About this file
This document is a Sole Source Justification Template for a comprehensive boiler plant maintenance service contract for the Department of Veterans Affairs, VA Northern California Health Care System, Stockton VA Clinic. The procurement will cover boiler inspections and preventative maintenance for all VA-owned boilers, including services such as testing burner management system controls, inspecting combustion equipment, safety devices, flow meters, and other critical boiler components. The contract will be a single award, firm-fixed-price contract with a base year from 02/01/2026 to 01/31/2027 and an option year from 02/01/2027 to 01/31/2028.
The sole source justification is based on warranty requirements from Cleaver-Brooks, Inc., which mandates that all service and warranty work must be performed by a factory-authorized representative. R.F. MacDonald Co., LLC is identified as the Exclusive Regional Representative for Cleaver-Brooks in California. Market research revealed 34 service-disabled veteran-owned and veteran-owned small businesses, but none could meet the specific requirements. The VA plans to compete the requirement fully in subsequent acquisitions after the warranty expires in 2027, with the current contract being justified under FAR 13.5 Simplified Procedures for Certain Commercial Items.
