About this file

This file outlines First Article Test (FAT) requirements for NSN 1680-01-411-1338, an Intercommunication Set Control (ISC) for the C-130 aircraft, managed by Defense Logistics Agency Aviation. The document specifies that two production representative ISC units must undergo FAT testing to validate manufacturing processes, facilities, and equipment capabilities.

The testing procedures require following T.O. 12R2-2AIC25-2 and Lockheed Martin drawing 3341091 specifications, including system energization, pre-check functionality, minimum performance testing (sections 6-7 through 6-9), bench checkout procedures (sections 6-12 through 6-14), and NVIS compatibility testing (section 11-13). The associated solicitation (SPRWA125R0005) is a 100% small business set-aside for 29 production units plus 2 FAT units, with requirements for EJCP certification due to export-controlled technical data. The contract will be a one-year definitive quantity and delivery contract.

First Article Test (FAT) FAT is required to be performed on initial production samples (first articles) to validate that the production manufacturing data (product baseline), production processes, production facilities, and production equipment are capable of producing a production sample that meets all functional performance requirements. Specific FAT requirements are identified in the requirements verification matrix.

Two production representative ISC will be used for FAT testing to certify performance, these units will be furnished to the Air Force for functional testing.

Functional testing will be conducted to demonstrate that the newly produced ISCs (FAT units furnished by contractor representing production asset) meet all the requirements defined in T.O. 12R2-2AIC25-2 and drawing Lockheed Martin drawing 3341091.

Following T.O. 12R2-2AIC25-2 procedures energized the ISC system using section 1-21, and pre-check functionality 2-21. Complete MINIMUM PERFORMANCE TEST 6-7 through 6-9 using figure 6-1.

Continue testing applying instructions in section 6-12, Bench check out procedure and minimum performance standards. Perform requirements 6-12 through 6-14.

If any failures are encountered proceed to Trouble Shooting section 8-3 and complete 8-3 through 8-4 using figure 8-4 and resistance data checks in figure 8-7. Document and detail all issues/failures, do not continue with minimum performance testing, failure report is sufficient.

Complete NVIS COMPATIBILITY TEST section 11-13 by following procedures in 11-15, report any anomalies.
