About this file

This is a Notice of Intent to Certify Sole Source document from the State of Mississippi regarding a contract opportunity for Rocket Alumni Solutions Touchscreen Software. The procurement seeks an end-to-end recognition platform that integrates an interactive touchscreen content management system with a managed kiosk application, remote monitoring capabilities, and a responsive web companion for remote audiences. The sole source certification indicates that Mississippi has determined this specific software solution is the only product available that meets the state's requirements, eliminating competitive bidding for this procurement.

The document establishes Mississippi's intent to award the contract for the Rocket Alumni Solutions Touchscreen Software without competition based on the unique and proprietary nature of the platform. This sole source approach bypasses standard competitive bidding procedures, allowing the state to proceed directly with the identified vendor. The notice serves as formal notification of this procurement decision and establishes the basis for justifying the non-competitive award under state procurement regulations.

Project Details

1. Describe the commodity/service that the agency/institution is seeking to procure:

The Rocket Alumni Solutions Touchscreen Software is a proprietary, cloud-based interactive touchscreen platform that delivers end-to-end digital recognition and display capabilities unavailable in comparable off the shelf products. This solution combines a real time content management system, customizable templates, unlimited media storage, and mobile compatibility with in a single integrated environment.

This software will allow UMMC to honor donors, students and others as well allowing us to highlight UMMC history through real time, updatable and interactive displays which will be managed directly by non-technical staff. This will eliminate/reduce IT ticket burden and per-updated fees. All software, design, installation and support are consolidated under a single vendor, which will simplify procurement, security review and ongoing oversight.

This platform will also maintain UMMC brand standards and meets WCAG 2.1 AA/ADA accessibility requirements.

2. Explain why the commodity/service is the only one (1) that can meet the needs of the agency/institution:

The Rocket Alumni Solutions Touchscreen Software is a purpose-built end to end recognition platform that uniquely combines an interactive touchscreen CMS a managed kiosk application with remote monitoring, a responsive web companion for remote audiences, and an in-house design and content digitization team under a single vendor platform. This platform was built specifically for donor walls, student recognition and legacy displays, with templates and workflows tailed to those use cases. No other product currently on the market combines these four capabilities into a single platform or offering.

3. Explain why the source is the only person or entity that can provide the required commodity/service:

Rocket Alumni Solutions Inc. is the sole provider of their product suite as well as related support, services and development.

4. Explain why the amount to be expended for the commodity/service is reasonable:

The estimated amount to be expended for the purchase of Software for Alumni Recognition Wall and Kiosks is $18,897.30 for three years. Please be advised that UMMC will determine if additional enhancements, upgrades, support, or equipment are within scope during the certification period and may increase the spending authority accordingly. Rocket Alumni Solutions Inc. change their name during this certification period, then UMMC will determine if a recertification is necessary. This amount is within the expected price range for these products.

5. Describe the efforts that the agency/institution went through to obtain the best possible price for the commodity/service:

Pricing is compared against available market intelligence and identified discounts are pursued where applicable.
