About this file
This is a NASPO ValuePoint Portfolio Map for Office Supplies covering the contract period 2022-2027, with Oregon serving as the lead state. The sourcing team included Oregon, Alaska, Idaho, Missouri, Montana, and Utah. Four suppliers were awarded contracts across three coverage groups: ODP Business Solutions, LLC and Staples Contract & Commercial, LLC received Group 1 awards for nationwide coverage; Wist Business Supplies & Equipment received a Group 2 award for geographical coverage in Arizona, California, Nevada, and Utah; and W.B. Mason Company, Inc. received a Group 3 award for state coverage in Vermont. The procurement process involved a Request for Proposals (RFP S-10700-00001355) released on May 4, 2022, with 10 vendor responses received and 9 evaluated.
The contract covers 49 product categories of office supplies ranging from basic items like adhesives, paper, and writing instruments to technology accessories, cleaning supplies, furniture, and specialized items like toner cartridges and school supplies. The portfolio achieved discount rates of 40-81% overall, with Group 1 suppliers offering 15-75% discounts, Group 2 providing 26.5-75% discounts, and Group 3 delivering 37-78% discounts. The contract includes an initial two-year term with three one-year renewal options, allowing for a maximum five-year total term. The evaluation process used 18 criteria totaling 1,730 points, with each awarded supplier receiving at least 75% of available points, and notably eliminated a planned blind market basket evaluation due to difficulty identifying comparable items across all proposers.

The following formula was used to determine the price score:
lowest price of all Proposers/price being scored X price points possible = price score
* - Initially, evaluation criteria included a Blind Market Basket consisting of 39 commonly purchased products with one or more individual items from a majority of the categories of supplies offered. The RFP allowed the Evaluation Committee to substitute items in the Basket in order to facilitate an “apples to apples” comparison, as well as to eliminate items in the Basket if equivalent items were not able to be identified and evaluated across all Responsive Proposals. The Evaluation Committee had difficulty identifying comparable items and even considered a smaller Market Basket before finally determining that none of the items or comparable items could be found for all Proposers. Therefore, in the best interest of the NASPO ValuePoint membership, a determination was made that the only option was to eliminate the Blind Market Basket.
