7) Page 18, the title of section “F. Metrics” is changed to read as “F. Government Furnished
Materials/Information, and other Information.”
8) Page 19, after the section “I. Technology Transfer Plan”, the following section is added as follows:
J. Metrics
The Government will assess individual performer effort in terms of the viability of their technical approaches, the trend in the performance of their systems over time, and their overall progress. Proposers are encouraged to provide additional metrics, as appropriate for their technical approach and methodology.
9) OFFEROR QUESTIONS AND ANSWERS:
Question #1: Can you confirm that three page abstracts are acceptable to submit for the 9/7/2023 deadline?
Government Response: Yes, the maximum page count of 3 does exclude the cover page and the Rough Order of Magnitude. The Government will not review pages beyond 3;
and any abstract submitted that exceeds 3 pages (not including cover page and Rough Order of Magnitude) will only be reviewed at the Government’s discretion.
Question #2: Will funding decisions be made on an abstract?
Government Response: Funding decisions will not be made based on the abstract and no award can result from an abstract.
Question #3: Can you clarify the timeline for reviewing the abstract and the determination of inviting a full proposal? Is the next deadline for full proposal review and funding decision already scheduled? If so, when will it be?
Government Response: The abstract is typically reviewed within 24 to 48 hours and then a determination of whether a full proposal is requested is made at that time. The proposal and abstract due date are September 07, 2023, and funding decisions will not be scheduled until after that date.
Question #4: Is the first-round submission (due 9/7) only an abstract in which you will invite full proposals or does ARPA-H want us to submit a full proposal for the 9/7/2023 deadline?
Government Response: The due date for both the abstract and proposal is September 7th
@ 12:00pm EDT. The abstract is “optional”, and Contractors are not required to but are welcome to and encouraged to submit an abstract in advance of a full proposal submission to minimize effort and reduce the potential expense of preparing an out-of-
4 | P a g e scope proposal. The abstracts are typically reviewed within 24 to 48 hours and then a determination is made on whether a full proposal will be requested. If a full proposal is requested, the offeror will have additional time to submit its full proposal.
Question #5: Is an in place DCAA system a hardline requirement to respond to win award to this proposal or can the process of attaining such an accounting system be in-progress?
Government Response: Please see amendment 01 #37, posted on SAM.gov.
Question #6: Is there any specific timeline during which we might receive feedback to a proposed abstract for this RFP?
Government Response: Typically, the Government will respond to the abstract within 24 to 48 hours.
Question #7: Is there an identified timeline or phases during which real-world results are expected to be seen from the proposed solution?
Government Response: The Government’s target is approximately 24 months.
Question #8: Please provide any information on the anticipated budget for the proposed services outlined in this RFP.
Government Response: Funding/budget is based on the availability of funding and proposals submitted.
Question #9: Please provide budget details, if possible, for any relevant previous projects.
Government Response: This information is not available.
Question #10: Must the solution automatically become Government-off-the-shelf software and must it be based on Government-off-the-shelf software?
Government Response: No.
Question #11: Our team was planning to submit our white paper by 9/7/2023. Based upon your explanation that would not be a successful strategy, is that accurate?
Government Response: If an abstract is received prior to the closing date it will be reviewed by the Government. If the topic is of interest to the Government a full proposal may be requested.
5 | P a g e
Question #12: How much funding will be awarded under this BAA?
Government Response: Please see question #8.
Question #13: Are these funds expiring at the end of the fiscal year in September 2023 and if not, when do they expire?
Government Response: Funds are not expiring at the end of the fiscal year under this BAA, future openings for abstract and proposal submissions will be determined at a later date and an amendment to this BAA will be posted on SAM.gov
Question #14: ******* is considering submitting a white paper in response to this BAA. Are there any guidelines on the suggested award sizes and time duration of the project. We look forward to hearing from you in the near future to help with building out the team, timeline and ROM for the abstract deadline.
Government Response: For funding/budget, please see question #8. For time duration please see questions #7 and 17 for time duration.
Question #15: The BAA contains references to “Technical Areas.” Are these to be defined by our team? Or are these defined by ARPA-H? Are they related to ARPA-H’s four thrust areas or are these different?
Government Response: Please see amendment #’s 3, 4, 5, and 6 above.
Question #16: The BAA describes the proposal format, and we noticed Section III.F is titled “Metrics”, but the description of that section seems to indicate it should describe previous organizational experience and related research projects and accomplishments. Can you clarify if the title of that section is correctly named Metrics?
Government Response: Please see amendment #’s 7 and 8 above.
Question #17: Is there a limit on the proposed period of performance? I know the open BAA does not have one, but I wanted to double-check if DIGIHEALS BAA was different. I could not find any information on PoP in the BAA or the amendment.
Government Response: The base period of performance shall not exceed 24 months and the total duration of the contract shall not exceed 48 months including any options.
