SPE60221R0710 - 0003
The purpose of this amendment is to: 1) advise potential offerors of an update to the transportation evaluation rates and the sea-vessel starting port provided by the Military Sea-Lift Command (MSC) in accordance with M24.04.100 EVALUATION OF OFFERS INVOLVING F.O.B. ORIGIN TANKER LOADING FOR FUEL REQUIREMENTS FOR ANTARCTICA (BULK) (DLA ENERGY AUG 2021) in solicitation SPE602-21-R-0710; 2) to provide the updated per diem tanker rate to the offerors; and 3) to request Final Proposal Revisions (FPRs) for price only.
1. MSC has awarded a short-term contract for a transportation Sea-vessel for the Deep Freeze program that will impact the previously utilized transportation rates received prior to the closing of (FPR) Final Proposal Revisions on October 25, 2021. MSC has provided the updated transportation rate(s) from the short-term contract to DLA Energy, and DLA Energy will use these rates to update the transportation evaluation rate for this procurement. Additionally, MSC’s short-term contract has fixed the starting port of the transportation sea-vessel, and transportation rates will be evaluated from the starting port detailed in paragraph 2 below, to each offeror’s origin loading port, and then onward to the destination discharge port. DLA Energy will re-open negotiations for price only via-email notification.
Offerors will have the opportunity to revise their offered fuel prices in response to the change in the transportation evaluation rate. DLA Energy will then re-evaluate offers using the updated transportation evaluation rate provided by MSC and award on the lowest-price technically acceptable basis.
2. The per diem tanker rate is updated to $67,455.99. Solicitation note number 13 is hereby revised to read:
Solicitation Notes
13. Transportation costs are considered in the evaluation of all origin offers unless the solicitation specifically indicates otherwise in the Schedule. The transportation evaluation rate will be based on a nominal size U.S. flag tanker of approximately 30,000 Deadweight Tons (DWTs) and will be inclusive of time charter hire. The transportation evaluation rate will be expressed as a daily rate of $67,455.99 for U.S. Flag time charter costs.
Per M24.04.100, DLA Energy will provide to each offeror the location of the vessel that would most likely be assigned to lift products from offered sources under a resultant contract. Based on these considerations, MSC will determine the transit time from the Medium-range tanker discharge port located at Piraeus, Greece to the offeror's origin port, origin load time, and the transit time to the destination discharge port. This transit time will be multiplied by the daily transportation evaluation rate to determine the lowest laid-down cost to the Government.
3. FPRs will reopen for price revision only on Monday November 15, 2021, and close on Wednesday November 17, 2021, at 10:00 am Eastern Standard Time.
4. All other terms and conditions remain unchanged.
