About this file

This document outlines the Iraqi government's fuel approval process for federal contractors. It details the multi-step procedure vendors must follow to obtain authorization from the Ministry of Oil and Oil Products Distribution Company (OPDC) to purchase, transport, and deliver various petroleum products to bases in Iraq. First, fuel allocation requests are submitted 1-2 months in advance to the Logistics Management Center, which then forwards them to the Ministry of Oil and OPDC for review. Tax clearance is also required, issued by the Ministry of Finance after confirming taxes were paid. OPDC posts monthly fuel prices and vendors can purchase once approved. Vendors must submit purchase receipts, tax clearance documentation, pledge letters, movement request letters, and driver/vehicle information to OPDC in person for review and onward processing to the National Oil Products Company, which issues final approvals. Additional details are provided on transporting minimum amounts of fuel from storage to various locations in Iraq in accordance with current Iraqi government policies.

OPDC Fuel Approval Process

CUI

Fuel Movement Step-by-Step Process:

1. Fuel Allocation Submissions (1-2 Months Beforehand): Fuel allocations are submitted to the Logistics Management Center (LMC) at Baghdad Embassy at least 1-2 months in advance for all CLIII (B) products. The LMC will then submit the allocations to the Ministry of Oil and OPDC.

2. Tax Clearance Approval Process (1-2 Weeks): Tax clearance requests are submitted monthly for One Time Buys (OTB) and Long-Term Contracts (LTC). Tax clearance letters are provided by Ministry of Finance (MoF) once they affirm taxes have been paid by vendor. MoF will send a copy of the tax clearance letter to OPDC and PMNOC office.

3. OPDC Fuel Prices (1-7 Business Days): The first week of the month is when fuel prices are posted, and the vendor can purchase fuel for the current month. Vendor will pay the taxes on the fuel purchased and standby for the tax clearance letter from MoF.

4. OPDC Approval Process (7-10 Business Days): Fuel Vendors will submit their fuel movement request to OPDC in person, not emailed.

a. Purchase Receipts

b. Tax Clearance

c. Pledge Letter (a copy also gets sent to LMC)

d. Movement Request Letter

e. Driver/Vehicle Information

5. OPDC Approval Process Continued (3-5 Business Days): OPDC will forward the reviewed fuel movement request to the PMNOC by expeditor (courier) for further review. PMNOC will review the fuel movement documents, approve the movement request, and forward the approvals to OPDC by expeditor (courier).

6. OPDC Approval Process Continued (7-10 Business Days): Fuel vendors will be issued the approved fuel movement request and Oil Police memo by OPDC. Once an approval is received, vendor will begin their process.

Additional Notes

AAAB: The current GOI/OPDC/PMNOC policy allows for the vendor to purchase bulk fuel only from the Basra Refinery. The exact amount of fuel purchased must be reflected in the finance letter, thus allowing for the number of trucks to be loaded at the refinery and transported to the vendor storage at AAAB. The PMNOC approval is for the number of trucks and quantity reflected within the PMNOC request. For example, 100 trucks or 950,000 USG purchased will be used for that PMNOC movement. A separate request would be submitted for a separate number of trucks and purchased fuel. The current policies could revert at any time to previous

OPDC Fuel Approval Process policies or continue with the current instructions. No other restrictions are in place at this time by the GOI. DLA-E has no control over the PMNOC process.

Area IV: Currently, the vendor is authorized to store the fuel purchase from the Basra Refinery in their storage tanks located at AAAB. The vendor has been getting PMNOC approvals to transport fuel from AAAB to Area IV that comply with the minimum 1,321 USG (5,000 liters) transportation quantity required per the GOI. Area IV has a low requirement for fuel but has planned to receive the minimum amount of fuel required to transport per the GOI. Previous GOI policies had been in place that required 10,000-liter minimum purchase and movement directly from the Basra Refinery to the end user. The current policies could revert at any time to previous policies or continue with the current instructions. The exact amount of fuel transported must match on the PMNOC request. DLA-E has no control over the PMNOC process.

Mosul Dam: Mosul Dam has a low ground fuel requirement that is met by transporting once a month an estimated 10,000 liters at a time. The fuel is loaded at the vendor storage facility at AAAB and transported to Mosul Dam. The exact amount of fuel transported must match on the PMNOC request. No other restrictions are in place at this time by the GOI. DLA-E has no control over the PMNOC process.

Q West: Q-West receives 8,000 USG weekly that is loaded at the vendor storage facility at AAAB and transported directly to Q-West. The exact amount of fuel transported must match on the PMNOC request. No other restrictions are in place at this time by the GOI.

DLA-E has no control over the PMNOC process.
