About this file
This document is an ADOT (Arizona Department of Transportation) Procurement Attachment titled "Forced Labor of Ethnic Uyghurs Ban," which is a compliance certification form for contractors seeking to do business with the State of Arizona. The form implements A.R.S. § 35-394, requiring companies with ten or more full-time employees to certify they do not use forced labor of ethnic Uyghurs in the People's Republic of China. In this specific instance, Honsha Inc., located in Vista, California, has completed the document, with Robert L. Plummer (Sr Managing Director) signing on October 4, 2023.
The document does not detail specific goods, services, or contract terms, but instead focuses on a legal certification requirement. Honsha Inc. has checked the box affirming that the company does not use forced labor of ethnic Uyghurs, nor will it use such labor during the contract term. The certification covers direct labor, goods or services produced by such labor, and extends to contractors, subcontractors, and suppliers. The form provides exemptions for sole proprietorships, companies with fewer than ten employees, and non-profit organizations, though Honsha Inc. does not qualify for these exemptions.
