Amendment 0004
This amendment is issued to incorporate questions and responses regarding this solicitation, see below.
1. Question: After hours support is to be performed by standby personnel. How many hours of standby
Operations were performed last year? What is the response time required?
Response: Standby operations are not tracked. One hour is the normal response for the standby personnel.
Standby personnel are available once normal duty shifts have ended, which is normally 2330 on the week days and 1500-1800 on weekends, with the remaining hours being standby.
2. Question: If bulk storage is not 24/7, how is after hours support provided? If bulk storage is supported by standby, please clarify standby requirements? Does the government require any support at all unless notified by the Contracting Officer?
Response: Storage systems must be inspected on weekends and contractor must be available to respond to any system alarms at all times. A standby letter should be provided and the call will come from the control center.
Hours are designated as normal work hours, once normal work is complete the contractor will be on telephone standby with an hour to report once notified. A standby letter would show who is on standby for each day/week/month and a contact number where they can be reached. The standby personnel will receive the call to come in from the control center.
3. Question: The PWS states the contractor will perform required initial visual inspection of fuel receipts. Does this pertain to pipeline receipts as well considering the active duty perform sampling and testing of pipeline receipts?
Response: Fuels lab personnel perform all sampling, however operator (contractor) is required to operate/visually check tank water draw off prior to/after receipts, daily on operational tanks and weekly on all tanks as outlined in 42B1-1 and 37-1-1. The contractor does not pull pipeline receipt samples, this is taken by active duty personnel. The Technical Order number for fuels sampling is (42B-1-1) and (37-1-1) for general operation and maintenance.
4. Question: Please clarify the due date and time of emailed proposal, and the due date and time of the hard copy proposals.
Response: Emailed proposals are July 20, 2012 by 3:00 pm, Fort Belvoir, VA time per amendment 0002.
Hard copies proposals are due within 3 business days.
5. Question: Clause L-0003-L2.31 – PROPOSAL FORMAT AND CONTENT, this clause indicates that past performance is to be included as part of the price proposal. Please clarify?
Response: Past performance information is to be included with the price proposal.
6. Question: Is the Offeror Submission Package to be submitted as a separate document or as part of the Price
Proposal?
Response: The Offeror Submission Package is the price proposals with past performance information included.
7. PWS Section C-5.6.1 – Government Provided Training is hereby changed to delete the "Safe Transportation of
Hazardous Materials" from Government Provided Training. The Government will now only be providing First
Response/OPA '90 and PLDS operation/testing training.
