SP7000-16-R-1004 Attachment 4 - Responses to Solicitation Questions
Document Description Page # Section/ Paragraph Question/ Comment Proposed Action/ Change DLA Responses
Attachment_4_- _Procurex_Reverse_Auct ion_Instructions 2 Live Bidding
During live bidding on ProcureX, the lowest price is visible to all offerors and based on our experience using this tool for bidding purposes, an offeror participating in live bid for this competition will have to modify the price of 80+ CLINs which takes too much time. The larger the # of CLINs, the more time it takes to update the bid.
A) Can you please elaborate how the CLINs will be set up in ProcureX?
C) If one offeror lowers the price of a CLIN (hence lowering overall price) in the specified timeframe (scheduled End Time) provided (say one hour), the other offeror(s) get(s) 90sec automatic extension, in addition to one hour and this goes on. How will this be handled?
C) Will Government allow offerors to participate in a practice bid before the live bid is conducted?
D) Will Government set up one variable to control the price of all CLINs during live bid?
E) Will the Government definitely conduct Reverse auction for this solicitation?
F) When does automatic extension kick in?
G) What will be the automatic extension time? For example 2 min?
H) Will the Government allow bids greater than starting price? Please elaborate
We are allowing vendors to submit their total price, all CLINs included, during the procurex session. Vendors will need to provide their complete CLIN structure detailing their pricing 24 hours after the procurex session.
We will be hosting a mock procurex session as well. The procurex sessions will begin after the technical evaluations are complete. Dates will be provided to vendors at a later date.

Printers and scanners frequently go end-of-life (EOL) within the term of a 5-year contract. What is the DLA's plan for when products go end of life (EOL)?
Will DLA consider the replacement model for the EOL product? If so, what is the process for testing and certification, if any?
The testing and certification process will be exactly the same as the initial process. Coordination will be made with our test lab to evaluate new devices.

Testing & Certification Process
The attachments state, "The contractor shall deliver the proposed devices for each VB series . . . For testing at no cost to the government." If a contractor proposes the same model for all CLINS within a VB Series, such as proposing an identical machine for all of CLINs 0001-0006 under VB- WF1. Will only one machine be required for testing?
Please clarify how many units will need to be provided for testing.
Yes, only one device will be required for testing if a contractor proposes the same model for all CLINS.

Different models will have different warranties. There is not one warranty that goes to all plotters or all wide-format printers.
Request that DLA add CLIN lines for warranties per plotter and wide-format printer CLIN. The minimum warranty is one year.

CLIN 0001-
0040BF
In attachment one, each on CLINS 0001-0036 list "laser device." The ink that goes to each of these machines (CLINS 0037-0040BF) is all listed as "ink." These two conflict because a laser device would accept toner cartridges, not ink cartridges. Only one manufacturer currently offers a laser wide format printer or plotter. To increase competition, we request DLA to change "laser device" in CLINS 0001-0036 to "laser or ink device."
To increase competition, we request DLA to change "laser device" in CLINS 0001-0036 to "laser or ink device."
The term "laser" has been deleted from the CLIN descriptions.

In Attachments 2 & 3, the 36" plotter is the only one that lists scan and copy requirements (making it a multi-function device. The 42" and 44" machines only list print capabilities (making them single function devices). In Attachment 1, all CLINS are listed at requiring print/copy/scan capabilities.
Please clarify if single function (print only) or multifunction (print/copy/scan) are required for each of the 36", 42" and 44" machines requested. Please adjust the requirements (either attachment 1 CLIN descriptions or the Specs listed in Attachments 2 &
3) accordingly.
The SOWs have been updated to include the Scan & Copy specifications for the 42" and 44" devices.

The one year warranty is not the best value to the government.
Some models come standard with the 1 year warranty and some come standard with 3 year warranties. Extended warranty packages are typically 3 or 5 year options. Can we price the 3 and 5 year standard extended warranties? The minimum warranty is one year.
The solicitation documents indicate that pricing will be in a second round reverse auction. Can you confirm you are only requesting all sections except for pricing in the proposal submittal?
We are requesting all sections, including pricing, be submitted by the solicitation close date. After technical evaluations are complete, we will be hosting a reverse auction via the procurex system.
