AMENDMENT 0002 Page 2 of 3

SP0600-11-R-0312

CONTINUED FROM PAGE 1, BLOCK 14

A. The purpose of this amendment is to address questions from industry received after the Pre-Proposal Conference and Site Visit.

B. The questions and answers submitted by industry are as follows:

INDUSTRY QUESTION 1

: Does FAR Clause 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business Concerns require that the HUBZone business be the end-item manufacturer of the supplies required by the schedule?

GOVERNMENT RESPONSE: Effective 12 May 2006, the U.S. Small Business Administration (SBA) granted a request for a waiver of the Non-Manufacturer Rule for Industrial Gases Manufacturing. The effect of a waiver allows otherwise qualified regular dealers to supply the products of any domestic manufacturer on a Federal contract set aside for small businesses; service-disabled veteran-owned small businesses or SBA’s 8(a) Business Development Program. However, the Non-Manufacturer Waiver does not apply to HUBZone procurements. A HUBZone proposing to furnish a product that it did not itself manufacture must furnish the product of a HUBZone small business concern manufacturer to receive the benefit.

INDUSTRY QUESTION 2

: Regarding CLIN 0014 Methane, Gas (Ultra High Purity) 200 CF cylinder, please advise purity requirements for the Methane. We think the correct grade is “Chemically Pure”.

GOVERNMENT RESPONSE: The purity requirements for the Methane listed at CLIN 0014 can be found in section 2.2.5 of the Statement of Objectives (SOO) which states:

2.2.5. Methane, Ultra High Purity, 99.97% min purity consisting of Oxygen < 10 ppm; Water < 5 ppm;

Nitrogen < 40 ppm; Carbon Monoxide + Carbon Dioxide < 10 ppm; Hydrogen <10 ppm; CnHm < 50 ppm

The requirement for Ultra High Purity of 99.97% min purity is much higher than the “Chemically Pure” of 99.0% min purity and is correct as stated. The Chemically Pure Methane is listed at CLIN 0077 Methane, 99.0% min. Purity, Chemically Pure (CP) Grade 200 cf cylinder of the RFP and is described in section 2.2.7 of the SOO which states:

2.5.7. Methane, 99.0% min purity, Chemically Pure (CP) Grade, Oxygen 50 ppm max, Water 10 ppm max, Other Hydrocarbons (combination of Ethylene, Propane, Propylene, Butanes and heavier hydrocarbons) 6000 ppm max

INDUSTRY QUESTION 3

: Regarding CLIN 0061 Acetylene, 100%, 300 cf cylinder, please verify the number of CF/cylinder size. We think the correct size is “Size 4 ~130 CF”.

GOVERNMENT RESPONSE: The number of CF/cylinder size of 300 cf for the CLIN 0061 Acetylene cylinders is correct as stated as verified by the customer at Aberdeen Test Center. This is CF/cylinder size listed and delivered under the current contract.

INDUSTRY QUESTION 4: Regarding CLIN 0052 MISCELLANEOUS, Unique Blend, as necessary, would it be possible to know how many orders were placed against this CLIN during the last during the past 12 months?

GOVERNMENT RESPONSE: The purpose of CLIN 0052 Unique Blend is to enable the DLA Energy Contracting Officer (CO) to request an unforeseen need for a unique blend of gases as required for analytical testing or specialized welding applications. To date under CLIN 0052 Unique Blend, there were a total of 31 cylinders delivered for 26 different products. Of the 26 different products ordered under Unique Blends, four have been added to this requirement as permanent CLINs in addition to three new CLINs for new products.

C. The Solicitation Closing Date and Time is hereby EXTENDED to 2011 MAY 10 / 1:00 PM CST.
