About this file

This file contains Special Terms and Conditions for a goods and nonprofessional services contract issued by the Commonwealth of Virginia, specifically for Christopher Newport University's procurement of a large study table per specifications or equivalent. The solicitation will result in one purchase order subject to applicable eVA transaction fees. Bidders must participate in Virginia's eVA Internet e-procurement solution and comply with all specified requirements. The bid acceptance period is 30 days from submission, after which bids may be withdrawn by written request or remain valid until award or solicitation cancellation. The Commonwealth reserves the right to conduct tests, make evaluations, reject any or all bids in whole or in part, waive informalities, and delete items prior to award at its sole discretion. Delivery notification must be provided 48 hours in advance to Tracy Smith at 757-594-8776 to ensure personnel availability for building access and item verification.

For term contracts, contractors must provide an electronic catalog (price list) or index page conforming to the eVA Catalog Interchange Format (CIF) Specification, with catalog information to be submitted to eVA-catalog-manager@dgs.virginia.gov; failure to provide such documentation constitutes just cause for bid rejection or contract default termination. The contractor must warrant clear title to all materials and supplies and may not purchase items subject to chattel mortgages or conditional sales agreements retaining seller interest. Goods or services furnished shall be covered by the most favorable commercial warranties the contractor provides to any customer, with these warranty rights supplementing rather than limiting those available to the Commonwealth under other contract provisions. Award will be made on a Grand Total basis to the lowest responsive and responsible bidder.
