About this file

This is a Sole Source Justification Form (Version 7.01, Bulletin Reference 27-444DHS-MENTH-B-51450) submitted by the Department of Human Services, Division of Behavioral Health & Recovery, for the state of Illinois. The document justifies a sole source procurement for services related to the Colbert v. Pritzker Consent Decree. The vendor is Kathryn DuPree of Crosswinds Consulting LLC, who was appointed as the independent and impartial Court Monitor by Federal Judge Lefkow on May 27, 2022, to oversee the state's compliance with the Consent Decree.

The contract covers monitoring and compliance services for the fiscal year July 1, 2026, through June 30, 2027, at an estimated value of $320,000. The Court Monitor will evaluate the state's compliance with the Decree, identify areas of non-compliance, mediate disputes between parties, convene monthly meetings with stakeholders, prepare annual and supplemental reports to the Court, and manage related administrative expenses. The vendor will be compensated at an hourly rate of $300 per hour, with the budget encompassing work, travel, administrative assistance, and consultant services. The procurement is justified as a sole source because the Court Monitor is appointed and designated by the federal judge, making alternative vendors unavailable. The state has previously engaged this vendor for the same monitoring services annually since October 2017, with prior contract values ranging from $157,237.50 to $320,000. Funding for this contract comes from State Appropriate Funds. The sole source was approved by the State Purchasing Officer on March 20, 2026.
