Sole Source Justification Summary
This is a Sole Source Justification Form (Bulletin Reference 27-444DHS-MENTH-B-51450) submitted by the Illinois Department of Human Services, Division of Behavioral Health & Recovery, for the procurement of court monitoring services. The vendor is Kathryn DuPree of Crosswinds Consulting LLC, who was appointed by federal Judge Lefkow as the independent and impartial monitor for the Colbert v. Pritzker Consent Decree. The sole source justification is based on the court appointment, as no other vendor can be selected by the State to fulfill this federally-mandated monitoring role. The justification was approved by Ryan R. Cowan (requesting department representative), Jean Sandstrom (State Agency Bureau/Division Head), Shea Firebaugh (State Purchasing Officer), and Ellen H. Daley (Chief Procurement Officer) between March 18-20, 2026, with final CPO authorization on April 9, 2026.
The contract covers court monitoring services for fiscal year 2027, with an estimated contract value of $320,000 and a term of July 1, 2026 through June 30, 2027. The Court Monitor will be compensated at an hourly rate of $300/hr and will evaluate the State's compliance with the Consent Decree, mediate disputes between parties, prepare periodic reports to the Court, and identify areas of non-compliance. The budget encompasses work, travel, administrative assistance, and consultant support. Funding will be provided through State Appropriate Funds. This represents a continuation of the court-ordered monitoring role, with ten prior contracts dating back to October 2017, ranging in value from approximately $57,880 to $320,000. No competitive bidding alternatives were considered due to the court's judicial appointment of the monitor.
