Amendment 0003
A. THIS AMENDMENT IS BEING ISSUED TO ANSWER THE EIGHT SUBMITTED QUESTIONS BELOW:
1. Q – Which sites have loading docs? What sites need forklifts?
A – Containerized wastes are staged at loading dock or ground level for removals. The Contractor will be required to provide material handling equipment (MHE), i.e., pallet jack, drum dolly, and/or forklift as appropriate at each removal location. A truck or trailer with lift gate may be required. The Contracting Officer Representative (COR) will be able to provide this information upon request prior to removals.
2. Q – CLIN 1060RE & 1061RE – please identify the type of waste stream and, or provide waste material profiles that would be used for these Vacuum Boxes?
A – CLINs 1960RE & 1061RE are intended for use only with Industrial Cleaning Services (ICS) CLINs 1002SV‐1004SV and 1007SV‐1009SV, only if/when needed for the intended ICS work. The Contractor should anticipate wastes that are generated in association with ICS work as described in Sections 3.11 and 3.14 of Attachment 2.
3. Q – CLINs CS06B5, CS08B5, CS10B5, CS12B5, and TX01B5 ‐‐ please provide profile, or can you narrow down the Cr%?
How is this shipped, i.e. TOTEs or bulk tanker?
A – Bulk liquid waste streams turned in for removal under CLINs with the “B5” CLIN Suffix, may be turned in for removal via totes or conveyance via tanker or vacuum truck. Per Section 1.2.8.1(i) in the PWS, when removed via tanker or vacuum truck, a 1,500‐gallon (GL) minimum charge for bulk liquids will apply and be ordered, as appropriate. Regarding totes, per Section 1.2.8.1(m) in the PWS, the Government will order quantities to be removed in gallons (GL) based on the manufacturer’s designated volumetric capacity (size) of the tote, and not on the actual volume of waste contained in the tote.
4. Q – Please provide waste material profiles.
A – DLA is not currently in possession of the requested information. Offerors are advised that many disposal CLINs identified in the Price Schedule may apply to more than one specific waste stream and profile.
5. Q – CLIN BA01, what percentage of these are wet vs dry cells? Please explain Permissible Waste Codes?
A – The vast majority of DoD‐generated alkaline batteries are dry cell, containing no free liquids, and not carrying the D002 Waste Code. Per Section 1.1.1(b) of the PWS, the term “Permissible Waste Codes” does not imply that any or all of those Waste Code(s) so listed will apply, but that no other Waste Code(s) are allowed to be carried for the waste under the assigned CLIN.
6. Q – CLIN NR93 "Non‐RCRA Liquids for RCRA Incineration, Pumpable, Unused AFFF”, is any of the AFFF halogenated?
A – AFFF wastes will generally contain per‐ and polyfluoroalkyl substances (PFAS), and will therefore contain the halogen, fluorine.

7. Q – CLIN RE15C4 – this is a mandatory recycling CLIN for spent blast media. In order to properly price, please provide a profile and, or analytical indicating the level of recyclable heavy metals present.
A – This waste stream should have been identified in the Price Schedule as CLIN RE79C4, and not RE15C4. DLA does not currently have a waste profile sheet and/or analytical report for this waste stream. If this information becomes available prior to the solicitation’s closing date, then it will be provided on a subsequent amendment, to aid in pricing of this CLIN.
Another revised price schedule is not attached with this amendment, please update the CLIN number on the price schedule submitted with your proposal.
8. Q – The descriptions for CLINs 6311MC and 6312F6 both say open top with a UN 1A1 rating. Please clarify if open or closed head containers are required.
A – The descriptions for these CLINs has a typo. The requirement is for open top, UN 1A2 containers. As in the answer to question 7, please make this correction in the descriptions for these CLINs on the price schedule submitted with your proposal.
