GENERAL REQUIREMENTS 01 01 00 - 1
SECTION 01 01 00 – GENERAL REQUIREMENTS
1.1 Scope of Work
A. Project Title: Dairy Forage Research Center Roof Repair
B. Project Location: USDA Dairy Forage Research Center
1925 Linden Drive, Madison, WI 53706
C. Description of Work: The work is described in the Construction Documents and the major elements are:
1. Complete removal and replacement of the existing low-slope roofing system.
2. Removal, storage, reinstallation and recommissioning of existing roof-top mechanical condenser units.
3. Partial replacement of, refurbishing of and repair of plumbing roof drain storm system.

1.2 Pre-Bid/Proposal Site Visit
A. Differing Site Conditions, and Site Investigations and Conditions Affecting the Work clauses are included in this solicitation. Accordingly, offerors or quoters are urged to inspect the site where the work will be performed.
B. An organized pre-bid site visit for this project will be scheduled for this project
1. The date and time set by the Contracting Officer, at the project location site:

2. The pre-bid site visit for this project is not mandatory for the Bidders. The Bidders are responsible for accounting for all existing conditions that may have been visible at the time of the bidding whether or not they attended the pre-bid conference. Failure of Bidders to attend the pre-bid conference does not relive the Bidders of the responsibility of including existing conditions in their bids.
1.3 Pre-Construction Conference
A. The Contractor and major subcontractor representatives shall attend the on-site post-award/preconstruction meeting scheduled by the Contracting Officer (CO). The meeting topics will include: submissions required prior to issuance of the Notice to Proceed (NTP), contract management, roles of the Government’s representatives (COR, LC, and A-E), the project schedule, submittal procedures, payment application procedures, site access, contract close-out, and other issues as determined by the CO. Meeting notes will be distributed by the Government’s representatives.
1.4 Progress Meetings

A. The Contractor, and subcontractors as appropriate for the current work activity, shall attend weekly construction progress meetings on the site. The meeting will generally be held at a regular time each week.
The Contractor will report on current progress, short-term work plans, and will update the work schedule.
Meeting topics will also include The Government coordination, RFIs, unforeseen conditions, inspection reports & observations, potential changes, submittals, and payment applications. Meeting notes will be recorded and distributed by the Government’s representatives. The design A-E for the project will attend the meeting approximately monthly and at critical times during the construction period. During periods of minimal or no on-site activity, the COR may cancel the meeting or conduct the meeting via teleconference.
1.5 Superintendence by the Contractor
A. At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite competent superintendent who is satisfactory to the Contracting Officer and the COR, and has authority to act for the Contractor.
1.6 Permits and Responsibilities
A. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The contractor shall also be responsible for all damages to persons or property that occur as a result of the contractor's fault or negligence. The contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.
B. No City or County building permits are required for execution of this project on the USDA site.
1.7 Differing Site Conditions
A. The contractor shall promptly, and before the conditions are disturbed, give a written notice to the Contracting Officer of (1) subsurface or latent physical conditions at the site which differ materially from those indicated in this contract, or (2) unknown physical conditions at the site, of an unusual nature, which differ materially from those ordinarily encountered and generally recognized as inhering in work of the character provided for in the contract.
B. The Contracting Officer shall investigate the site conditions promptly after receiving the notice. If the conditions do materially so differ and cause an increase or decrease in the contractor's cost of, or the time required for, performing any part of the work under this contract, whether or not changed as a result of the conditions, an equitable adjustment shall be made under this clause and the contract modified in writing accordingly.
C. No request by the contractor for an equitable adjustment to the contract under this clause shall be allowed, unless the contractor has given the written notice required; provided, that the time prescribed in (a) above for giving written notice may be extended by the Contracting Officer.
D. No request by the contractor for an equitable adjustment to the contract for differing site conditions shall be allowed if made after final payment under this contract.
1.8 Site Investigations & Conditions Affecting the Work

A. The contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to (1) conditions bearing upon transportation, disposal, handling, and storage of materials; (2) the availability of labor, water, electric power, and roads; (3) uncertainties of weather, river stages, tides, or similar physical conditions at the site; (4) the conformation and conditions of the ground; and (5) the character of equipment and facilities needed preliminary to and during work performance. The contractor also acknowledges that it has satisfied itself as to the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as this information is reasonably ascertainable from an inspection of the site, including all exploratory work done by the Government, as well as from the drawings and specifications made a part of this contract. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government.
B. The Government assumes no responsibility for any conclusions or interpretations made by the contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract.
1.9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements
A. The contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer.
B. The contractor shall protect from damage all existing improvements and utilities (1) at or near the work site and (2) on adjacent property of a third party, the locations of which are made known to or should be known by the contractor. The contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the contractor.
1.10 Operations & Storage Areas
A. The contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the contractor and shall be removed by the contractor at its expense upon completion of the work.

C. The contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the contractor shall protect them from damage. The contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
1.11 Use and Possession prior to Completion
A. The Government shall have the right to take possession of or use any completed or partially completed part of the work. Before taking possession of or using any work, the Contracting Officer shall furnish the contractor a list of items of work remaining to be performed or corrected on those portions of the work that the Government intends to take possession of or use. However, failure of the Contracting Officer to list any item of work shall not relieve the contractor of responsibility for complying with the terms of the contract.
The Government's possession or use shall not be deemed an acceptance of any work under the contract.
B. While the Government has such possession or use, the contractor shall be relieved of the responsibility for the loss of or damage to the work resulting from the Government's possession or use, notwithstanding the terms of the clause in this contract entitled "Permits and Responsibilities." If prior possession or use by the Government delays the progress of the work or causes additional expense to the contractor, an equitable adjustment shall be made in the contract price or the time of completion, and the contract shall be modified in writing accordingly.
1.12 Work-site Drawings & Specifications
A. The contractor shall keep on the work site a copy of the drawings and specifications and shall at all times give the Contracting Officer access thereto. During the entire construction period, the Contractor shall mark-up the Work-site Drawings and Specifications to keep the documents current with any corrections, RFI responses, changes/modifications, clarifications, and other field notes.
B. Anything mentioned in the specifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both. In case of difference between drawings and specifications, the specifications shall govern. In case of discrepancy in the figures, in the drawings, or in the specifications, the matter shall be promptly submitted to the Contracting Officer, who shall promptly make a determination in writing. Any adjustment by the contractor without such a determination shall be at its own risk and expense. The Contracting Officer shall furnish from time to time such detailed drawings and other information as considered necessary, unless otherwise provided.
C. Wherever in the specifications or upon the drawings the words "directed," "required," "ordered,"
"designated," "prescribed," or words of like import are used, it shall be understood that the "direction," "requirement," "order," "designation," or "prescription," of the Contracting Officer is intended and similarly the words "approved," "acceptable," "satisfactory," or words of like import shall mean "approved by," or "acceptable to," or "satisfactory to" the Contracting Officer, unless otherwise expressly stated.
D. Where "as shown," "as indicated," "as detailed," or words of similar import are used, it shall be understood that the reference is made to the drawings accompanying this contract unless stated otherwise. The word "provided" as used herein shall be understood to mean "provide complete in place," that is "furnished and installed."

1.13 Cleaning Up
A. The Contractor shall at all times keep the work area, including storage areas, free from accumulations of waste materials. Before completing the work, the Contractor shall remove from the work and premises any rubbish, tools, scaffolding, equipment, and materials that are not the property of the Government. Upon completing the work, the Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the Contracting Officer.
1.14 Submittals & Shop Drawings
A. General:
1. Shop drawings means drawings, submitted to the Government by the contractor, subcontractor, any lower tier subcontractor pursuant to a construction contract, showing in detail (1) the proposed fabrication and assembly of structural elements and (2) the installation (i.e., form, fit, and attachment details) of materials of equipment. It includes drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the contractor to explain in detail specific portions of the work required by the contract.
2. The contractor shall coordinate all such drawings, and review them for accuracy, completeness, and compliance with contract requirements and shall indicate its approval thereon as evidence of such coordination and review. Shop drawings submitted without evidence of the contractor's approval may be returned for resubmission.
3. If shop drawings show variations from the contract requirements, the contractor shall describe such variations in writing, separate from the drawings, at the time of submission. If the Contracting Officer/Representative approves any such variation, the Contracting Officer shall issue an appropriate contract modification, except that, if the variation is minor or does not involve a change in price or in time of performance, a modification need not be issued.
B. Submittal Register:
1. At the beginning of the project, the Contractor will provide a Submittal Register identifying all the items called out in the Specifications for submittal to the COR for approval (in consultation with the project AE if applicable). The Contractor will update and maintain the Submittal Register to show the current status of all required submittals for all construction project meetings and when requested by the CO or
COR.
C. Submittal Requirements
1. Format: There is no formal submittal transmittal or format for this project other than the documents shall be submitted as PDF files, scanned or created in documents that can be easily read when printed on 8- 1/2 x 11 or 11x17 sheets. Exceptions for larger sheet sizes will be considered by the COR. Failure of the Contractor to provide legible submittals will be adequate grounds for rejection.
2. Identification: Submittals shall be labeled and marked for this project. The submittal identification shall include: Contractor/subcontractor’s name, date of submittal, description of item, specification section, and details on product data that are marked clearly for this project.
D. Substitutions
1. Equal or equivalent substitutions for Basis of Design products specified may be approved. Proposed substitutions will be determined to be equivalent if the product/item will provide the same or better

performance, functions, capabilities, service life, maintenance and operating costs, and warranty. Any additional costs to install or adjust the project design to accommodate the substitution will be paid by the Contractor. The Contractor has responsibility to demonstrate equivalence of the proposed substitution. All substitutions are required to be approved by the COR in advance of installation and approval will follow the Shop Drawing approval submission procedure.
a. Reference specification sections 01 25 00 “Substitution Procedures” and 01 25 01 “Substitution Request Form”.
E. Submittal Procedures
1. All submittals will be email transmitted in PDF by the Contractor to the COR and A-E contact for this project. This same submittal process will be used for RFIs, Change Bulletins, samples, etc.
2. The CO/Submittal Reviewing Authority/A-E will indicate an approval or disapproval of the shop drawings and if not approved as submitted shall indicate the reasons for disapproval.
F. Approved Submittals
1. Approved copies will be in PDF format and will be returned and distributed to the contractor via email.
2. Any work done before such approval shall be at the contractor's risk.
3. Approval by the Contracting Officer shall not relieve the contractor from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract.
4. Approved submittals must also be kept at the jobsite similar to plans and specifications.
1.15 Construction Invoice Preparation and Submission
A. Schedule of Values: Prior to submission of the first progress payment application/invoice, the Contractor shall have submitted and received approval from the Contracting Officer (CO) of a Schedule of Values for the project on ARS Form 371. The schedule shall break the project scope into sub-units such that the government representatives reviewing payment requests may fairly judge progress and completion on each line item. No payments will be processed prior to approval of the Schedule of Values.
B. Invoice Processing Platform: Progress payment applications/invoices for this project will be electronically processed through the US Treasury Invoice Processing Platform (IPP) system and the Contractor will submit invoices directly into IPP. Prior to electronic submission, a draft invoice review process will be established by the CO for COR/government representative review of draft payment applications; which will include submission of completed ARS Forms 371 & 372 and contractor’s certification of payments to subcontractors and suppliers.
1.16 Other Contracts
A. The Government may undertake or award other contracts for additional work at or near the site of the work under this contract. The contractor shall fully cooperate with the other contractors and with Government employees and shall carefully adapt scheduling and performing the work under this contract to accommodate the additional work, heeding any direction that may be provided by the Contracting Officer.
The contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees.
1.17 Contractor Close-out

A. Training
1. Where called out in the technical specifications, the contractor shall provide training to operate and maintain the equipment provided under this contract. The contents of the training materials shall be reviewed with the COR and accepted as adequate.
2. Documentation of training shall at a minimum include:
a. Copy of materials (PDF) used to provide the training.
b. Date & location the training was completed.
c. Names and positions of the Owner’s staff completing the training.
B. Final Inspection
1. A final inspection shall be made only when all the materials have been furnished, all the work has been performed, and all the construction provided for by the contract in accordance with the terms has been completed. If, upon examination by the Contracting Officer and/or Government inspection personnel, the project is determined not sufficiently completed to have warranted a final inspection, the contractor may be charged with any additional cost of re-inspection when material and workmanship are not ready at the time specified by the Contractor for its inspection.
2. The contractor shall give the Contracting Officer ten (10) calendar days advance notice, in writing, of the date the work will be fully completed and ready for final inspection.
3. The Contractor’s request for final inspection will not be approved unless documentation below, at a minimum, has been provided to the Contracting Officer, in addition to all other contract requirements:
a. Redline/As built drawings
b. Balancing reports - air and hydraulic system balance
c. Special equipment testing certifications
d. Record of or definite schedule for systems demonstrations
e. Operating manuals and instructions for equipment items
f. Guarantees and warranty schedule and contacts
g. Certificates of required inspections
h. Training of Appropriate Government personnel
i. Certified payroll records for all prime and subcontractor employees
4. As soon as practicable, following final inspection, the Contracting Officer will inform the contractor, in writing, of any discrepancies and/or omissions noted at the final inspection. The Contracting Officer shall also state the time allowable for replacement of material and performance or re-performance of any unsatisfactory work necessary for final acceptance.
C. Final Acceptance
1. Upon written notification that all deficiencies identified during the final inspection have been corrected, the Contracting Officer will schedule a final acceptance inspection of the work. If all construction required by the contract is found completed and all contract requisites (i.e. payroll documents, final payment requests, release from claims, etc.) Submitted, the Contracting Officer shall notify the Contractor of such acceptance in writing. Written acceptance shall be final and conclusive except as regards latent defects, fraud, or such gross mistakes as may amount to fraud, or as regards the Government’s right under any warranty or guarantee.
D. Close-out Submittals
1. Warranty Documentation

a. Warranty List: Provide a warranty summary sheet in spreadsheet format with all the warranties listed by section, description, supplier, warranty contact, start date, end date. Provide electronic copy to the CO and COR and place printed copy in the front of the Warranty Binder.
b. Warranty Copies in Binder: Provide one signed & dated copy of all warranties for products and equipment installed on the project. The Warranty binder shall be divided by Specification Section and shall be provided to the COR. An electronic (scanned) copy of the Warranty Binder in a PDF file shall be submitted with the final close-out documentation to both the CO & COR.
2. Operation & Maintenance Manuals:
a. Contractor shall provide a printed copy of all Operation & Maintenance documentation provided with equipment and systems installed in the project and place the manuals in an organized binder.
The O&M Manuals shall be organized by specification section and shall have an index at the front of the binder. The Contractor shall also provide a PDF version of the Manuals to be submitted with the close-out documentation.
3. Record Drawings
a. Redline Specifications: During the construction period the Contractor shall keep an updated & marked-up or “redline” copy of the project specifications on the jobsite. The redline set shall include notes on changes, RFI responses, and other field notes. At the end of the project the Contractor shall electronically scan the redline specifications and provide an electronic copy in PDF to the The Government along with the close-out documentation.
b. Redline Drawings: During the construction period the Contractor shall keep an updated “redline” or “conformed” copy of the project drawings on the jobsite. The redline set shall include notes on changes, RFI responses, and other field notes. At the end of the project the Contractor shall electronically scan the redline drawings at full-size and in color, and provide an electronic copy in PDF to the The Government along with the close-out documentation.
c. The COR will coordinate review of the Redline Documents with NCAH FEU staff for completeness.
If the documentation is not complete, the Contractor will be required to provide make corrections and provide complete redline documents before final payment/acceptance is recommended to the
CO.

SECTION 01 25 00 – SUBSTITUTION PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY

B. Related Requirements:
1. Applicable sections of the technical Specifications.
1.2 DEFINITIONS
A. Substitutions: Changes in products, materials, equipment, and methods of construction from those required by the Contract Documents and proposed by Contractor.
1. Substitutions for Cause: Changes proposed by Contractor that are required due to changed Project conditions, such as unavailability of product, regulatory changes, or unavailability of required warranty terms.
2. Substitutions for Convenience: Changes proposed by Contractor or The Government that are not required in order to meet other Project requirements but may offer advantage to Contractor or The Government.
1.3 ACTION SUBMITTALS
A. Substitution Requests: Each Contractor to submit three copies of each request for consideration to Coordinating Contractor. Coordinating Contractor to verify information submitted by Each Contractor is correct and complies with the information below prior to submitting to Architect. Identify product or fabrication or installation method to be replaced. Include Specification Section number and title and Drawing numbers and titles.
1. Substitution Request Form: Use facsimile of form provided in Project Manual.
2. Documentation: Show compliance with requirements for substitutions and the following, as applicable:
a. Statement indicating why specified product or fabrication, or installation cannot be provided, if applicable.
b. Coordination information, including a list of changes or revisions needed to other parts of the Work and to construction performed by The Government and separate contractors, that will be necessary to accommodate proposed substitution.
c. Detailed comparison of significant qualities of proposed substitution with those of the Work specified. Include annotated copy of applicable Specification Section. Significant qualities may include attributes such as performance, weight, size, durability, visual effect, warranties, and specific features and requirements indicated. Indicate deviations, if any, from the Work specified.
d. Product Data, including drawings and descriptions of products and fabrication and installation procedures.
e. Samples, where applicable or requested.

f. Certificates and qualification data, where applicable or requested.
g. List of similar installations for completed projects with project names and addresses and names and addresses of architects and the Owners.
h. Material test reports from a qualified testing agency indicating and interpreting test results for compliance with requirements indicated.
i. Research reports evidencing compliance with building code in effect for Project, from ICC-
ES.
j. Detailed comparison of Contractor's construction schedule using proposed substitution with products specified for the Work, including effect on the overall Contract Time. If specified product or method of construction cannot be provided within the Contract Time, include letter from manufacturer, on manufacturer's letterhead, stating date of receipt of purchase order, lack of availability, or delays in delivery.
k. Detailed cost information, including a proposal of change, if any, in the Contract Sum.
l. Contractor's certification that proposed substitution complies with requirements in the
Contract Documents except as indicated in substitution request, is compatible with related materials, and is appropriate for applications indicated.
m. Contractor's waiver of rights to additional payment or time that may subsequently become necessary because of failure of proposed substitution to produce indicated results.
3. Architect's Action: If necessary, Architect will request additional information or documentation for evaluation within seven days of receipt of a request for substitution. Architect will notify Contractor of acceptance or rejection of proposed substitution within 15 days of receipt of request, or seven days of receipt of additional information or documentation, whichever is later.
a. Forms of Acceptance: Change Order, Construction Change Directive, or Architect's Supplemental Instructions for minor changes in the Work.
b. Use product specified if Architect does not issue a decision on use of a proposed substitution within time allocated.
1.4 QUALITY ASSURANCE
A. Compatibility of Substitutions: Investigate and document compatibility of proposed substitution with related products and materials. Engage a qualified testing agency to perform compatibility tests recommended by manufacturers.
1.5 PROCEDURES
A. Coordination: Revise or adjust affected work as necessary to integrate work of the approved substitutions.
PART 2 - PRODUCTS
2.1 SUBSTITUTIONS
A. Substitutions for Cause: Submit requests for substitution immediately on discovery of need for change, but not later than twenty (20) calendar days prior to time required for preparation and review of related submittals.

1. Conditions: Architect will consider Contractor's request for substitution when the following conditions are satisfied. If the following conditions are not satisfied, Architect will return requests without action, except to record noncompliance with these requirements:
a. Requested substitution is consistent with the Contract Documents and will produce indicated results.
b. Substitution request is fully documented and properly submitted.
c. Requested substitution will not adversely affect Contractor's construction schedule.
d. Requested substitution is acceptable to the authorities having jurisdiction.
e. Requested substitution is compatible with other portions of the Work.
f. Requested substitution has been coordinated with other portions of the Work.
g. Requested substitution provides specified warranty.
h. If requested substitution involves more than one contractor, requested substitution has been coordinated with other portions of the Work, is uniform and consistent, is compatible with other products, and is acceptable to all contractors involved.
B. Substitutions for Convenience: Architect will consider requests for substitution if received within twenty (20) calendar days prior to bid opening. Requests received after that time will not be considered. When request is approved, Architect may issue an appropriate addendum within seven
(7) calendar days prior to bid opening dates.
1. Conditions: Architect will consider Contractor's request for substitution when the following conditions are satisfied. If the following conditions are not satisfied, Architect will return requests without action, except to record noncompliance with these requirements:
a. Requested substitution offers The Government a substantial advantage in cost, time, energy conservation, or other considerations, after deducting additional responsibilities The Government must assume. The Government's additional responsibilities may include compensation to Architect for redesign and evaluation services, increased cost of other construction by The Government, and similar considerations.
b. Requested substitution does not require extensive revisions to the Contract Documents.
c. Requested substitution is consistent with the Contract Documents and will produce indicated results.
d. Substitution request is fully documented and properly submitted.
e. Requested substitution will not adversely affect Contractor's construction schedule.
f. Requested substitution has received necessary approvals of authorities having jurisdiction.
g. Requested substitution is compatible with other portions of the Work.
h. Requested substitution has been coordinated with other portions of the Work.
i. Requested substitution provides specified warranty.
j. If requested substitution involves more than one contractor, requested substitution has been coordinated with other portions of the Work, is uniform and consistent, is compatible with other products, and is acceptable to all contractors involved.

1.4 SUBMITTALS FOR REVIEW
A. Product Data: Provide manufacturer’s technical product data for each type of roofing product specified.
Include data substantiating that materials comply with specified requirements.
B. Specimen Warranty: Provide an unexecuted copy of the warranty specified for this Project, identifying the terms and conditions required of the Manufacturer and the the Government.
C. Roofing System Manufacture’s Evaluation: Provide a comprehensive written assessment comparing available roofing solutions with validation of why the roofing system selection for the specific project is suitable and appropriate.
D. Roofing System Manufacturer’s Report Form: Provide a copy of the report form utilized by the roofing system manufacturer for progress inspections to monitor installation and quality.

E. Online Reporting Capabilities: Provide a sample of the roofing system manufacturer’s online roof inspection report as well as information about how long inspection reports are available to the Government.
1.5 SUBMITTALS FOR INFORMATION
A. Manufacturer’s Installation Instructions: Submit installation instructions and recommendations indicating special precautions required for installing the membrane.
B. Manufacturer’s Certificate: Certify that roof system furnished is approved by Factory Mutual Global, Underwriters Laboratories, Warnock Hersey or approved third party testing facility in accordance with ASTM E108, Class [A or B or C] for external fire and meets local or nationally recognized building codes.
C. Manufacturer’s Certificate: Certify that materials are manufactured in the United States and conform to requirements specified herein, are chemically and physically compatible with each other, and are suitable for inclusion within the total roof system specified herein.
D. Manufacturer’s Certificate: Submit a certified copy of the roofing manufacturer’s ISO 9001 compliance certificate.
E. Written certification from the roofing system manufacturer certifying the applicator is currently authorized for the installation of the specified roof system.
F. Design Loads: Submit copy of manufacturer’s minimum design load calculations according to ASCE 7, Method 2 for Components and Cladding. In no case shall the design loads be taken to be less than those detailed in Design and Performance Criteria article of this specification.
G. Qualification data for firms and individuals identified in Quality Assurance Article below.
H. Test Reports: Submit ANSI/SPRI ES-1 Testing and Certification Listing of Shop Fabricated Edge Metal Products.
I. Substitutions: Products proposed as equal to the products specified for this project shall meet all of the requirements in the appropriate Division 7 specifications and shall comply with:
1. Reference Section 01 25 00, ‘Substitution Procedures for requirements.’
1.6 CONTRACT CLOSEOUT SUBMITTALS
A. Project Warranty: Provide specified warranty for the Project, executed by the authorized agent of the Manufacturer.
B. Roofing Maintenance Instructions: Provide a roof care and maintenance manual of manufacturer’s recommendations for maintenance of installed roofing systems.
C. Insurance Certification: Assist the Government in preparation and submittal of roof installation acceptance certification as may be necessary in connection with fire and extended coverage insurance on roofing and associated work.

D. Inspection Logs: Copy of inspection reports as performed by the manufacturer shall be submitted at project closeout and include photographic documentation of installation progress, weather conditions, and personnel on the project at the time of every inspection.
1.7 QUALITY ASSURANCE
A. Manufacturer Qualifications: Company specializing in manufacturing the products specified in this Section with not less than 10 years documented experience.
B. Installer Qualifications: Company specializing in specified roofing installation with not less than 5 years of experience and authorized by roofing system manufacturer as qualified to install manufacturer’s roofing materials.
C. Installer’s Field Supervision: Maintain a full-time Supervisor/Foreman on job site during all phases of roofing work while roofing work is in progress. Maintain proper supervision of workmen.
D. Maintain a copy of the roof plans, details, and specifications in the possession of the Supervisor/Foreman and on the roof at all times.
E. Source Limitations: Obtain all primary components of roof system from a single manufacturer. Secondary products that are required shall be recommended and approved in writing by the roofing system Manufacturer.
1. The manufacturer providing the roofing system warranty must verify that they manufacture a minimum of 75% of the products utilized in the roofing system of this project. Products that are private labeled shall not be considered as manufactured by the roofing system supplier.
2. Upon request of the Architect or the Government, submit Manufacturer’s written approval of secondary components in list form, signed by an authorized agent of the Manufacturer.
F. Source Quality Control: Manufacturer shall have in place a documented, standardized quality control program such as ISO-9001.
1.8 PRE-INSTALLATION CONFERENCE
A. Pre-Installation Roofing Conference: Convene a pre-roofing conference not less than three (3) weeks before scheduled commencement of roofing system installation and associated work.
B. Require attendance of installer of each component of associated work: installers of deck or substrate construction to receive roofing work: installers of rooftop units and other work in and around roofing that must precede or follow roofing work (including mechanical work if any): architect and/or engineer: the Government: roofing system manufacturer’s full time employee: and other representatives directly concerned with performance of the Work, including (where applicable) the Governments insurers, testing agencies and governing authorities. Objectives of conference include:
1. Review foreseeable methods and procedures related to roofing work, including set up and mobilization areas for stored material and work area.
2. Tour representative areas of roofing substrates (decks), inspect and discuss condition of substrate, roof drains, curbs, penetrations and other preparatory work performed by others.

3. Review structural loading limitations of deck and inspect deck for loss of flatness and for required attachment.
4. Review adjacent site conditions and temporary protection requirements.
5. Review roofing system requirements (drawings, specifications and other contract documents).
6. Review required submittals both completed and yet to be completed.
7. Review and finalize construction schedule related to roofing work and verify availability of materials, installer’s personnel, equipment and facilities needed to make progress and avoid delays.
8. Review required inspection, testing, certifying and material usage accounting procedures.
9. Review weather and forecasted weather conditions and procedures for coping with unfavorable conditions, including possibility of temporary roofing (if not a mandatory requirement).
10. Record discussion of conference including decisions and agreements (or disagreements) reached and furnish a copy of record to each party attending. If substantial disagreements exist at conclusion of conference, determine how disagreements will be resolved and set date for reconvening conference.
11. CO and COR must also be copied on preinstallation conference meeting minutes.
C. The Governments Representative will designate one of the conference participants to record the proceedings and promptly distribute them to the participants for record.
D. The intent of the conference is to resolve issues affecting the installation and performance of roofing work.
Do not proceed with roofing work until such issues are resolved to the satisfaction of the Government and architect and/or engineer of record. This shall not be construed as interference with the progress of Work on the part of the Government or architect or engineer of Record.
1.9 MANUFACTURER’S INSPECTIONS
A. When the Project is in progress, a full-time employee of the roofing system manufacturer must provide the following:
1. Report progress and quality of the work as observed. Progress reports must be published to an online system as referenced in Section 1.4.
2. Provide periodic (not less than two (2) days per week) roofing installation inspections: Inspections must include; photographic documentation of work in-progress and written statements of compliance with details/shop drawings.
3. Report to the government or the Government in writing any failure or refusal of the contractor to correct unacceptable practices called to the contractor’s attention.
4. Confirm after project completion that the manufacturer has observed no application procedures in conflict with the specifications other than those that may have been previously reported and corrected.
1.10 WARRANTY
A. Upon completion of installation, and acceptance by the Government and architect and/or engineer, the manufacturer will supply to the Government the specified warranty.
B. Installer will submit a two (2)- year workmanship warranty to the membrane manufacturer with a copy directly to the Government.
