a. Answers to some additional submitted questions are provided. Please review below.

b. All offerors are expected to follow Executive Order 13423, "Strengthening Federal Environmental, Energy, and Transportation Management." Please review.

c. No other changes are made at this time.

The response to the questions concerning Attachment 3 SOP – (where to put the Past Performance…info) says the Accounting and Purchasing systems SOPs go in the Price Proposal. The new PWS page 48 - says the Purchasing SOP is due within 30-days of contract award. Do you want the Accounting and Purchasing SOPS with the proposal?

ANSWER: The term SOP was inadvertently used. No, you are not required to send an SOP, but you must send in enough information to satisfy the terms of the requirement for evaluation purposes. See clause L-0004, L201 Instructions to Offerors (GOCO) (DLA ENERGY NOV 2010).

The comment below has two questions in it – which question does the “Yes” answer apply to?

PWS paragraph C-1.10 lists operating hours for the various functions. Are those facilities marked as "24-hours, 365 days per year" actually manned continuously, or are they only manned when operations are actually taking place and on-call for other periods?

A: Yes, but for tanker receipts and pipeline shipment/receipts until the operation is complete.

ANSWER: Yes, facilities marked as "24-hours, 365 days per year" are manned continuously, but there are additional details about staffing noted in PWS. For example, unarmed watch/guard at front gate is 24x365. Roving watch is 24 hrs on weekends and holidays, but only 4:00PM-8:00AM Mon-Fri. Pier is FDSO manned at the control room 24x365, but during a tanker receipt/barge issue, an additional FDSO is necessary out on the pier at the vessel manifold. The additional FDSO stays until vessel operations are complete. Vessels operations require two FDSOs until complete.

Is Longshoremen and Harbors Insurance (LS&H Insurance) a requirement of this contract?

ANSWER: DLA Energy will not specify what insurance you purchase. Each offeror must ensure they are meeting all state and local guidelines and regulations. Please review all applicable guidance when determining the level of insurance to provide.

Can you please clarify a question we have in regards to the requirement to supply a Small Business and/or socioeconomic Plan(s) since this procurement is a total small business set-aside and we are a small business. What information are we to provide?

ANSWER: Small businesses do not need to provide a Small Business Plan, however they must provide a Socioeconomic Plan.

Section L instructs we can submit key personnel resumes for the Corporate OR Terminal Superintendent (TS). The PWS also instructs to submit key personnel resumes, but includes the Assistant TS. Should we follow Section L's instructions?

ANSWER: We will evaluate resumes based on the requirements in the PWS.

C-1.9.3.3 provides a list of qualifications for the assistant superintendents. In regards to the Asst. Superintendent of Maintenance the requirements to have experience in the maintenance of bulk fuels systems is expected, however the requirement for shipping and receiving experience for the maintenance superintendent seems excessive as maintenance personnel usually do not perform receiving or issuing duties. Please clarify.

ANSWER: ATS for Maintenance personnel should have three years combined experience in operations and maintenance. DLA Energy will consider operational experience as working knowledge/familiarity with operations gained while employed in a petroleum bulk storage terminal or similar environment, not necessarily performing the duties. ATS for Maintenance needs to be familiar with operations as they may be called on to perform collateral duties, but most importantly, performing duties of the TS in their absence.
