Contracting Questions:
1. In accordance with FAR 15.305 (a)(2)(iii), will the Government take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition?
Please refer to ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (FEB 2017), Volume III provided under Amendment 0004 and ADDENDUM TO 52.212-2 – EVALUATION – COMMERCIAL ITEMS (OCT 2014) Factor 2 under the initial solicitation.
2. Will the Government permit the use of sister company experience and past performance if a meaningful relationship is documented in a commitment letter?
Please refer to ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (FEB 2017), Volume III provided under Amendment 0004 and ADDENDUM TO 52.212-2 – EVALUATION – COMMERCIAL ITEMS (OCT 2014) Factor 2 under the initial solicitation.
3. Would it be acceptable to the Government to use recently completed questionnaires that are on file with DLA-E through other procurements? This has been allowed on recent DLA-E procurements and saved Contracting Officers precious time in having to complete multiple questionnaires for the same contractor.

4. Would the Government consider allowing the use of tabs to separate proposal sections? If so, please confirm that tabs will be excluded from page count.

5. For graphics, tables, charts and figures will the Government allow the text to be no smaller than 8 point font?
6. Will the Government allow for the use of 11x17 size paper for tables, charts, figures and graphics? If so, will you allow for each 11x17 fold-out to count as one page?
7. Please confirm that we are not required to submit section B of the RFP as this information will be provided with the Offeror Submission Package.

8. Please confirm that Offerors are required to submit 1 pdf electronic copy of Volume III.

9. Regarding the additional ($0.50) health and welfare for employees with one dependent, and the additional ($0.75) for those with more than one dependent. Can the Government please provide a historic estimate of the approximate percentage adoptions between these two options? (for example; approximately 20% of incumbent staff have over one dependent, and 45% have one dependent)
The CBA Wage Determination is provided to fulfill the requirements of FAR 22.1008-2. The Government is unable provide further interpretation regarding the CBA Wage Determination.
10. Would the Government please issue a fully executed CBA?
Please refer to the Attachment III of the initial solicitation.
11. Reference RFP Section B: The Base Period start date is established as 1 May 18. Will the Government aid in the coverage of lease costs as the 6-month window for truck builds is not available between the award date and Operational Performance start?
It is a firm fixed price contract as stated in the ADDENDUM TO 52.212-2 – EVALUATION – COMMERCIAL ITEMS (OCT 2014). Contractor is required to have all equipment, supplies and vehicles at the start of the PoP.
12. Reference RFP Addendum to 52.212-1, Proposal Organization, Volume I, Paragraph c: The paragraph states that each volume is to be separately bound to facilitate evaluation; however, the number of copies does not indicate a hard copy of Volume III is to be submitted. Please confirm that the CD and electronic submission of narrative and each questionnaire submitted is sufficient for Volume III.
Please refer to the table in paragraph b under ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (FEB 2017) provided under Amendment 0004. Please do not submit CD.
13. Reference Instructions to Offers, Proposal Organization, Section III.iv. Would it be acceptable to the Government to use recently completed questionnaires that are on file with DLA-E through other procurements? This will save Contracting Officers precious time in having to complete multiple questionnaires for the same contractor.

14. Reference RFP Addendum to 52.212-1, Proposal Organization, Volume I, Paragraph b., and
PWS Paragraph C-1.7: The first referenced paragraph states that resumes will NOT be considered in the page limit. The latter referenced paragraph states that resumes shall be submitted within 30 days of contract award to the Contracting Officer. Please confirm that the Government does not require resumes to be included in the proposal as we do not see the requirement in the Instructions to Offerors.
15. Please clarify that resumes of essential personnel shall be submitted 30 days prior to performance period (contract start) (reference page 4 PWS C-1.7, Essential Personnel) rather than with the proposal submission (reference page 140/155, Section L ii. Section II – Technical/Management).
16. Article 14 Section 1 of the CBA states "Employees who are enrolled together with one (1) dependent in the Employer's health insurance plan shall receive an additional fifty cents ($0.50) per hour and employees who are enrolled with more than one (1) dependent (i.e., family) in the Employer's health insurance plan will be compensated an additional seventy-five cents ($0. 75) per hour (i.e., in addition to the Wage Determination benefit).” Since only the incumbent knows the actual number of dependents enrolled, and this has a direct impact on the wage rates for all employees, we are requesting the number of employees enrolled with one and more than one dependents enrolled. DLA can provide either the number or the % of employees enrolled in each category without giving any indication of the total number of incumbent employees. This will remove the unfair competitive advantage currently held by the incumbent or their team members.
The CBA Wage Determination is provided to fulfill the requirements of FAR 22.1008-2. The Government is unable provide further interpretation regarding the CBA Wage Determination.
17. Will the Government consider allowing bidders to use previous Past Performance
Questionnaires from recent, relevant solicitations submitted within the last twelve months?
18. Are resumes for essential personnel required to be included as part of the proposal submission?
19. What wage rates on the CBA should be used for proposal purposes? The 5/1/2017 rate effective at the time of proposal, or the 5/1/2018 rate effective at the time of the contract?

20. Will the Government extend the current date of the Period of Performance (PoP) of 01May2018? This date creates significant hardship for the contractors to provide the CFE aircraft refuelers on time as required.
For the Period of Performance dates please refer to B-0001 B34.01 SERVICES TO BE FURNISED AND PRICES (DLA ENERGY FEB 1991) under the initial solicitation.
21. Will the Government allow offerors to reference recent PPQs requested from the offeror’s clients for previous similar proposal efforts within a 12-month period of this submission?

22. Section L of the solicitation identifies Volume I as the Technical Proposal, Volume II as the Price Proposal, and Volume III as Past Performance. Section M identifies Factor 1 as the Technical/Management, Factor 2 as Past Performance, and Factor 3 as Price. Please confirm the names and numbers that offerors should use to identify each of the proposal’s volumes.
Names and Numbers of Volumes and Factors/Subfactor are correct.
23. The RFP requests “1 PDF electronic copy of each PPQ” for Volume III Past Performance Is it the Government’s intention to request only an electronic copy of Volume III Past Performance, and no hard copies?

24. Please confirm the number of proposal volumes to be submitted – on Page 3 of the solicitation, item D it lists two volumes (Technical and Price proposals), while Item E lists three volumes noting the Past Performance as a separate volume. Please clarify.

26. On page 3 of the RFP, for Volume II it states that offerors should provide “1 original, 1 copy, 1 PDF electronic copy of Attachment II – OFFEROR SUBMISSION PACKAGE,” while on page 133 for Volume II it states to submit “1 original and 1 PDF electronic copy of Attachment II – OFFEROR SUBMISSION PACKAGE.” Will the Government please clarify the number of copies required?

27. Page 134 states “RFP shall be limited to 70 double sided, 8 ½” x 11” pages. Will the Government accept single sided printing?
28. Will the Government accept graphics and tables/charts to be printed on 11x17? If so, will they count as one or two pages each?
29. Will the Government allow graphics and tables to be in a smaller font than 12 pt. Times New Roman?
