SOLICITATION NO. SPM2DX-11-R-0001 AMENDMENT 0007 PAGE 2 of 3
The following are responses to offerors questions regarding the solicitation:
Topic: Special Instructions for Submission of Proposals and Capabilities
1. Solicitation-Reference page 71-Demonstration of Capability- The solicitation suggests that the additional inventory must be added within 30 days of solicitation closing – is this correct, or can the awarded vendor add inventory quantity levels and any additional new items to the servicing distribution center 90 days in advance of award? If yes, will the government purchase the additional inventory added within 30 days after the solicitation closing?
Note, the current distribution center inventory is reflective of the current customer usage demand. The significant amount of time between solicitation close and award date could cause significant inventory management issues for all offerors.
2. If the government intends to make award 30 to 60 days prior to expiration of NPV
Gen II contract (March 2013) is it realistic to expect potential contractor to have existing items being purchased and WRM items and large quantities on hand December 2011 for a site visit?
The following response is for questions 1-2:
See Amendment 0005
Topic: Manufacturer Discontinued Items/Manufacturer Unable to Supply:
3. In connection with Technical Requirements #1 and #2, certain of the products on the spreadsheet have been identified as discontinued/unavailable from the manufacturer. Please advise how the spreadsheets should be completed with respect these items. Please confirm that the breadth and depth coverage’s will be determined in a manner to appropriately exclude these items from the calculation.
See Amendment 0005
4. How should we answer on the solicitation the items that we cannot identify? Is a statement such as “unable to identify acceptable”?
In the “Unavailability issues” column indicate the item(s) as unable to identify the NDC.
DLA Troop Support will validate the responses in the “Unavailability Issues” column with the respective manufacturers. If DLA Troop Support is able to confirm with the manufacturer the provided reason the item will be excluded from the breadth and depth calculations.
SOLICITATION NO. SPM2DX-11-R-0001 AMENDMENT 0007 PAGE 3 of 3
Topic: WRM
5. In connection with the above, please confirm that the 100% fill rate requirement for each WRM order (Section 14(c)(vi)) will be calculated in a manner to appropriately exclude items that are discontinued by the manufacturer, on manufacturer backorder or subject to a manufacturer recall. We note that these exceptions are specified exclusions for the Normal Day-to-Day NPV fill rate.
See Amendment 0006
Topic: Regional DAPA’s
6. What happens to Regional DAPA items if Average Wholesale Price (AWP) from a reliable or approved source ceases to exist?
Any necessary modifications to the contract would be handled in accordance with the
Changes Clause (52.212-4(c)).
Topic: EDI Transactions
7. SOW-Reference page 24, item 5 (a) Is there a requirement for the NPV Electronic Order Entry System to interface with the TPharm Contractor’s system(s)? If so, what are the requirements?
No, there is not a requirement for the NPV’s Electronic Order Entry System to interface with the TPharm Contractor’s system. However, the contractor shall have an operational on-line EOES accessible to the ordering facilities under the NPV (GEN-III) contract.
Topic: Clauses
8. On page 90, middle of the page, addendum: FAR 52.212-3 and attachment to 52.212-3(g)-What is the expectation on that page? We do not see a certification.
We know the FAR clause and see it in other places in the solicitation. That box on page 90 just makes us pause, as we are not sure of the expectation (if there is one).
Attachment to 52.212-3(g), DFARS 252.225-7020, is found on page 90.
FAR 52.212-3 Introductory Paragraph below provides what is required by the offeror in regards to filling out paragraph 52.212-3(g):
“An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov.
If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision.”
