Additional work includes major HVAC ductwork throughout the facility at catwalk level, repair of exterior concrete sidewalks and steel handrails on the south side of the building and installation of new xeriscape landscaping on the north side of the Field House. A complete replacement of the existing roofing system is part of the Phase 3 work and includes the addition of new roof anchors required to meet OSHA fall protection requirements and reconfiguration of the existing roof drain collection systems to separate the primary and overflow roof drains. Improvements are also included in Phase 3 to address ground water infiltration on the north wall of the Multipurpose Area.
Functional Requirements:
The following descriptions provide an overview of the program requirements and work associated with the component architectural projects included in Phase 3.
Hydraulic Banked 200 Meter Track will have the following defined characteristics: o The hydraulic banked track will be a 200m track with 6
- 42" wide lanes designed to comply with all NCAA and IAFF requirements o The 8 lane sprint straightaways will be incorporated into the north end of the 200m oval. The sprint lanes will not be placed in the infield o Three additional 36" wide jogging/warm-up lanes outside the banked track will be included, extending the length of the multipurpose space. The outside of lane will be set with 24" clear to the perimeter walls of the Multipurpose Area. The lanes will also be used for cadet Physical Fitness Testing (PFT). o The track configuration will leave space on the south side of the banked track for temporary rollaway bleachers. 5-row bleachers are preferred if there is enough space, but 4-row bleachers are acceptable. o The radius of the banked track will be adjusted to fit the available
SECTION 01 30 00.24 Page 8 space. Minimum radius is 17.2m but NCAA allows a range of dimensions. o The throwing area, two long jumps, pole vault, and high jump will be on the infield surface inside the 200m oval. o The long jump and pole vault runways will be structured (polyurethane surface over plywood on metal frame) and recessed into the concrete slab so the surface is flush with the infield surface. The existing structured runways should be reused if possible. o The throwing area on the infield will have safety netting around it using the existing throwing layout. o The track polyurethane surface color will be blue; infield and outfield areas will be gray. The jump runways will be blue. o The area east of the 200m track will continue to be used for cadet PFT exercises. The new sports floor surface will include markings on the poly surface for eight standing long jump lanes.
Track Storage Rooms at East End of Multipurpose Areas.
The storage units will be constructed with metal studs and high impact gypsum board. The tops will be sloped to prevent storage of material on top of the structure and protected by the new fire sprinkler system being installed in the Multipurpose Area with Phase 3.
Track Scoreboard and Audio System- Multipurpose Area Infrastructure for a new electronic scoreboard is provided in the Multipurpose Area with Phase 3 in support of the track and field activities. The scoreboard will be mounted on structural beam supports on the west wall of the Multipurpose Area and will consist of an approximately 15'-7" x 27'-11" LED video display.
The basis of design is Daktronics Model DVN-3000-5.9MN-1400-BR-MA-798x1428
(NOT IN CONTRACT - NIC).
Polyurethane Sports Surfacing and Re-surfacing of Stairs Multipurpose Area Sports Surfacing The existing southeast and southwest corners of the floor of Multipurpose Area and immediate approaches to the northeast and northwest exit doors are concrete and will remain in place with the Phase 3 work. The remainder of the existing Multipurpose Area floor is finished with either synthetic turf or the running track surface. The synthetic turf and running track are both placed over 4" of stabilized aggregate base course topped with a 1-1/2" bituminous binder course and a 1" bituminous surface course. With the Phase 3 project, the existing track surface and synthetic turf, and bituminous pavement will be completely removed, the subsurface leveled and prepped for a 6" concrete slab that will be poured over all of the Multipurpose Area except the existing sections of concrete and the recessed concrete foundation of the new banked hydraulic track. The entire floor surface of the Multipurpose Area will be finished with a liquid applied polyurethane surface placed over the new concrete slab. The surface of the hydraulic banked track will also be polyurethane, placed on the support panels of the track subfloor deck.
Stairs The rubber stair and landing floor coverings at the east and west stairs leading from the Multipurpose Level to the Spectator Level are to be replaced as part of the Phase 3 work. Additionally, the rubber pathways leading from the stairs to the track area will be replaced with new rubber flooring. The rubber flooring material that forms the stair tread covering and pathway to the track was identified in the environmental report as containing less than1% asbestos. While it does not meet the level of content to be considered Asbestos Containing Material (ACM), it still must be removed and disposed of in accordance with OSHA requirements.
New Restrooms and Repair of Existing Restrooms - Multipurpose Area Currently there are only two small rest rooms on the Multipurpose Level, each the equivalent of a single occupant facility, located beneath the east and west stairs. Participants in events must ascend to the Spectator Level to access additional facilities. The two existing rest rooms will be retained and upgraded with Phase 3. In addition, Phase 3 will construct
SECTION 01 30 00.24 Page 9
Men's and Women's Rest Rooms in the existing storage and mechanical space located on the south side of the Multipurpose Area with direct access from the track area. Construction of the new rest rooms will require infill of existing CMU openings in the south wall of the Multipurpose Area and cutting in new openings for the rest room access doors. The CMU wall is non-load bearing. The extensive new plumbing requirements require demolition of the existing concrete slab within the new restroom area.
Finishes will be consistent with the USAFA standard for the Cadet Area and the remainder of the Field House with ceramic tile floors and wall finishes, solid surface counter tops at the lavatories, and stainless-steel ceiling hung toilet partitions.
Track Team Room Renovations Equipment and Clothing Storage A joint Men's and Women's Equipment Supply Room is required for the Track Team. The space will primarily be used for shoe and clothing storage. An issuance counter with a coiling overhead counter window is provided in the north wall of the equipment storage directly accessing the Multipurpose Room.
Team Room Joint Men's&Women's Track Team Room is required for the Track Team. The floor is carpet, and the ceiling is suspended acoustical tile. Finishes are carpet, painted gypsum board and suspended ACT. A small counter with lower cabinets is provided along the entry wall and a clear wall area at the south side of the room will be used for installation of a large flat screen television (by others NIC).
Training Room - Multipurpose Area The new Training Room will occupy an area currently used for storage on the south side of the Multipurpose Room Roof Repair The entire Cadet Field House roof will be removed and replaced with Phase
3. The new roof system will consist of a 60-mil liquid applied Polymethyl Methacrylate Membrane (PMMA) installed over polyisocyanurate insulation on ½" gypsum underlayment with embedded glass mats. The insulation thickness will be a minimum of two layers of 2.6-inch polyisocyanurate insulation board to achieve a minimum R 30 thermal insulation rating. All flashings, counter flashings, and coping will be replaced with new. All materials will be Class A fire rated. Overall roof slope is determined by the slope of the top chord of the existing roof trusses. Tapered polyisocyanurate insulation board will be used to form crickets to direct water flow to roof drains. The existing primary roof drains and overflow drains converge into a single pipe conveyance system, a violation of existing codes. The roof repair will retain the primary roof drain connection to the current piping conveyance and isolate the overflow drains to flow to a new secondary piping system that will discharge through above grade lambs' tongues on the north, south, and northeast building elevations.
Roof Anchors Fall protection roof anchor tie-offs will be installed on the Cadet Field House to comply with OSHA 1926.502 as part of the overall roof system replacement in Phase 3.
South Plaza Site Improvements The south pedestrian plaza at the entry to the Cadet Field House is composed of a 4" concrete slab on grade reinforced with welded wire fabric. The slab abuts a concrete retaining wall on the south side. The pedestrian plaza is elevated approximately 4'-6" above the sidewalk at the base of the retaining wall. Pedestrian traffic from the south parking lot reaches the south entry of the Cadet Field House by ascending either of two concrete stairs located at the east and west ends of the south face of the plaza. Two concrete ramps are also provided along the south side of the plaza. The center ramp is original to the building but does not comply with ADA accessibility criteria. The ramp at the southeast corner of the plaza provides ADA compliant access to the plaza and the Cadet Field House. The concrete plaza is divided into a
SECTION 01 30 00.24 Page 10 geometric grid of individual panels by uniform network of control and expansion joints. Although much of the concrete plaza remains in good condition, portions of the concrete are severely deteriorated and have been patched with varying methods over the years. Phase 3 will replace designated sections of the deteriorated concrete with new poured-in-place concrete slabs. All damaged concrete will be removed as full panels as defined by perimeter control lines. The stair surfaces are in overall good condition and will be retained. Once the new concrete has been placed and cured, acrylic epoxy surfacing warranted against UV degradation will be applied to the entire south plaza including the stair risers and treads.
There will also be a few small areas of concrete patching along the east edge of the raised walkway at the Spectator Level due to degradation of the concrete in these areas. The original steel tube handrails and guard rails on the south pedestrian plaza and stairs are embedded directly into the concrete. The bases of the guard rail steel posts are set into the top of the concrete retaining wall and many have rusted almost completely through. The spacing of the vertical balusters exceeds the minimum 4" required by current codes. The steel guardrails and handrails will be replaced as part of Phase 3. The height and general configuration of the guardrails and handrails will be duplicated except that the vertical spacing of the balusters will be reduced to 4" to conform to current codes. The new guard rails will duplicate the member sizes and post spacing but will be powder coated to guard against degradation. The powder coating will be black to match the original. The existing vertical embedded posts will be cut off and the concrete removed by coring to a depth of approximate depth of 8". The new powder coated ember posts will be place in the cored holes, secured by non-shrink grout.
Cooling Tower Demolition The existing cooling towers on the east side of the building serving the ice rink will be removed upon completion of Phase
3. The steel panel screen wall and the approximate 30' x 30' concrete pad supporting the towers will be removed with the cooling towers. The disturbed landscape will be covered with rock to match the existing landscape treatment on the west and north sides of the cooling tower area.
The south side is bounded by the existing entry sidewalk. The rock will be extended to the east edge of the existing sod.
ABA/ADA Related New ADA seating platforms are being added to accommodate more accessible seating. In addition, the existing companion seats will be removed and replaced with foldable seats for consistency across all seating platforms.
The spectator seats will now be relocated and will replace older-style wood seating that is need of replacement. New seating platforms will be constructed to provide seating for wheelchairs and their companions.
Life Safety As such, the design documents reflect upgrading of the Catwalk to meet current code This work involves full replacement of the Catwalk railing to both meet OSHA standards as well as meet current code loading requirements, adding additional catwalk platforms on the Multipurpose side of the building to provide additional paths of travel and the addition of egress exits both to the roof as well as to the Press Box Level. In order to provide code compliance, a new fire-rated stair enclosure will be constructed at the West stair of the Multipurpose Room.
Freight Elevator Upgrade The existing freight elevator provides the only elevator access to the Multipurpose Level. Included is upgrading the freight elevator to ensure it is ABA/ADA compliant as well as moving the elevator equipment to a dedicated, code-compliant machine room. All existing equipment will be replaced and located in the new machine room.
Clune Arena Shutters The proposed shutter system is connected to the fire alarm system; in the
SECTION 01 30 00.24 Page 11 event of an emergency the shutter will open, providing a means of egress in case anyone is inside of the Arena at the time.
As part of the Phase 3 construction, the entire roofing system of the Cadet Field House will be replaced. The new roof will provide a minimum of 5.2" polyisocyanurate insulation over the entire roof, increasing the thermal insulation rating of the roof to R-30 +/-. There are also a series of operable metal louvers at the Catwalk level that will be removed and infilled with a liner system.
Interior Design and Finishes Phase 3 has limited interior architecture renovation. In general, the interior design portion of the work is limited to that associated with the reconfiguration of existing storage and mechanical rooms on the south side of the Multipurpose Area to create the new Track Team Room, Equipment Storage, Video Room, Training Room, and public rest rooms. Within the new Track Team support spaces, finishes are selected to comply with the USAFA Architectural Design Standards. Specific finishes are noted on the Interior Finishes drawings and schedules included in the construction drawings.
Temporary Facilities As part of the construction of Phase 3 the Contractor is required to provide temporary trailers to be used as swing space to house displaced occupants of the Cadet Field House during construction.
The trailers must be removed upon completion of Phase 3. The number of trailers required is anticipated to be 12'x50' units generally configured as 2 double-wide units housing office space and located on the south side of the Cadet Gym with an additional 4 trailers configured as 2 double-wide units in the small parking lot located at the southwest corner of the Holaday Athletic Center (HAC) building.
The infrastructure for the trailers was installed with Phase 1 and will remain in place through all three phases of construction. The trailers associated with Phase 2 are provided under the Phase 2 Contractor's contract and will be removed upon completion of Phase 2. The Contractor awarded Phase 3 must provide new trailers in the same locations and quantity as noted above for the duration of Phase 3 construction, anticipated to be two years.
No plumbing will be provided in the trailers. In addition to the office trailers, the Contractor for Phase 3 must provide a total of 8 - 8' x 40' Container Express (Conex) storage units for the two-year duration of Phase 3 construction. The Conex storage units will be located on the north side of the Cadet Field House in the Contractor Laydown Area noted on the Architectural Site Plan. The storage units will be used by the Athletic Department for storage of athletic equipment for the duration of construction.
As with the office trailers, the Contractor must remove the Conex storage units upon completion of Phase 3.
Schedule and Staging of Construction The Cadet Field House will remain occupied and continue to hold events throughout the entire course of construction of the Repair Cadet Field House Phase 3 Project. The specifications require the Contractor to phase construction in close coordination with the USACE COR and Athletic Department Representatives while maintaining safe access for all occupants. As part of the pre-construction requirements following project award, the Contractor must develop a Construction Phasing Schedule to be approved by the USACE COR and Athletic Department prior to commencement of work.
The Phasing Schedule must identify the periods of time that specific areas within the Cadet Field House will be unavailable for use by the Academy.
The intended phasing sequence is to focus the construction effort in specific areas during off-season periods when the spaces are least utilized. The Contractor must coordinate with the COR and Athletic
SECTION 01 30 00.24 Page 12
Department Representative to determine the specific dates in effect for the athletic seasons occurring during the actual period of construction.
In general, the critical event seasons associated with the primary spaces are as follows:
Hockey Arena The hockey season extends from October thru March. The USAF Academy also hosts youth hockey camps and the Wounded Warrior Games from the last week in May through mid-July. The ice rink must remain available to host events without exception during those periods.
Clune Arena (Basketball and Graduation Events) Basketball Season extends from September thru March. Clune Arena is also used for various Academy graduation activities during the month of May and hosts a number of local high school graduation ceremonies. The Clune Arena must remain available to host events without exception during the periods noted above.
The Multi-Purpose Area is used for a variety of activities throughout the year, most importantly for Track & Field events. It is recognized that the Multi-Purpose Area will provide the only access to the major mechanical room renovations and will be required for construction staging. It is recognized that due to the magnitude of construction associated with installation of the hydraulic track, new concrete slab, and polyurethane surface, the Multipurpose Area will not be available to host events or normally scheduled activities for approximately one year. The track team will use an alternate venue for one track season. Once the track and floor surfacing improvements in the Multipurpose Area access to the track and Multipurpose Area must be restored. Once activity access is restored the track and Multipurpose Area must remain available to host events from December thru March. During other periods the Athletic Department desires to have access to as great a portion of the Multi-Purpose Area as possible with the understanding that the Contractor will jointly occupy the space in a manner that permits construction related use while maintaining necessary security and safety standards for all occupants. The level of joint occupancy acceptable to both the Athletic Department (as coordinated through the COR) and the Contractor will be determined during coordination discussions necessary for the Contractor to develop the Phasing Schedule.
