AMENDMENT 0001 Page 2 of 3

SP0600-11-R-0312

CONTINUED FROM PAGE 1, BLOCK 14

A. The purpose of this amendment is to 1) address questions from industry during the PreProposal Conference and the Site Visit held at Aberdeen Proving Grounds, MD on 9 March 2011; 2) provide contact information for DLA Energy Contract Specialist assigned to this procurement 3) to update Attachment 1, Item Listing, of the solicitation.

B. The questions and answers submitted by industry and discussed at the Pre-Proposal Conference and Site Visit are as follows:

INDUSTRY QUESTION 1: Are you looking for MicroBulk delivery for all of the liquid bulk or are there extra tanks in place?

GOVERNMENT RESPONSE: No, at this time, the Government is requiring MicroBulk delivery for Liquid Nitrogen, Grade Q, only. All other tanks can swapped-out or be filled in place as long as special safety requirements are not necessary.

INDUSTRY QUESTION 2: Are the delivery methods firm or can there be changes?

GOVERNMENT RESPONSE: Since technical proposals are not required, contractors should provide the delivery methods requested. Contractor may propose alternate delivery methods; however, if the overall cost to the Government is higher then those costs will have to be considered as part of your proposed cost.

For example, if containment is needed to fill on-site and it is not currently in place, the cost of that containment would need to be considered part of your overall evaluated price.

INDUSTRY QUESTION 3: Is there a way to find out previous contract award and prices?

GOVERNMENT RESPONSE: Yes, contractor will need to submit a FOIA request to the DLA Energy FOIA team at desc.efoia@dla.mil.

INDUSTRY QUESTION 4: What is the turnaround time on Acetylene?

GOVERNMENT RESPONSE: The required delivery time is three days after date of receipt of the Propellants Delivery/Services Task Schedule (PDST) DD Form 2908.

INDUSTRY QUESTION 5: Will a Homeland Security Transportation Worker Identification Credential (TWIC™) be acceptable for driver security requirements?

GOVERNMENT RESPONSE: The TWIC card will assist in getting the driver through the Aberdeen Proving Grounds (APG) Main Gate; however it is not sufficient to gain access through the Aberdeen Test Center (ATC) gate. Those security requirements are stated in Section 8 of the Statement of Objectives.

INDUSTRY QUESTION 6: How do other Aberdeen customers get included in this consolidated contract?

GOVERNMENT RESPONSE: The intent of this contract is to include as many APG customers on this consolidated requirement as possible. If contractors are aware of any customers that would like to be included, they should contact the Contracting Officer at Barbara.Peterson@dla.mil or Mr. Kenneth Marsh at Kenneth.Marsh@dla.mil.

C. DLA Energy Contract Specialist Kenneth Marsh has been assigned to this solicitation and can be contacted at the following:

Kenneth Marsh Email: Kenneth.marsh@dla.mil Phone: 210-925-2427
