Performance Work Statement (PWS) For

AN/APR-39C (V) Radar Detecting Set

Services Contract 23 June 2021

1.0 General:

The purpose of this Performance Work Statement (PWS) is to define the work efforts required for the services for Communications-Electronics Command (CECOM) Integrate Logistics Support Center (ILSC), which provides for logistics support of the AN/APR-39C (V) Radar Detecting Set listed in Table 2 below.

If a discrepancy between the Contract or Contract Data Requirements list exist, this Performance Work Statement (PWS) shall take precedence.

1.1 Description of Services:

The Contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform the Contractor Support Services of the AN/APR-39C (V) Circuit Card Assemblies (CCAs) provided to the contractor as defined in this PWS. The Contractor shall perform the Firmware/Software (FW/SW) loading and testing of the CCAs to the standards in this contract.

1.2 Background:

The AN/APR-39 is a Radar Warning Receiver (RWR) that detects, identifies, and provides relative location of threat electronic signals. The AN/APR-39 also acts as the display for the missile and laser warning systems, and as the countermeasures dispenser on most aircraft in which it is installed. The AN/APR-39 provides situation awareness to the aircrew when the system identifies pulsed radio frequency signals from a potential radar aided threat weapon system. RWR systems detect the emissions of radar systems in the radio frequency (RF) environment and provides relative bearing and threat type to aircrew via audio and visual cueing. The RWR’s function is to warn when a radar signal is a threat and potentially a threat. The AN/APR-39 is the most widely installed Radar Warning Receiver (RWR) in the DoD with over 4,000 systems integrated on Army, Navy, and Air Force rotary-wing and transport aircraft. The weapon system is currently in operation and sustainment with an original fielding date of the early 1980s.

1.3 Order Type:

The Period of Performance (POP) for this Indefinite Delivery Indefinite Quantity (IDIQ) is five

(5) years from date of award. Task orders will be issued by the Government on a Firm Fixed Price (FFP) or Cost Plus Fixed Fee (CPFF) basis for Shop Replaceable Units (SRUs) services. Cost Reimbursable (CR) No Fee will be utilized for all travel CLINs when awarded on a task order. Contract Data Requirements list (CDRL) and yearly manpower reporting are expected to be awarded on a Not Separately Priced (NSP) basis.

3.0 Requirements

3.1. Technical/Engineering Service. This PWS establishes the requirements for Technical/Engineering services for the sustainment of the AN/APR-39C (V) under this IDIQ to the same form, fit, function, and interface of which it was originally designed. The contractor shall conduct Circuit Card Assembly (CCA) programming and Testing:

3.1.1. The Contractor shall execute the program and test of the government furnished AN/APR-39C(V)1 Signal Processor Unit (SPU) and the Multiplexer (MUX) CCA’s in accordance with Northrop Grumman (NG) applicable drawings.

3.1.2. The Contractor shall execute all tests specific to the CCA.

3.1.3. The Contractor shall not perform program/test CCA if visual inspection indicates CCA damage.

3.1.4. The Contractor shall utilize AN/APR-C(V)1 OFP 524.0 files for programming.

3.2. The contractor shall conduct Circuit Level Acceptance IAW Signal Processing Unit (SPU) CCA Engineering Test Procedure for the APR-39C(V)1 Radar Data Processor Document ID: 499-003672 and Multiplexer (MUX) CCA Engineering Test Procedure for the APR-39C(V)1 Radar Data Processor Document ID: 499-004578. The Contractor shall supply necessary materials required to execute each individual Task Order issued on this contract.

3.3. Requirements for Packaging

3.3.1. Packaging:

Wood Packaging Material (WPM) shall meet the requirements as below.

3.3.1.1. WPM includes but is not limited to pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frame and cleats. This requirement excludes materials that have undergone a manufacturing process, such as corrugated fiberboard, plywood, particleboard, veneer, and oriented strand board (OSD).

3.3.1.2. All WPM shall meet the requirements of International Standards for Phytosanitary Measures (ISPM) Number 15, “Guidelines for Regulating Wood Packaging Material in International Trade”. DoD shipments inside and outside of the United States shall meet the requirements of ISPM 15 whenever WPM is used to ship DoD cargo.

3.3.1.3. All WPM shall comply with the official quality control program for heat treatment (HT) or kiln dried heat treatment (KD HT) In Accordance With (IAW) American Lumber Standard Committee (ALSC), Incorporated, Wood Packaging Material Program and WPM Enforcement Regulations (see http://www.alsc.org/).

3.3.1.4. All WPM shall include certification/quality markings IAW the ALSC standard. Markings shall be placed in an unobstructed area that will be readily visible to inspectors. Pallet markings shall be applied to the stringer or block on diagonally opposite sides of the pallet and be contrasting and clearly visible. All containers shall be marked on a side other than the top or bottom, contrasting and clearly visible. All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ASLC approved DUNNAGE stamp.

3.3.1.5. Failure to comply with these requirements may result in refusal, destruction, or treatment of materials at the point of entry. The Government reserves the right to recoup from the contractor any remediation costs incurred by the Government.

3.4 Requirements for Configuration Control

3.4.1. Configuration Baseline

For this contract the Configuration Items (CI) consist of the items identified in Table 2. The applicable Configuration Baseline (CB) for each CI is established by its respective part number, description, and NSN appearing in section B of the contract.

3.4.2. Configuration

Each CI, as developed/built and delivered, shall conform to the cited CB and (if applicable) all subsequent CB’s that will be made contractually binding by the Procuring Contracting Officer (PCO). Configuration changes not directly affecting the configuration baseline do not require Government approval prior to incorporation, but must be documented by the contractor and shall be made available to the Government upon request.

3.4.3. Departures from Configuration Baseline (CB)

No changes or departures from the CB are acceptable except for changes or departures which are submitted in accordance with data item A001 CDRL DI-MISC-80711A, Configuration Management, and are approved by the Government Configuration Manager (C Mgr.) or Configuration Management Officer (CMO) and which are made applicable to the contract by the PCO.

Changes in configuration shall be effected by Configuration Control Documents (CCDs) as follows:

3.4.4. Engineering Change Proposal

Engineering Change Proposal (ECP), in accordance with A001 CDRL DI-MISC-80711A, includes both the engineering change and the supporting documentation by which the change is described and suggested.

An ECP describes changes to the CI and associated Government documents and data that are affected by the proposed engineering change. The ECP’ shall include a summary of detailed changes that must be made to technical documentation. The Government is responsible to attend the meetings for the proposed engineering change. Authorization to complete an ECP requires the written approval from the CECOM ILSC representative.

Any approved ECPs as a result of engineering services covered in the SOW attached in section J of the base IDIQ will be applicable to the services covered in this PWS if the part is identified in an approved ECP. If services can be completed without the replacement part identified in the ECP, no retrofit will be required.

A Value Engineering Change Proposal (VECP) shall be used to propose changes that result in cost savings for the program with little or no adverse impacts to the configuration baselines. VECPs shall be submitted with the requirements set forth in the “Value Engineering Incentive” clause of the contract and data item A001 CDRL DI-MISC-80711A, Configuration Management.

3.4.5. Request for Waiver (RFW)

Request for Waiver (RFW) describes a departure from configuration documentation for a specific number

Contractor shall identify the impact of the RFW on performance, operational readiness and logistics support of the affected CIs. The Government will require compensation for any RFW not due to Government fault, IAW data item A001 DI-MISC-80711A, Configuration Management.

3.4.6. Configuration control Documents (CCD)

Contractor shall provide all supporting program or cost data with the CCD. The contractor shall uniquely and sequentially identify (including the use of the contract number) each ECP, VECP.

3.4.7. Documentation

The contractor shall document by serial number each products configuration, applicable documentation, maintenance support requirements and spares in relation to the contractor’s configuration baseline per data item A001 CDRL DI-MISC-80711A, Configuration Management. The data in use shall be available for government review and use.

3.4.8. Use of configuration Baseline (CB) Data

The contractor shall assure that all necessary contractors’ activities have access to and use of the contractually specified configuration baseline(s), approved changes and departures, and affectivity data.

The data in use shall be available for government review and use.

3.4.9. Correction of Noncompliant Equipment and Technical Data

3.4.9.1. If this TO/DO contains configuration control requirements, the contractor shall initiate the appropriate configuration control document to correct all affected drawings/specifications which conflict with or omit the marking requirements stipulated above.

3.4.9.2. If configuration control requirements do not apply and the equipment on order is defined by technical data, which conflicts with or omits the marking requirements stated above, the contractor shall advise the PCO. Such advice shall list the number of each deficient drawing/specification and a brief description of the deficiency.

3.4.9.3. If the item on order is defined by existing Government technical documentation and such documentation is in conflict with the requirements of this PWS, service of equipment with revised markings shall not proceed until Government approval is received.

3.5 Requirements for Item Marking

3.5.1. Part Number Marking

The contractor shall ensure Part Number marking is legible throughout the service process. The NSN marking shall be legible and meet the requirements of its applicable drawing.

3.5.2. NSN Marking

The contractor shall ensure NSN number marking is legible throughout the service process. The NSN marking shall be legible and meet the requirements of its applicable drawing.

3.5.3. Serial Number Marking

3.5.3.1. The contractor shall ensure the serial number (SN) marking is legible throughout the service process. The SN marking shall be readable and meet the requirements of its applicable drawing. Should the serial number not be legible or missing when received by contractor, the contractor shall follow its internal quality processes to resolve the discrepancy.

3.5.3.2. The contractor shall maintain an accurate, LRU configuration item verification record (CIVR) for all applicable LRU configurable serialized items. The list shall be available for inspection by the PCO or government representative at any time during the life of the contract and for a period of 3 years following the completion of the contract.

3.6. Requirements of Item Unique Identification (IUID)

The contractor shall ensure the Unique Identification (IUID) marking is legible throughout the service process. The marking shall meet the requirements of its applicable drawing.

3.6.1. Service items

Items received for service shall be inspected for IUID markings per applicable drawing requirement. For those items where the marking is damaged or missing, the contractor shall mark the equipment. When marking requirements are not clearly specified, then the contractor shall advise the PCO. For previously acquired items where the IUID markings were not required, the contractor shall follow requirements of the current configuration and associated most current released drawings.

3.6.2. Commercial markings

All other items shall have acceptable commercial markings that meet the guidelines in Department of Defense (DoD) Guide to Uniquely Identifying Items http://www.acq.osd.mil/dpap/pdi/uid/index.html

3.6.3. Permanency and Legibility

The IUID marking and identification plates, tags, etching, or labels, when used on equipment, parts, assemblies, subassemblies, units, sets, groups, or kits, shall be as permanent as the normal life expectancy of the item and be capable of withstanding the environment, test, cleaning, repair, and rebuild procedures specified for the item. Legibility shall be as required and verified for ready readability per MIL-STD-130N.

3.6.3.1. Deleterious Effect

Marking of items shall be accomplished in a manner that will not adversely affect the life and utility of the item. Marking materials creating hazardous conditions shall not be used. Placement and choice of the marking shall not create hazardous conditions.

3.6.4. IUID coding

3.6.4.1. If there is GFP, the contractor shall report Property In Possession of Contractors (PIPC) IAW CDRL A011 DI-MGMT-82128 and CDRL A012 DI-MGMT-80441C. This should include the IUID on http://www.acq.osd.mil/dpap/pdi/uid/index.html

3.6.4.2. The contractor shall maintain an accurate, current list of IUIDs for all manufactured items on this contract, per DFARS 252.211-7007, Reporting of Government Furnished Property. Dates of manufacture, substitutions, shop changes, etc. shall be included on this list. The list shall be available for inspection by the PCO or other Government representative at any time during the life of this contract. The contractor shall provide this list to the government at the end of the contract.

3.6.5. Pricing of IUID Requirements

All efforts required by this PWS and contract, including, but not limited to, the preparation of ECPs or notification of marking deficiencies, PIPC reporting, serial number data reporting at end of each yearand the actual marking of hardware, will be included in the base contract price.

3.7. Requirements for Contractor Services

3.7.1. (As Received)-Evaluation and Assessment

The contractor shall evaluate the (as received) condition of the shipping container for gross damage.

The process shall document deficiencies in the physical and visible condition of the shipping container prior to further processing. Shipping container deficiencies found as a result of the above inspection shall be brought to the attention of the CECOM ILSC representative/Technical Manager (TM) that will provide further instructions concerning the deficient item(s). The Contractor shall notify the CECOM ILSC representative/TM and the PCO via email within 5 business days from delivery of item to facilitate disposition of the discrepancy. The Contractor shall also include a scanned copy of the applicable DD Form (1348-1A or 1149) with the email, and photos of the shipping container deficiency when requested.

3.7.2. Services:

3.7.2.1. Turnaround Time (TAT)

Turnaround time is defined as the time from contractor date of induction (work order number) and/or receipt of funding for the inoperative unit or assembly at the contractor’s repair/replacement facility to delivery of the item to the Government. The turnaround time for this effort shall be 90 days from induction date or receipt of GFP. However, the Government will allow for deviations from the turnaround time above on a case-by case basis. Deviation requests from the 90 day TAT must be submitted to the COR via email with justification/explanation for review. CPARS may be negatively affected by late TATs without proper documentation.

3.7.2.2 Submitting Items to Contractor

Each task order shall be submitted to the contractor and include the total number of items to be serviced to complete the task order. The contractor shall evaluate the total number of items identified in the task order, and provide a schedule to achieve the turnaround time (TAT).

3.7.2.3. Induction

The Contractor shall perform induction, which is the preliminary visual/mechanical inspection of the item

Induction verifies identity, inspects for gross physical damage, missing parts, and any other damage the contractor deems reportable. Gross defects shall be reported to the PCO and COR prior to introducing the item to the service process as received for evaluation. The Government PCO or COR will respond within three (3) working days issuing disposition instructions.

3.7.2.4. Warranty

3.7.2.4.1. The contractor warrants work applicable to the service work completed in performance of this contract for one year, and shall evaluate each return to determine if the reported deficiency is attributable to contractor faulted workmanship or materials.

3.7.2.4.2. At the time of delivery to the government, any hardware Deliverables shall be free from defects in material and workmanship performed during the services process and under normal usage/storage for a period of one (1) year from the date of delivery.

3.7.2.4.3. The contractor’s sole liability under this warranty shall be limited to the services of the Deliverables returned to the contractor. Notice of any defect shall be given to the contractor in writing and Buyer shall prepay transportation to and from the contractor’s plant. The contractor shall have no liability under Warranty for the following:

3.7.2.4.3.1. Altered Goods;

3.7.2.4.3.2. Deliverables which Buyer has not maintained in accordance with maintenance manual.

3.7.2.4.3.3. Deliverables that have been abused, repaired, or misused by Buyer or third parties.

3.7.2.4.3.4. Expendables and consumable parts.

3.7.3. Shipment of Equipment

The contractor shall forward all serviced/replacement/updated/modified serviceable and unserviceable end items with DD Form 1149, Requisition and Invoice/Shipping Document, or DD 250 to their packaging/shipping facility for return to Tobyhanna in accordance with shipping instructions provided by the Government. In order to perpetuate asset visibility, the DD Form 1149, block 6 title "Requisition Number" shall contain the ORIGINAL DOCUMENT NUMBER as those provided on DD Form 1348-1, DOD Single Line Item Released/Receipt Document, Card Column numbers 30-43 or Automated DD Form 1348-1 Automated, Nov 87, Issue, Release/Receipt Document, block number 24. The DD Form 1348-1 or Automated DD Form 1348-1 Automated is the official shipping document from a government depot or other government-designated location to the contractor's repair facility. Each document number contains 14 digits and starts with W25G1U. When using DD 250's, include the document number and National Stock Number (NSN) in block 16. DCMA Quality Assurance Representatives (QARs) must assure the use and accuracy of document numbers on each shipment. If blank forms are required, they may be obtained from:

Within one working day of shipment of an item, the Contractor shall notify the COR, ILSC IM, and GCS via email to facilitate tracking. The Contractor shall also include a copy of the DD Form 1149 or DD Form 1348-1A with the email.

Shipments will be marked and labeled IAW MIL-STD-129 to include the following information on the outer label, and shall be affixed to the outside of the shipping container:

-Contract Number -Quantity of item on contract -Item’s part number as noted in Section B of the contract -Contractor’s name and address

-NSN

-CAGE Code -Part Number

-UID

3.7.4. Reuse of Packaging Material

When possible the contractor shall make maximum use of the packaging materials of the equipment that was originally received. Equipment shall be packaged IAW MIL-STD 2073-1.

3.8. Requirements for Final Inspection and Test

The contractor shall implement and maintain a Final Inspection and Test System that meets or exceeds the government approved acceptance test procedure. These requirements are commonly accepted practices employed by industry.

3.8.1. Quality System

The Contractor shall perform induction, which is the preliminary visual/mechanical inspection of the item after removal from the shipping container. The contractor shall establish/maintain an effective inspection and test system for final inspection and test of completed products.

3.8.1.1. Quality Assurance Surveillance Plan (QASP)

The QASP outlines the Government’s methods for measuring performance of the Contractor against the requirements in this PWS for each task order awarded under the base IDIQ. The Government relies on the Contractor to monitor daily performance using internal quality procedures and practices (e.g., a Quality Control Plan that describes the internal staffing and procedures that the Contractor uses to meet the quality, quantity, timeliness, and responsiveness requirements/goals to achieve customer satisfaction).

3.8.2. Final Inspection and Testing Procedures

The contractor shall utilize documented procedures for final inspection and testing of finished products to ensure that all contract requirements are satisfied. Procedures and equipment used to verify operational performance shall be based on existing technical documentation or its equivalent. Test requirements shall be mutually agreed upon by the Contractor and the Government QAR. Testing shall be performed IAW the Government-Approved Acceptance Test Procedure (ATP).

3.8.3. Records

The contractor shall maintain records of inspections and tests to demonstrate that the product satisfies contract requirements.

3.8.4. Measuring, Testing, and Inspection Equipment

The contractor shall provide and maintain gages (including production tooling used for inspection purposes) and other measuring and testing equipment to assure that finished products conform to contract requirements. These devices shall be calibrated against certified measurement standards that are traceable back to national/international standards. The contractor may recommend replacement of equipment due to obsolescence or to improve productivity to maintain turn-around times.

3.8.5. Nonconforming Material

The contractor shall be the Material Review Board (MRB) Authority for disposition of suspect and confirmed non-conforming materials in support of this contract. Contractor shall govern MRB authority in compliance with the contractor’s applicable quality management system policies and procedures and requirements. Material used shall have no impact to form, fit or function of LRUs stated in Table 2 above.

The contractor shall establish and maintain a system for controlling material that does not satisfy contract requirements, including procedures for its identification, segregation, and disposition (rework/repair, scrap, etc.).

3.8.6. Corrective Action

The contractor shall act to correct nonconforming materials and processes to preclude the recurrence of the

3.8.7. Handling, Storage, Preservation, Packaging, and Shipping

The Contractor shall establish, maintain, control and be responsible for the handling, storage, preservation, packaging and shipping to protect the quality of the materials and to prevent damage from loss, deterioration, degradation, or substitution of products.

3.9 Data Deliverables

3.9.1. Status Reporting

The Contractor shall schedule and host a program progress/status teleconference meeting on a quarterly recurring basis. A program status report in contractor’s format will be submitted prior to the meeting, and utilized to facilitate the program status meeting. During times where availability constraints prevent a quarterly meeting from occurring, either party shall contact the other to communicate the need for cancellation or postponement. The program management Status Report can be submitted when meetings are not able to be held.

3.10 Inspection and Acceptance / Freight On Board (FOB)

Inspection and acceptance shall be at source and FOB shall be destination. The “ship to” address is below or other destination as defined on task order/delivery order. Task order/delivery order destination will take precedent.

3.11 Security Requirements

When applicable the contractor shall be required to have a Secret facility clearance to perform Acceptance Testing, and for Storage of Material and Software. The contractor shall be required to have a Secret safeguarding capability limited to at least two cubic feet. The contractor shall comply with the security requirements described in Anti-Terrorism (AT)/Operations Security (OPSEC) and DD Form 254. The contractor shall require access to For Official Use Only (FOUO) Information and access to Security Classification Guides. To perform this contract, the contractor shall be required to receive and generate classified material and fabricate/modify/store the classified software. Software requirements are additional and shall be identified on DD Form 254. All documents, schematics, drawings, presentations, emails, graphs, labels, web sites, codes (to include all source codes and items produce using any application based editor, compiler software and/or operating system), any hard and/or soft copy item produced or derived from requirements of this contract will be marked with the classification markings and distribution statements indicated in DD Form 254.

3.11.1 Information Security (INFOSEC)

For Contracts That Require Handling or Access to Classified Information. Contractor shall comply with

FAR 52.204-2, Security Requirements. This clause applies to the extent that this contract involves access to information classified “Confidential,” “Secret,” or “Top Secret” and requires contractors to comply with— (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M); (2) any revisions to DOD 5220.22-M, notice of which has been furnished to the contractor.

3.11.2 Operations Security (OPSEC) Training

For contracts that require a formal OPSEC program (Required if non administration work is performed, e.g.,time sheets, and HR functions at contractor facilities):

"The contractor shall develop an OPSEC Standard Operating Procedure (SOP)/Plan within 90calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer and COR. This plan will include a process to identify critical information, where it is located, who is responsible for it, how to protect it and why it needs to be protected. The contractor shall implement OPSEC measures as ordered by the commander. In addition, the contractor shall have an identified certified Level II OPSEC coordinator per AR 530-1. Details on obtaining Level II certification can be furnished by the Government OPSEC Officer.(Duration: 2 Hours).

Per AR 530-1 Operations Security, the CECOM OPSEC Plan, and AR 350-1 Army Training and Leader

Development contractor employees must complete Level I OPSEC Awareness training within 30 calendar days of reporting for duty and annually thereafter. Level I OPSEC training is available via the Army Learning Management System (ALMS) application at the following link: https://www.lms.army.mil/ and by searching "Army OPSEC Level I (Duration:2 hours). An Enterprise Access Management Service Army(EAMS) account is required to access the ALMS application. Contractors shall also participate in any command directed OPSEC standowns, e.g., ad-hoc refresher trainings. If Computer Based Training (CBT) via ALMS cannot be completed, the organization's OPSEC Officer can provide the training to meet the Initial and Refresher training requirements."

3.11.3 Threat Awareness Reporting Program (TARP)

Per AR 381-12 TARP, contractor employees must receive annual TARP training by a CI agent or other certified trainer.

3.11.4 Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area

Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.2049, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

4.2 Personal Services.

This contract is not being used to procure personal services as defined and prohibited by FAR part 37.104 titled “Personal Services Contract”.

4.3 Meetings

Quarterly meetings will be held between Government and Contractor personnel to discuss work in progress and any issues that arise within the previous quarter. Meetings will be by phone unless the Government desires a face to face meeting at the Government location or Contractor’s facility.

4.4 Contractor Manpower Requirements Application (CMRA)

The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the AN/APR39C via a secure data collection site. The contractor is required to fill in all required data fields completely using the following web address: http://www.ecmra.mil/, and then click on "Department of the Army CMRA" or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), this runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on "Send an email" which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component's CMR website.

4.5 TAV- C

Army Materiel Command (AMC) and its units use Total Asset Visibility – Contractor (TAV-C) capability in its Logistics Management Program (LMP) to account for Government Furnished Equipment, Materiel, or Property (GFE/M/P) placed in the possession of contractors to support contracts for: 1) repair, modification, or upgrade work; 2) materials held for Stock, Store and Issue (SSI), or 3) New Production. Accounting records within LMP for this inventory are subject to verifying physical inventories and audits by the Army to ensure accuracy. This section addresses contractor requirements for repair, modification and/or upgrade contracts.

4.5.1 System Overview and Portal Access Requirements

To use TAV-C, Contractors shall request one of two TAV-C access methods below to exchange required inventory data with LMP: 1) Defense Logistics Management Standards (DLMS) interface or 2) the Army TAV-C Portal. Approval of the contractor’s access method will be based first on the type of work being performed, second, the sufficiency of the contractor’s existing property accountability and connectivity to LMP, and third, request by the Contractor to use the portal based on economic factors.

4.5.1.2

Contractors can choose between the two methods for accounting for government property as further described below:

4.5.1.2.1 Defense Logistics Management Standards (DLMS) Interfaces

Contractors that have accounting systems capable of using a DLMS interface (see: DLM 4000.25, Defense Logistics Management Standards (DLMS) on the Defense Logistics Agency (DLA) website) shall request to use their accounting system and interface to account for Government Furnished Equipment/Materiel/Property (GFE/M/P) using DLMS transactions.

NOTE: If a contractor does not currently have an established DLMS interchange with Defense Logistics Agency (DLA) Defense Automated Addressing System (DAAS), it shall be the contractor’s responsibility to contact DAAS to establish access to DAAS messaging system to support the exchange of DLMS transactions with the Army. DAAS provides a value added service for standard Military Standards (MILS) transactions providing the ability to receive, edit and route logistics transactions for the Military Services and Federal Agencies. Information on DAAS can be found at https://www.dla.mil/HQ/InformationOperations/DAAS/

4.5.1.2.2 Army TAV-C Portal

Contractors who, during negotiation with the government, are determined by the Government to be allowed to use the TAV-C Portal, will comply with prescribed processes to provide qualified workers to access the system to exchange data with LMP.

4.5.2 Portal Access Requirements

Contractor personnel who input data into the TAV-C Portal must meet qualification requirements specified in the TAV-C Portal Guide Detailed Procedures, and requirements are detailed in the TAV-C Portal Guide (Attachment X). These requirements include:

4.5.2.1 Contractor provided computer system

The contractor shall provide a computer system and internet connectivity that meets acceptable standards as identified in the TAV-C Portal Guide.

4.5.2.2 Security Requirements.

4.4.2.2.1. The government requires contractor personnel accessing the LMP system to possess either a United States Government Common Access Card (CAC) or a Department of the Defense approved External Certification Authority (EAC). To apply for these credentials, contractor personnel must possess a soft certification from a security credentialing firm.

NOTE: At the time of this writing, the government has successfully used IdenTrust and WidePoint (formerly ORC) for satisfactory credentials. It is the contractors’ responsibility to ensure operators accessing the portal have and maintain current credentials and to comply with the selected vendors’ https://www.dla.mil/HQ/InformationOperations/DAAS/

4.4.2.2.2. Contractors will coordinate with the Contracting Officer’s Representative or designated government representative to complete required forms to obtain the CAC/EAC. This will require the above certification, forms of identification, etc.

4.5.2.3 User Training Requirements

TAV-C Portal user training is government provided and varies by the function performed. The training is online and completion of the training by each operator is required before accessing and using TAV-C.

4.5.2.4

The on-line training site will be provided by the government after award. Access to the system has been granted. Functional training required to begin work should take no more than 15 hours to complete.

4.5.3 Problem Resolution

LMP is a government owned and maintained system. The contractor shall notify the COR or designated government point of contact for system related issues and government resolution.

4.5.4 DLMS Transactions / Portal Data Requirements

4.5.4.1

For DLMS Transactions for repair, modification and/or upgrade contracts, the inventory management transaction to be provided to the government by the DLMS interface is DLMS 527R Materiel Receipt Acknowledgement (MRA) Transactions (for GFM expected to be consumed).

4.5.4.2

For DLMS Transactions for repair, modification, and/or upgrade contracts, the material receipt transaction to be provided to the contractor by the government via the DLMS interface is DLMS 527D Pre-positioned Material Receipt Document for stock in-transit to vendor.

4.5.4.3 Army TAV-C Portal

Contractors who, during negotiation with the government, are allowed to use the TAV-C Portal to exchange required data directly with LMP, will provide the following information via data inputs to

LMP:

4.4.4.3.1. TAV-C Portal Requirements: Details on entry of the input into the LMP Portal will be provided as part of the government provided training.

4.4.4.3.2. The required data will be based upon the business process being performed. Inputs and input formats will be driven by the role performed for this work as directed in the contract.

4.4.4.3.3. The LMP Portal will provide to the contractor reports which will serve to inform the contractor and aid in work performance. Details on the various reports and how they can be used will be covered as part of the government provided LMP Portal training.

4.5.4.4 Consumption Reporting

Quarterly reports on the consumption of repair parts, disposition of equipment, and adjustments to inventories will be provided to the government as specified.

4.5.5 TAV–C Entries

4.4.5.1. Following an inventory effecting event, the Contractor shall accurately report transactions within five (5) business days of the end of the month. The contractor shall report, on a quarterly basis, inventory activity and balances in accordance with CDRL A011.

4.4.5.2. The Contractor shall physically confirm material received for actual National Item Identification Number (NIIN) and Quantity prior to recording receipt into LMP.

4.4.5.3. The Contractor shall notify the Contracting Officer (KO) or the Property Administrator prior to contract end to ensure inventory is properly dispositioned and all transactions have been entered.

4.4.5.4. The Contractor shall maintain 100% accuracy in its accountability records, stock records, and physical inventories for all Government-owned items placed in their possession.

4.4.5.5. Records are subject to verifying inventories. Notification of these inventories will be coordinated through the COR.

4.4.5.6. Contracted firm will annually inventory to verify record accuracy and provide updates to TAV-C to adjust balances.
