1. Statement of Need
1.1. Pursuant to the Arizona Procurement Code, A.R.S. §41-2501 et seq., the State of Arizona Department of Transportation (Department), has a requirement for Arizona Management System (AMS) consultant services.
1.2. The Department’s Office of Continuous Improvement (OCI) needs assistance to support the ongoing implementation and spread of the Arizona Management System launched in 2016. AMS is the lean management system adopted by the State of Arizona. Services under this contract will be used as part of the strategy to sustain the continuous improvement culture, grow and develop lean leadership knowledge, enhance skills and abilities (KSA) in Kaizen Principles and Practices, and to facilitate the use of our 8-step problem solving methodology Plan, Do, Check, Act (PDCA), Strategy Deployment (Hoshin Kanri), and performance metrics development.
2. Introduction and Background
2.1. Since adopting the Arizona Management System in 2016, the Department has experienced dramatic performance improvement through the use of lean tools and Kaizen-based improvement projects. The Department has addressed the underlying management systems that define desired values, behaviors, and results.
2.2. The Department wishes to continue advancing our continuous improvement efforts and cultural transformation. By further growing and developing the AMS, the Department will achieve its True North and Vision for the traveling public in the state of Arizona. The Department is looking to align its strategic planning process cycle.
2.3. The AMS emphasizes the leadership behaviors and practices required to sustain a structured approach to engaging the Department in daily, incremental performance improvement. At a minimum, AMS involves:
2.3.1. Organizational Assessment. A method for identifying and baselining the underlying management and cultural challenges of an organization.
2.3.2. Strategy Development / Strategy Deployment. A method for defining the objectives of an organization and cascading them such that every employee understands how they contribute to the performance of the enterprise.
2.3.3. Standard Work. Establish work procedures for each employee’s contribution to a process.
Standard work enables both employees and leaders to establish a baseline of the current best known methods of completing work.
2.3.4. Leader Standard Work. Lean leadership behaviors change the role of managers from being the primary problem solvers to building the problem-solving capability of employees.
Leader standard work ensures that managers spend adequate time with employees and gives structure to the activities that support a lean management system.
