# Question Answers 1 Please provide an OPDC reference price to be used for pricing purposes. Because this is One Time Buy, there is no need to set a base reference price.

2 Please confirm whether it is required to submit any technical proposal/information besides the product COQ/COA, such as storage, transportation etc.

Yes a COQ/COA is required. You also need to provide a price quote for both CLINs and your JCCS ID.

No technical proposal is needed.

Within Section B‐0001 B1.05 (pg2) the Government includes a reference to “price change modifications issued in accordance with the ECONOMIC PRICE ADJUSTMENT contract Provision”; however the Government has excluded these provisions from the RFP. Will the Government confirm that there are no Economic Price Adjustments Terms and Conditions applicable to this DLA procurement?

That is correct. This is a One Time Buy and there is no Economic Price Adjustment provision in this procurement.

4 As Page 1 of the Solicitation states “Quotes Due: October 13, 2023, 12:00 PM local Ft. Belvoir time.” and Page 2 of the Solicitation states, “Any offers received after the deadline of October 12, 2023 12:00 PM local Ft. Belvoir time will not be considered.”, may the Government please clarify the Quotation deadline on Page 1 should state October 13, 2023?

The due date for all quotes is 12:00PM Local time, Friday, October 13, 2023. The reference to October 12, 2023 is incorrect.

5 It says that for AL Asad Air Base there are OPDC prices. Does this mean that we have to get everything from the Basra Refinery? Does the refinery of Basra offer JP8? Or can we make it somewhere else and then bring it to the Basra Refinery? How does that process work?

All fuel purchased for Al Asad Air Base must be sourced from the Iraq refineries. Refineries located in Iraq do offer JP8. The fuel cannot be purchased from an outside source and importing to Iraq.

6 Is it possible to have the fuels from Kurdistan and then transport it to Basra Refinery? No. All fuel for Al Asad Air Base must be sourced from an Iraqi refinery.

7 There is no clear process for the attachments and SF1449 we have to send with the offer prices. How should we send that?

Please provide a COA/COQ with you price quote. You can put your prices on the SF 1149 and return a copy to DLA. Because this is an immediate One Time Buy, we only require a current COA/COQ and your price quote. The award will be made to the lowest price offer that has submitted an acceptable

COA/COQ.

8 Are you wanting to buy Bulk fuel or Turbine Fuel Aviation (JP8)? This requirement is for JP8.

9 In the (Attachment+I+OPDC+Approval+Process+dated+07272023), mentioned that (The current GOI/OPDC/PMNOC policy allows for the vendor to purchase bulk fuel only from the Basra Refinery ), so what you mean by bulk fuel ONLY from the Basra Refinery?

Iraq imported all the Turbine Fuel Aviation (JP8) from other countries and Iraq did not produce this product. Is it possible to import the Turbine Fuel Aviation (JP8) from out of Iraq?

All Embassy and DLA fuel purchases are closely monitored by the Ministry of Oil and are coordinated by the LMC/Office of Security and Cooperation. COQs are provided by the Basra refinery for JA1 and then fuel movement is approved via PMNOC/OPDC. We are not aware of Iraq (South) importing JP8 from other countries.

10 We have storage and a refinery available in Erbil, can we make JP8 with the regards of OPDC and PMNOC for AAAB? If we have their permissions, is it okay to do that?

The decision to source and storage fuel is the decision only the vendor can make. We cannot determine how and where you can source the fuel you plan to use under this contract. The Iraq government set these rules. Not DLA.

11 Reference CLIN 0001 Instructions, page 2 of the SF 1449 RFQ; “The delivery POC is AMANDA M. ROSS, rossam@SOC.SMIL.Mil, 706 421‐7086." Question: As contractors typically do not have access to SIPNET – can DLA please provide a NIPRNET (or commercial) email address for Ms. Ross? This is a key component when attempting to affect a delivery to this location – and goes to heart of coordination and scheduling.

The awardee will be provided all POC's necessary to perform.

12 Regarding recent events which have taken place in Israel, concerning attack on Israel sovereign country by HAMAs militia – there is a strong concern by the contractor community that a wider conflict may occur ‐ with neighboring countries surrounding Israel potentially being drawn into the conflict. Historically – conflicts in the Middle East have recorded wide swings in the price of fuels. The concern is that current market pricing potentially could see large increases (estimates of 60% or higher) in fuel pricing during the scheduled period of performance.

Question: As the CLIN’s currently designated as Firm Fixed price (FFP) – would the US Government considered adding an economic price adjustment (EPA) clause to each of these CLINs, given the above described, current situation?

Currently, DLA has no plans to add an Economic Price Adjustment provision to this RFQ.
