Statement of Work Source and Deliver 2,300 Tons of Virgin Class II Road Base (3/4 minus) for East
West Shoulder Reconstruction
Part 1: Scope/Background/Objective
1.1 Scope of Work
The Contractor shall source and provide approximately 2,300 tons of high-grade virgin class II road base (3/4 minus). Contractor shall arrange delivery to the range pit in Joshua Tree National Park (JOTR) which is located approximately 13 miles from the park’s main headquarters at 74485 National Park Drive Twentynine Palms CA, 92277.
Deliveries will continue until the full 2,300 tons has been received.
Once the contract has been awarded the supplying quarry must be inspected by the park’s vegetation branch to ensure the quarry is free of any invasive weed species that could be transferred to the park during delivery. Upon inspection and clearance from the vegetation staff, deliveries of material will be initiated at the request of the JOTR Roads Foreman or his designee. All vehicles making deliveries will need to undergo a weed free inspection during the initial delivery into the park. The location and time of such inspections will be determined by the Roads Foreman in conjunction with the contractor.
1.2 Background
The park’s Roads Maintenance program has been approved to carry out a major shoulder rehabilitation project for Joshua Tree’s East West Highway. Subject matter experts have determined the requested quantity of virgin class II road base (3/4) minus is the minimum to accomplish project goals.
This area of the park is rich with cultural artifacts and has been used by native peoples for 1000s of years.
1.2 Objective
The objective of this contract is to provide the required supply of virgin class II road base for the projects that meet the objectives of the Science and Resource Stewardship, the Maintenance Division, as well as requirements of NPS regulation and policy.
Part 2: Contractor Tasks & Supplies
The primary task for the contractor is to source and deliver 2,300 tons of virgin class II road base (3/4 minus). The contractor will be responsible for ensuring the class II road base meets the specified requirements stated above. The contractor will guarantee delivery of the road base to the range pit located 13 miles from the park’s main Headquarters (74485 National Park Drive Twentynine Palms CA, 92277).
Crushed miscellaneous base (CMB) or any other substitute that is not virgin class II road base is not allowed for this project.
The contractor will be responsible for coordinating delivery with the Road’s Maintenance Foreman or his designee and will not schedule a delivery without explicit verbal confirmation.
Before delivery the contractor shall inform the Roads Foreman of the location and name of supplier so the quarry can be inspected by a park vegetation specialist. After the vegetation specialist has determined the quarry is free of any invasive species of vegetation delivery can begin. Upon initial arrival to JOTR all dump trucks must be inspected by the Roads Foreman to ensure all vehicles are clean and free of any invasive weeds or seeds. Once the inspection is complete delivery into the park will continue. Location of inspection point will be the Joshua Tree North Entrance located in Twentynine Palms CA.
Deliveries may only take place from Monday – Thursday of each week. Fridays, weekends, and federal holidays are non-workdays for the Roads section and personnel are not authorized to work overtime to facilitate deliveries on these days. Any delivery attempt outside of these days will be rejected. Hours of delivery to the park are 6:30am through 4:00pm. Attempted deliveries outside of these hours will not be accepted.
Deliveries of all 2,300 tons must be completed during the period of performance, which is April 1, 2023 until August 1, 2023.
Delivery Point-of-Contact: Alexander Snay (909) 332-0624.
Part 3: Contract End Items
Inspection and acceptance of 2,300 tons of virgin class II road base (3/4 minus) will be made by JOTR personnel.
