(CUI) QUESTIONS IN REGARDS TO SOLICITATION SP4510-21-Q-1008- AMENDMENT 0001 27 MAY 2021
1. QUESTION: Is this a PowerCart used in a medical or healthcare setting?
ANSWER: No, PowerCart Flex3000 is a brand name for a cart system that powers a desktop computer, printer, and scanner for use in a warehouse. They do not have a drive motor. I have attached a link with the manufacturer’s photos: https://powercart.com/products/flex3000/
2. QUESTION: Where are the parts going? there are no addresses listed.
ANSWER: DLA Disposition has sites throughout the continental United States, and since freight must be included in the delivered price (i.e.- F.O.B Destination -freight cost is supplier’s responsibility, it is not a separate billable line item), your response should include shipping cost for a single battery, charger, or inverter from San Diego, CA to Norfolk, VA. This represents the longest possible delivery distance for a small package or LTL shipment. It up to the supplier to consider what mark-up freight cost is to be included your agreement price for any destination in the lower 48 states.
3. QUESTION: What quantities of parts could be expected?
ANSWER: Historically the batteries have the highest demand. We have had orders for as high as 120 batteries last year, that were sent to 20 different shipping locations. Orders for parts are placed when we have a requirement. So we can place an order for a single part or larger.
4. QUESTION: So what is the ordering process?
ANSWER: This Blanket Purchase Agreement will be awarded to at least 3 companies if there are interested suppliers. Whenever there is a requirement for parts, the contracting officer will send a Request For Quotation (RFQ) to those companies. The RFQ will state quantities required along with the shipping destination. The BPA Supplier who responds to the RFQ with the best price will get the order. Suppliers can stand by their agreement price, but there may be volume discounts or reduced shipping costs that a supplier may be able to “sharpen his pencil”. As described in the Draft BPA, the part pricing submitted in the Pricing Agreement will be used to determine which suppliers are to be awarded the BPA. In addition, the supplier’s submitted pricing agreement to this solicitation is a “not to exceed” price. It is a price ceiling. This prevents suppliers from submitting low bids in order to be awarded the BPA, and then charging higher prices in response to an RFQ.
5. QUESTION: What is the expected delivery time?
ANSWER: 30 days after award of order.
6. QUESTION: If I am one of the suppliers awarded this Blanket Purchase Agreement, am I expected to keep consignment parts?
ANSWER: No, DLA Disposition will not accept any expenses related to dedicated consignment for this agreement.
7. QUESTION: What if one of these parts is obsolete?
ANSWER: My market research showed that there were suppliers offering the listed parts. BUT, if a part is no longer manufactured, and you wish to propose an equivalent part please do so in your price agreement. Since these parts are components in a PowerCart, it is critical that the equivalent part have the same dimensions and electrical connections to the OEM part noted.
