quarterly purchasing activity reports to Wisconsin's Department of Enterprise Operations. The agreement remains in effect through the NASPO ValuePoint contract term unless terminated earlier.
