Amendment 0003
Amendment 0003 is hereby incorporated into solicitation SP3300-15-B-0003.
Amendment 0003 is being issued to answer vendor questions.
Question 1: What are we do with demolished material? Include scrap value in our bid or turn over to base?
Answer 1: Please include scrap value in bid.
Question 2: Are change overs to occur during normal work hours or off hours?
Answer 2: Per Specification Section 011400 "Work Restrictions", Paragraph 1.4.3 "Work Outside Regular Hours": ".....The Contractor shall coordinate its efforts to make all utility cutovers outside normal working hours or on Saturdays, Sundays, to the greatest extent possible to minimize impact to existing operations unless directed otherwise."
Question 3: Please verify that Fire Tape is not required.
Answer 3: The installation of fire tape is not a requirement for this project.
Question 4: We have a concern removing the existing 15KV cable. Considering the period when the conduit was installed it is possible that Asbestos may be present. Has the conduit been tested?
Answer 4: The conduit has not been tested. It is believed that the conduit that houses the existing 15KV conductors is "fiber duct" or "Orangeburg pipe".
Question 5: I know it was stated during the pre-bid meeting, but can you please confirm that rock excavation beyond the limits defined by spec section 31 23 00.00 10 1.2.2 will be additional and handled via cost adjustment as encountered.
Answer 5: Confirmed.
Question 6: Much of the new electrical pathway is adjacent to an asphalt walking path which presumably was designed for pedestrian and golf cart traffic only. However this pathway will need to be crossed heavily throughout construction of this pathway with heavy equipment and trucks. Should bidders figure on replacing this pathway complete in their proposals?
Answer 6: Drawing G-001, Project Description: Scope of Work Item “A.8” indicates the following: “Contractor shall be responsible for repair/restoration of all applicable surfaces (walking path, grass, pavement, etc.)”

Question 11: Does your company have to be considered a small business in order to bid on this work?
Answer 11: Yes, this acquisition is set-aside 100% for Small Business concerns. The NAICS Code for this procurement is 237130. The small business size standard is $36,500,000.
Question 12: What is the "Small Business Set Aside"?
Answer 12: See Question/Answer #11.
Question 13: All work is being done under 1 contract?
Answer13: Yes, there will be only one contract.
Question 14: I am unfamiliar with your official bid process. Page 3 of the solicitation states "bidders must provide all information requested in Section K Representations, Certifications, and Other Statements of Offerors", of which there are many. Do these forms need to be completed and submitted with the bid, and if so where can they be obtained?
Answer 14: This solicitation contains FAR 52.204-7 SYSTEM FOR AWARD MANAGEMENT (JUL 2013) referenced in section L. FAR 204-7 states by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. By completing registration in SAM and filling out any applicable questions contained within section K itself you will have completed what is required. You do not need to submit your SAM registration however you must be registered and the information in SAM must contain what is asked in Section K, the filled out questions contained within section, specifically FAR 52.204-8(d) will be submitted with the bid.
Question 15: Do we need to be registered in the SAM or WAWF system(s) (or any other) prior to bid submission?
Question 15: As stated in the answer for question 14, you must be registered in SAM. You can register in WAWF after award.
All other terms and conditions remain unchanged.
