Amendment 0003

This amendment is issued to incorporate questions and responses regarding this solicitation, see below.

1. Question: Contract Compliance Plan (CCP) - Would the Government clarify if the CCP is due within 30 days after award or with the proposal submission?

Response: The CCP is due within 30 days after award

2. Question: Appendix D of the PWS states that pipeline receipts occur once per week? Can you confirm the correct frequency?

Response: The annual average comes out to 1 to 5 times/week. Typical receipt 800,000 gallons in 7 hrs.

3. Question: Appendix D of the PWS states there is no base maintenance contract that mows the bulk area. However, during the site walk it was stated that CE mowed a portion of the bulk fuel facility for tanks 738-740.

Can the mowing requirement be confirmed so the necessary grounds maintenance equipment can be provided?

Response: BCE sprays dikes for vegetation control in spring and mows the large roadside area in/outside fence when contacted, contractor is responsible for small area around building to fillstand.

4. Question: Appendix D does include all tanks or facilities. Tank 42 is diesel tank that does not appear. Can Appendix D be updated to list all facilities & tanks?

Response: Tank 42 should be listed, it is 25, 000 gallons DS1 with a fillstand and offloading header. Annual throughput is 110,000 gallons.

5. Question: Appendix D indicates Bulk Tank Farm throughput of 82 million gallons. Throughput to Farms 3 through 5 only total approximately 25 million gallons. Does this indicate that the balance of the fuel (approx.57 million gallons) is distributed via the hydrant systems connected to the Bulk Tank Farm tanks?

Response: Contractor is responsible for transferring fuel to 3 hydrant systems.

6. Question: Can you provide typical flow rates from the Bulk Tank Farm to each of the three farms (3 through 5)?

Response: 1200 gpm

7. Question: Please clarify that Past Performance is to be included as part of the Price Proposal?

Response: The Offeror’s Submission Package is comprised of Price Proposal with Past Performance information. They can be submitted in the same folder/notebook but under separate covers.

8. Question: The Government estimates seven occurrences of extended duty hours (24 hour coverage) may be required for exercises, reserve weekends etc. What is the average length of these exercises? How many extended hours were annotated in CY 2012 by the incumbent?

Response: Length of exercise is 2 weeks. There were no extended hours annotated in CY 2012 by the incumbent, (24/7 ops).

During the June 20th site visit:

9. Question: DLA personnel stated contractor personnel would be responsible for the receipt, storage and issue of diesel fuel low sulfur at farm #4. The workload date in Appendix D does not include this requirement. Is this a requirement and if so please provide the data (# of gallons received, transferred, and frequencies required) so it can be included in manning calculations.

Response: Receive 60,000 gallons annually and fill C-300 as required (predominantly winter) roughly 110,000 gallons throughput.

10. Question: DLA personnel stated contractor personnel would be responsible for the return to bulk storage (RTB) of reclaimed product in bowsers parked at farm #4. Is this a requirement and if so please provide the data (number of gallons, frequencies required) so it can be calculated in the manning.

Response: Farm 3 tanks are the only bowser RTB sites on the installation, approximately 7600 gallons are returned annually with bowser size ranging from 200-600 gallons.

11. Question: DLA personnel stated facilities and systems in Appendix D did not contain confined spaces, therefore contractor personnel would not be entering confined spaces. Is this correct?

Response: No, contractor is responsible for maintenance and every tank has confined spaces (pits or floating pan) that must be entered to perform tasks under the maintenance program.

12. Question: Will all the manufacturer operational and maintenance manuals for GFE be available at contract award?

Response: Yes, they are kept on site and will be available when contractor assumes facility responsibilities.

13. Question: If the offeror’s past performance POC is to forward the completed questionnaire to the DLA Energy Contract Specialist via email, does the government want the offeror’s past performance POC to forward hard copies of the questionnaire as well, or is the electronic submission sufficient?

Response: The electronic submission is sufficient.

14. Question: What should be submitted with regards to the Offeror’s Submission Package, Technical Package and Price Proposal and the number of copies?

Response: Offeror’s are required to submit an original and two (2) copies for price proposals and technical proposals.

15. Question: Is the Government using the terms OSP and Price Proposal interchangeably?

Response: Yes, price proposal documents returned are part of price proposal and past performance.

16. Question: Would the Government clarify if whether or not a pricing summary should be submitted with the proposal submission?

Response: All pricing information should be submitted with your price proposal.

17. Question: Is it the Government’s intent to use EDI for invoice submission?

Response: The invoice submission requirement is included in Clause G1480.5 – SUBMISSION OF INVOICES FOR

PAYMENT (SERVICES) (DLA ENERGY MAR 2012).

18. Question: Please confirm the need to submit a resume for the Corporate Fuels Executive?

Response: Contracting requests the submission of resumes for the Corporate Fuels Executive for informational purposes.
