DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. GENERAL: The Contractor shall furnish all labor, supervision, tools, materials, equipment, transportation, and management necessary to provide a complete cleaning of the existing HVAC equipment and ductwork in Whse 16B Mezz, Whse 30, and Bldg 100 at the Defense Distribution
Depot San Joaquin, Tracy Site.
2. VERIFICATION OF LAYOUTS: The drawings indicate the extent and the general location and arrangement of HVAC equipment, ductwork, grilles, register, diffusers, controls, and related HVAC components. The Contractor shall become familiar with all details of the work, verify all layouts in the field, and shall advise the Contracting Officer of any discrepancy before performing any work or ordering any materials.
3. HAZARDOUS MATERIALS: Some of the material in Whse 16B, 30 and Building 100 contains asbestos (i.e. floor tile, floor mastic, gypsum board wall texture). There is an existing asbestos survey for these three (2) buildings that shows the locations of Asbestos Containing Materials. A copy of the survey is available for Contractor review in the Facility engineering Office, Building 100, Defense Distribution San Joaquin. To review this survey, contact Mr.

4. PROTECTION:
4.1 Protection of Existing Work: Before beginning any cleaning work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to insure against damage to existing work to remain in place, and any such damage to any work shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government.
4.2 Environmental Protection: In order to prevent, and to provide for abatement and control of, any environmental pollution arising from the construction activities of the Contractor and his subcontractor in the performance of this contract, they shall comply with all applicable Federal, State, and local laws, and regulations concerning environmental pollution control and abatement.
5. DUST CONTROL: The amount of dust resulting from cleaning work shall be controlled to prevent the spread of dust to occupied portions of the building and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.
6. Ductwork cleaning shall be performed for the entire air distribution and exhaust system, including fans, coils, filters, etc. Inside of ducts, plenums, and casing shall be thoroughly cleaned of debris and blown free of small particles of rubbish and dust and then shall be vacuum cleaned before installing outlet faces. Plenum areas shall be inspected and sealed air tight with approved method (foil backed duct tape and/or sheet metal coverings screwed in place and sealed with foil backed duct tape).
7. Accessibility to the ductwork in most cases is gained through existing access doors. In some areas, if necessary, additional access doors shall be provided and installed by the Contractor to complete the cleaning at no additional cost to the Government. New access doors shall be minimum 15 by 18 inches. Where duct size will not accommodate this size door, the doors shall be made as large as practicable. Doors 24 by 24 inches larger shall be provided with fasteners operable from both sides. Doors in insulated ducts shall be the insulated type. All aspects of Access doors construction shall comply with SMACNA-06.
8. All diffusers, registers, and grilles shall be removed and thoroughly cleaned of debris and blown free of small particles of rubbish and dust.
9. Equipment shall be wiped clean, with traces of oil, dust, dirt, or paint spots removed. New filters shall be provided and installed after ducts, plenums, casings, and other items specified have been vacuum cleaned. Bearings shall be properly lubricated with oil or grease as recommended by the manufacturer. Fan and fan assemblies shall be thoroughly cleaned by power vacuuming and power washing, degreasing, scraping and wire brushing where required.
Belts shall be tightened to proper tension. Air conditioning coils shall be cleaned with a detergent solution specifically designed and recommended by the manufacturer. All evaporator drain pans and condensation lines shall be cleaned. All Variable Air Volume (VAV) and exhaust systems shall be cleaned where applicable. Control valves and other miscellaneous equipment requiring adjustment shall be adjusted to setting as recommended by the original equipment manufacturer.
10. After cleaning of HVAC system is complete, the Contractor shall inspect the conditions of all air ducts, fire dampers, springs and fusible links, duct and vane surfaces, duct liners and insulation, coils and fins, condensation drains, combustion chambers, support structures, and related equipment. All data including deficiencies encountered and recommended corrective action shall be recorded and submitted to the Contracting Officer.
11. CLEAN-UP: All waste, dirt, water and debris resulting from cleaning work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from the limits of Government property daily unless otherwise directed so.

Duct sizes and quantities in each building are approximate based on the as-built drawings that are available in Facilities Engineering Branch, Bldg. 100, Tracy Site. Contractor is to field verify the existing conditions, sizes and quantities.
