Technical Questions:
1. Would the Government please provide us with the number of aircraft services during normal working hours?
• See revised PWS Appendix A.
2. During the site visit, it was understood that, for direct refueling, the contractor will supply the pump house operator, dead man switch operator, and nozzle operator. Would the Government please confirm this statement?
• PWS section 2.1.3 states “the contractor must staff to provide a full crew (deadman pit operator, plane captain/nozzle operator and fire watch) direct refueling service for two lanes”.
3. Can the dispatcher perform accounting duties with a waiver from DLA in accordance with P-2 or should there be an accountant with no other duties?
• PWS section 1.8.1 states “except for those administrative and accounting duties outlined within this PWS, dispatchers must not have collateral duties”.
4. Reference PWS Paragraph C-1.6, and PWS Appendix A: The paragraph states that the
“Contractor must provide sufficient staffing to accomplish all functions and tasks to include simultaneous operations. There is no provision for augmentation or overtime.” Please provide a summary of hours paid in the most recent 12-month contract for augmentation or overtime in the current contract, if applicable.
• PWS, Appendix A, Section 7 contains available data.
5. Reference PWS Paragraph C-1.6.1 and PWS Appendix A: The paragraph states that the “The
Contractor should plan to issue approximately 910,000 gallons of jet fuel to some 760/210 aircraft per month (cold & hot refueling); however, workload surges of 1,100,000 gallons to as many as 1100/350 aircraft per month have occurred in the recent past (2015-2016).” Please provide an estimate of work, by shift.
6. Reference PWS Paragraph C-1.6.1 and PWS Appendix A: The paragraph states that the “The Contractor should plan to issue approximately 410,000 gallons of jet fuel to some 350 aircraft per month (cold & hot refueling); however, workload surges of 840,000 gallons to as many as 500 aircraft per month have occurred in the recent past (2015-2016).” Please provide an estimate of work, weekday vs. weekend.
7. Reference PWS Paragraph C-1.7.3.1: The paragraph states that the “The ATM may have collateral duties such as; FDSM, FDSO, DSO and FLT, however the ATM may not act as the DCO to supplement the day-to-day workforce.” Please confirm this is supplemental to the daily work force
– the ATM is not to daily serve a recurring portion of his/her work time in the capacity of an FDSO, DSO, etc.
• Acceptable collateral duties are described in PWS Section C-1.7.3.1
8. Reference PWS Paragraph C-2.1.2: The paragraph outlines servicing requirements by the Contractor; however, it is not clear if the Government or Contractor serves as the nozzle operator to the aircraft (cold). Please clarify.
• See PWS Paragraph C-1.8.3.
9. Reference PWS Paragraph C-2.1.5 and PWS Appendix A: The paragraph outlines the specifics of the system to be operated by the Contractor and the Appendix outlines the hours of operation.
Please confirm that the Direct Fuel Servicing Equipment is manned only during periods of service.
• Direct Refueling Operations are listed in Appendix A, however, the paragraph below the Table – Hours of Operations states “should fueling operations change (increase in duration on any day or weekend operations arise), or fluctuate in the daily start/stop times (e.g., hot pit or bulk receipts); the contractor must support such changes as required with no additional reimbursement”.
10. Reference PWS Paragraph C-2.1.5 and PWS Appendix A: The paragraph outlines the specifics of the system to be operated by the Contractor and the Appendix outlines the hours of operation. Are direct servicing’s coordinated in advance so that crew is in place for the operation?
• No, required hours of operations are listed in Appendix A.
11. Reference PWS Paragraph C-2.1.8 and PWS Appendix A: The paragraph states that “If required, aviation and ground fuel deliveries over public roads to off station locations must be accomplished using equipment that is configured and licensed/permitted for use on public roads.”; however, the Appendix provides no information for the number of support requests that are to be completed by the Contractor. Please provide an estimate on the number of miles driven off the installation that can be expected annually.
• Historical data states, “zero miles” were utilized annually IAW PWS APPENDIX A.
Despite no historical “over-road” miles, the contractor is still required to be capable of performing the service in accordance with PWS Section C-2.1.8.
12. Reference PWS Paragraph C-2.1.8 and PWS Appendix A: The paragraph states that “If required, using equipment that is configured and licensed/permitted for use on public roads.”; however, the Appendix provides no information for the number of support requests that are to be completed by the Contractor. Please provide a maximum distance from the installation that is to be supported under the FFP provisions of the resulting contract.
• Historical data states, “zero distance” was utilized IAW PWS APPENDIX A. Despite no historical “over-road” miles, the contractor is still required to be capable of performing the service in accordance with PWS Section C-2.1.8.
13. Reference PWS Paragraph C-2.1.8 and PWS Appendix A: The paragraph states that “If required, using equipment that is configured and licensed/permitted for use on public roads.”; however, the Appendix provides no information for the number of support requests that are to be completed by the Contractor. Please provide an estimate on the number of requests that can be expected annually.
• Historical data states, “zero requests” were submitted annually IAW PWS APPENDIX
A. Despite no historical “over-road” miles, the contractor is still required to be capable of performing the service in accordance with PWS Section C-2.1.8.
14. Reference PWS Paragraph C-2.1.8 and PWS Appendix A: The paragraph states that “If required, using equipment that is configured and licensed/permitted for use on public roads.”; however, the Appendix provides no information for the number of support requests that are to be completed by the Contractor. Please provide a list of recurring off station locations and frequency in the event that this is a recurring requirement.
• Historical data states, “zero recurring off station locations” IAW PWS APPENDIX A.
Despite no historical “over-road” miles, the contractor is still required to be capable of

Reference PWS Paragraph C-2.2 and PWS Appendix A: The paragraph states that “Bulk Storage operations are defined as the receipt, storage, handling, inter-terminal product movement, and issue of capitalized bulk fuel products at the Navy owned facilities via all modes of conveyance (tank truck, and pipeline) 24 hours a day, seven days a week, year round (24/7).”; however, the Appendix provides no information for the number of receipts that are to be completed by the Contractor. Please provide this workload data, by conveyance (tank truck and pipeline), for offeror consideration.
• The Government will not restate this data as requested.
16. Reference PWS Paragraph C-2.2 and PWS Appendix A: The paragraph states that “Bulk Storage operations are defined as the receipt, storage, handling, inter-terminal product movement, and issue of capitalized bulk fuel products at the Navy owned facilities via all modes of conveyance (tank truck, and pipeline) 24 hours a day, seven days a week, year round (24/7).”; however, the Appendix provides no information for the number of receipts that are to be completed by the Contractor. What is the typical service window for tank truck receipt?
• The Government will not provide this data. Contractors are responsible for determining their inventory management approach.
17. Reference PWS Paragraph C-2.3.2: The paragraph states that “The Contractor must be responsible for issuing and revoking keys as required in writing by the COR and in accordance with DLA Energy Policy P-5, Vehicle Identification Link (VIL) Key Encoding, Accountability, and Control and downloading the lock-out list for WEX Cards each week”. Will the Contractor be able to purchase fuel from DLA-E for use in Contractor-Furnished Vehicles used in the performance of contracted services?
• See PWS, Appendix A, Section 8, Fuel Products. Contractor is responsible for incorporating all fuel costs into their fixed monthly price.
18. Reference PWS Paragraph C-2.3.2: The paragraph states that “The Contractor must be responsible for issuing and revoking keys as required in writing by the COR and in accordance with DLA Energy Policy P-5, Vehicle Identification Link (VIL) Key Encoding, Accountability, and Control and downloading the lock-out list for WEX Cards each week”. Please provide the amount of fuel purchased by the Contractor for their use in the most recently completed 12-month period.
• Average fuel cost per month was about $830.00. However, this cost will vary based on type/make/model of vehicles the contractor proposes to offer in their proposal.
19. Reference PWS Paragraph C-2.5: The paragraph states that “The Contractor must be responsible for recycling and recovery of aviation and ground fuels aboard the installation.” Does the Government require a dedicated defueling vehicle for this requirement?
• The PWS has no requirement for a dedicated defueler.
20. Reference PWS Paragraph C-2.5: The paragraph states that “The Contractor must be responsible for recycling and recovery of aviation and ground fuels aboard the installation.” Please provide an estimate, by grade, for recovered fuel in the most recent 12-month period.
• See revised PWS Appendix A.
21. Reference PWS Paragraph C-2.8.5: The paragraph states that “All deficiencies identified which require maintenance or repair work above that included in the Monthly Usage Charge CLIN on a firm fixed-price basis will be submitted to the COR to be performed by the RM/MR contractor.”.
Please clarify on what maintenance and repair is to be included in the Monthly Usage Charge
CLIN.

22. Reference PWS Paragraph C-2.8.10: The paragraph states that “The Navy will dispose of the trash and debris placed within the containers/dumpsters provided”. Please confirm this disposal extends to the disposal of hazardous waste.

23. Reference PWS Paragraph C-2.10: The paragraph outlines responsibilities for implementing a comprehensive fuel safety program. Does the Contractor operate in areas that are designated as confined spaces in the performance of duties associated with the resulting contract?
• Yes.
24. Reference PWS Appendix A: The appendix does not list office furniture provided for use by the
Contractor. Please confirm office furniture is the responsibility of the Contractor.
• Yes, office furniture is the responsibility of the contractor.
25. Reference PWS Appendix A: The appendix does not provide a listing of fuel bowsers provided for use by the Contractor. Please confirm fuel bowsers are the responsibility of the Contractor.
• Yes, if the contractor prefers to use fuel bowsers, this would be at contractor expense.
26. Reference PWS Appendix A: The real property list includes emergency generators. Please confirm the generator fuel is considered a Government-furnished service at no cost to the Contractor.
• Emergency generators are listed under “real property” which means “Fixed Facilities” and fuel cost would not be contractor responsibility.
27. Reference PWS Appendix A: The real property list includes emergency generators. Please clarify the level of maintenance to be included in the Firm Fixed Price provisions of the resulting contract.
• Contractor responsibilities are outlined in PWS Section C – 2.8.
28. Reference PWS Appendix A: Would the Government provide throughput workload data in format similar to the data provided for NB Ventura County.

29. In the absence of a DD254 in the RFP, please clarify the security requirements for:
i. CAC and IT systems/networks access
• See Appendix D.
ii. Flightline access

30. Reference C-1.3.6, page 2:
a. Pantographs are not listed as GFE, please provide the number of pantographs on site and the identifying information for each;
• Fixed facilities are listed under Appendix A, Real Property and Portable Equipment is listed under Appendix A, Navy Furnished Equipment. NAF El Centro, CA pantographs are fixed facilities and listed under Appendix A, Real Property (total of 8 pantographs with real property numbers - 808A, B, C, D and 908A, B, C, D).
b. Please clarify whether the pantographs are fixed or towable;
• Pantographs are fixed facilities under Appendix A, Real Property.
c. Please clarify if the contractor is responsible for repair;
• Contractor responsibilities are defined in PWS Section C – 2.8.
d. If the contractor is responsible for repair and maintenance of pantographs under CLIN
001, please clarify if parts and maintenance are reimbursable expenses.
• There are no cost-reimbursable provisions in this solicitation or the resultant contract.
31. Reference C-2.1.3, page 8:
a. What are the number of direct and fixed hot pits contractor must staff?
• See PWS section C-2.1.3, Direct Refueling Operations (Hot Pits).
b. Please provide the historical activity for the hot pits;
32. Reference C-2.8.17, page 19 – Please provide a listing of confined spaces that contractor must enter.
• There are approximately 10 pits the contractor will need to enter for maintenance and housekeeping requirements.
33. What are the escort responsibilities and estimated workload for the contractor to accompany Maintenance and other Government contractors in the controlled areas?
• See PWS C- 2.12.
34. For general facility maintenance, contractor responsibilities include housekeeping and changing general lightbulbs:
a. Does this extend to exterior or security lighting beyond normal office areas?
b. Will contractor require any special equipment beyond normal hand tools to accomplish their facility maintenance responsibilities?
35. How often do pipeline receipts typically occur?
• See response to question 16.
36. What is the average duration for pipeline receipts?
37. Can the direct refueling tanks receive fuel from storage and issue fuel to the pantographs simultaneously?
• No, they cannot receive and issue out of the same tank simultaneously. However, you can receive into one direct refueling storage tank and issue to pantographs from a different direct refueling tank.
38. How often do transfers to the direct system occur and on what shifts?
• Transfers are dependent upon the workload of aircraft utilizing the hot pits. Balance information located in PWS (tank size) with throughput numbers found in Appendix A and Installation Power Point presentation.
39. Any there any off-station delivery requirements for ground or aviation fuels?
• Despite no historical “over-road” miles, the contractor is still required to be capable of

• The PWS has no requirement for a dedicated defueler.
41. Please confirm if hot refueling occurs every weekend as normal operations or as make-up days for missed time during the week, i.e. weather etc.
• Direct Refueling Operations are listed in Appendix A, however, the paragraph below the Table – Hours of Operations states “should fueling operations change (increase in duration on any day or weekend operations arise), or fluctuate in the daily start/stop times (e.g., hot pit or bulk receipts); the contractor must support such changes as required with no additional reimbursement”.
42. Do weekend hot refuel operations require full staffing for two pits (6 personnel)?
• See PWS Appendix A and paragraph C-2.1.3.
43. Please provide how often transient flying squadrons operate out of El Centro? DO transient flying squadron use the direct refueling system? Do the Blue Angels use the direct refueling system?
• NAF El Centro has no permanently assigned flying squadrons. Approximately 10-20 percent of the time aircraft use the direct refueling system (hot pits). The Blue Angels may occasionally utilize the system.
44. The workload data presented in the PWS lacks sufficient detail to accurately determine personnel and equipment requirements. Please provide additional data showing number of servicing’s and quantities issued/defueled, broken down by day of the week and work shift. This data is readily available from the FMD database.
45. The workload data for ground fuels appears to be inaccurate, particularly for unleaded. Please verify the quantities are correct.
• See Appendix A.
46. The PWS lists the typical overtime hours for the previous three years. Please confirm the workhours listed in the PWS are the same as the current contract.
• The Hours of Operation in the current PWS are generally similar to the hours in the predecessor contract. The historical data provided in the PWS is for estimate purposes only.
47. What is the percentage between truck refueling and direct refueling on a normal day? Surge day?
• See revised Appendix A
48. CBA shows a Cryogenic Operator—please confirm the Contractor does not provide cryogenic services at NAF El Centro.
• Cryogenics services is not a requirement in this PWS.
49. We understand the fill stands, off-loading headers, and parking areas are being replaced in the near future. Please confirm the number of fill stands and tank truck receiving points will be installed once the construction project is complete.
• This is not reflective of the Government’s current requirements.
50. Since the contractor will now be required to pay for gasoline/diesel used in the fueling units without reimbursement, please provide the annual cost of fuel products experienced by the current service provider.
• Average fuel cost per month was about $830.00. However, this cost will vary based on type/make/model of vehicles the contractor proposes to offer in their proposal.
51. Have both the primary and alternate incumbent Terminal Manager and Accountant completed DLA’s formal training?
• Contractor must ensure primary and alternate Terminal Manager and Accountant are trained in accordance with DLA formal training requirements listed in the PWS.
52. Is the contractor required to enter into any confined spaces in the performance of their duties?
53. Since there is such a substantial variance between normal and surge workloads, will the Government provide actual workload data from the past two years that only the incumbent contractor currently has knowledge of?
54. Will the Government provide how many pipeline receipts per week to bulk storage tank farm?
What is the receipt rate per hour?
55. Will the Government provide the weekly number of transfers from bulk storage to the direct refueling system day tanks for hot pit support?
• Average about 1 or 2 times a week. Transfers are dependent upon the workload of aircraft utilizing the hot pits.
56. Given the varying times for Ground Fuel Deliveries in the Appendix A table, will the
Government provide the average amount of ground fuel deliveries per day during the hours of operation?
• The majority of ground fuel is issued from an automated service station and listed in the Installation Power Point presentation. The throughput quantities in gallons listed in Appendix A, Section 3, reflect monthly truck delivered amounts.
57. The hours of operation for Ground Fuel Deliveries in the Appendix A table do not match the narrative below the table that states, “Ground Fuel Delivery, Monday-Friday, 0700-1500.” Will the Government please confirm what the actual hours of operation will be?
58. Are the Hot Pits required to be constantly staffed with two three-person crews during all hours of operation, or only during Direct Refueling Operations?
• Not required to be staffed during “all hours”. PWS, Appendix A, Direct Refueling Operations, provides the required hours based on the Table of Hours of Operations.
Should fueling operations change (increase in duration on any day or weekend operations arise), or fluctuate in the daily start/stop times (e.g., hot pit or bulk receipts); the contractor must support such changes as required with no additional reimbursement.
59. How many pits are normally staffed on Saturdays between 0600 and 1500?
• See PWS Section C-2.1.3, Direct Refueling Operations (Hot Pits).
60. Are resumes for essential personnel required to be included as part of the proposal submission?
• No.
61. RFP Section C-2.11 that we “must comply with all additions, changes, and revisions as may become effective during the contract period to include disposal of all hazardous material waste.”
What would our level of responsibility be for disposal of hazardous waste (i.e., packaging, storing, shipping and manifesting)?
• See PWS Section 2.11.
62. Is the quantity of radios provided by the Navy a sufficient amount for all operation simultaneously?
63. Are there any local installation-level instructions or manuals pertaining to fueling services and functions we need to comply with? If so, please provide a copy or where offerors can download a copy.
• No.
64. For the ground fuel requirements, please provide the delivery points, schedule, quantities, and fuel type.
• The installation has no specific delivery points or scheduled route. Customers will call the dispatch center and request services during the listed hours in Appendix A, Table, Hours of Operations. Quantities and fuel types are listed in Appendix A, Section 3, for both MRR and DS2.
65. Are there any off-base ground fueling requirements? If so, please provide locations, schedule, and quantities.
• Historical data states, “zero off base ground fueling requirements” IAW PWS APPENDIX A. Despite no historical “over-road” miles, the contractor is still required to be capable of
66. Will the Government please provide the monthly aircraft and ground fueling data (issues, receipts, gallons, fuel type, etc.) for the past three fiscal years, to include exercises and training as mentioned in PWS C-1.6.1.1? Please break down the refueling data by shift or time of the day.
67. The requirements in PWS C-1.8.3 to staff the hot pit duties conflicts with PWS C-2.1.3. PWS C-
1.8.3 states we are not to staff, but PWS C-2.1.3 states we are. Please clarify the manning requirements and restrictions for all positions.
• PWS Paragraph C-1.8.3 exists solely to define the roles, responsibilities, and limitations of the DSO position. Hot refueling evolutions shall be conducted as described in PWS section C-2.1.3 and NAVAIR 80T-109 section 12.5.1.
68. The requirements in PWS C-1.8.3 are in conflict for the DSO hot pit duties. Please clarify the
DSO duties and restrictions for daily hot pit operations. Will the Government please clarify which job duties (deadman pit operator, fire watch, nozzle operator, or refueling director/coordinator) they can or cannot perform?
• PWS Paragraph C-1.8.3 exists solely to define the roles, responsibilities, and limitations of the DSO position. Hot refueling evolutions shall be conducted as described in PWS section C-2.1.3 and NAVAIR 80T-109 section 12.5.1.
69. Please confirm the cryogenics duties and functions are not in the PWS requirements.
• Cryogenics services is not a requirement in the PWS.
