SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK 010000-1
USDA FOREST SERVICE, R-6
RAINFOREST TRAILHEAD COMFORT STATION REPLACEMENT
SECTION 010000 - SUMMARY OF WORK (SECTION C)
1.1 PROJECT INFORMATION
A. Project Identification: RAINFOREST TRAILHEAD COMFORT STATION REPLACEMENT
B. Owner: U.S. Forest Service, Olympic National Forest
C. Project Location: Latitude: 47°27'35.41"N, Longitude: 123°51'44.45"W
1. The project is located on the Olympic National Forest, Grays Harbor County, Washington. From Quinalt, WA travel southwest on South Shore Road for 0.9 miles.
Turn left into the Quinault Rainforest Trailhead. (Access for trailers and trucks will be from South Shore Road. The bathroom is 100’ from the South Shore Road).
D. Period of Performance:
1. The period of performance shall be no more than 180 business days upon issuance of the notice to proceed. Notice to proceed will be issued after the contract is awarded, submittals are approved, and contractor’s schedule has been established.
1.2 SCOPE OF CONTRACT
A. This project consists of demolishing and disposing of the existing toilet (comfort station) building, installing a new 4-unit precast concrete flush toilet with chase, installing new fiberglass walk-in enclosure, installation of concrete sidewalks surrounding the new toilet, and installing new underground utilities and re-locating salvaged pump station control panels.
B. Utility Disconnects
1. Disconnecting utilities, including water, wastewater, communication cable and electric, and stubbing lines off for future reconnection.
C. Demolition work includes the following:
1. Demolition of the existing comfort station and sidewalks.
2. Proper removal and disposal of contents, including proper recycling of thermostats, ballasts and light bulbs.
3. Disposal of all building demolition debris and contents. Existing building does not contain hazardous materials.
4. Salvage materials indicated for re-use, as shown on the drawings.
D. Clearing and Grubbing
1. Clearing and grubbing vegetation adjacent to existing building, and shrubs between road and existing building, removal of three large trees (greater than 12” in diameter), and several other small trees (less than six inches in diameter). Stump grinding at removed trees, limbing any additional trees up to a height of 15 feet in the ‘installation area’, bucking and placing in an approved location on site.
E. Site preparation work includes:
1. Erosion Control as needed.

2. Grading the building pad and compacting the sub-base and base rock in accordance with toilet manufacturer requirements and in drawings.
3. Preparation for the crane landing (in coordination with toilet manufacturer requirements).
4. Utility connections to existing service lines and preparing all new utility stubs as specified by toilet manufacturer, after building demolition is complete.
5. Working with local utility authorities to ensure work is performed in accordance with their requirements.
6. Ensuring stub ups are installed in accordance with toilet manufacturer requirements and contract requirements.
F. Furnish and install the following buildings:
1. Precast Concrete Comfort Station (toilet)
2. Fiberglass Walk-In Enclosure (transclosure)
G. After site prep work is done, new precast concrete buildings will be installed, and designated utilities will require reconnection to the new toilet facility. Upon completion of building installation, new construction work includes the following:
1. Construction of new concrete pads and walkways as specified.
2. Salvaged Pump Station Control Panels and circuitry inside new walk-in enclosure.
3. Placement of seed and weed-free straw for erosion control.
1.3 SITE LIMITATIONS AND WORK RESTRICTIONS
A. Field verification
1. Field verify all new and existing dimensions and elevations affecting the work of this contract before ordering materials.
B. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Do not remove, injure, or destroy trees or other plants without prior approval.
C. Site Utilities
1. Contractor shall be responsible for locating and preventing damage to known utilities, and for calling the State Dig Line in advance of excavation for the marking of underground utilities. If damage occurs, repair utility at no additional expense to the Government.
2. Water is available at the site for construction purposes from the Forest Service water system (supplied by Quinault Water Company).
3. No toilet facilities will be present onsite once the existing toilet building is demolished.
4. Power is available at the site for construction purposes but is limited.
D. Work camps, staging and storage areas
1. Areas for staging operations and storage of materials shall be approved by the COR. The Contractor must request in writing for approval from the COR to stage trailers (work or housing) on site.
E. Limitations

1. The site may be open to the public during construction. Forest Service shall issue a closure order to the public, as needed. The Contractor will be responsible for signing and limiting public access.
2. All construction equipment shall be pressure washed before entering National Forest System lands. The removal of mud and debris from treads, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations.
1.4 HEATH AND SAFETY PLAN
A. Worker Safety - The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner. Provide a plan, that demonstrates the following:
1. The contractor shall comply with OSHA and take necessary precautions to protect the life and health of all persons employed on the project. The contractor shall be familiar with the latest accepted accident prevention methods and shall provide necessary safety devices and safeguards accordingly.
2. At a minimum, the Contractor’s personnel and equipment shall comply with applicable Federal, state, and local laws, safety and health regulations and procedures, as well as Forest Service regulations, rules and procedures.
3. Fire Protection and Prevention: Contractor shall provide as many stored pressure fire extinguishers as are necessary to ensure that no more than 75 feet exists between a fire extinguisher at any point within containments areas; and in no case shall there be less than two fire extinguishers on site.
B. Spill Prevention and Response
1. The Contractor is solely responsible for all spills or leaks and subsequent clean up that may be required during the performance of this contract, which occur or are contributed to by the actions of its agents, employees, or subcontractors. The Contractor agrees to clean up such spills or leaks to the satisfaction of the Forest Service and in a manner that complies with applicable Federal, state, and local laws and regulations. The clean-up shall be at no cost to the Forest Service. The contractor shall provide spill response materials including, but not limited to, containers, shovels, and personal protective equipment. Spill response materials shall be made available to onsite personnel, in which hazardous materials and hazardous wastes are being handled or transported. Spill response materials shall be compatible with the type of material being handled or transported.
2. The contractor shall report all such spills or leaks, regardless of their quantity, to the Forest Service immediately upon discovery. A written follow-up report shall be submitted to the Forest Service no later than 24 hours after the initial telephonic report.
The written report shall be in narrative form and as a minimum include the following:
a. Description of the item spilled (identity, quantity, manifest no., etc.).
b. Whether amount spilled is EPA/state reportable, and if so whether it was reported, and to whom.
c. Exact time and location of spill including a description of the area involved.
d. Containment procedures initiated.
e. Summary of any communications contractor has with press, Federal, State and local regulatory agencies and officials, or Forest Service officials.

f. Upon completion of the clean-up activities for contractor caused spills and releases, the contractor shall submit a final clean-up certification report to the Forest Service. The report shall include a description of clean-up procedures employed at the site, the final disposition and disposal location of spill residue.
Also include copies of all spill related cleanup and closure documentation and correspondence from the regulatory agencies.
C. Security and Pedestrian Safety
1. No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic and public has been submitted by the contractor and approved by the COR. Plan must be in accordance with requirements of the MUTCD. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.
2. Contractor shall submit a Plan for approval. The plan shall consist of, at a minimum, construction zone perimeter, locations of signs, barriers, and construction fencing, egress routes, parking areas that will be occupied during demolition, and stockpile areas.
Provide plan for adequate protection against accidental trespassing, and plan for site security after work hours.
a. The Contractor shall restrict access to the immediate area where removals are taking place using barrier tape and/or construction barriers. Caution signs shall be posted as needed. Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.
b. Security for the Contractor's equipment and supplies shall be the sole responsibility of the Contractor.
c. Camping will be not permitted within the construction area.
1.5 PROJECT MANAGEMENT AND COORDINATION
A. Coordination with the Building Manufacturer
1. Contractor shall coordinate with the Government COR and the manufacturer of the precast concrete building and accommodate installation at the time of delivery.
2. The Contractor shall be responsible to obtain installation instructions from the manufacturer and perform the excavation, backfill, and site grading in accordance with those instructions.
3. Key Personnel Names: Submit a list of key personnel, including superintendent and other personnel in attendance at Project site. List e-mail addresses and telephone numbers.
4. Subcontract List: Submit a written summary identifying individuals or firms proposed for each portion of the Work.
B. Timeline
1. Base Bid: 180 Calendar Days.
2. Start Date: Summer 2022, or as negotiated with the Contracting Officer.
C. Schedule:
1. Monday - Friday, 0730 – 1630. Other hours will be considered, as approved by the Contracting Officer.
2. Schedule and conduct progress meetings at Project site regularly.

3. Any deviations from the approved construction schedule must be explained in detail as to the causes for the deviation(s) and impact to the schedule.
4. Contractor shall ensure that work is complete as scheduled and is uninterrupted by employee stoppages.
5. Contractor shall take all precautions to avoid delays and adhere to the established schedule.
1.6 PRE-BID SITE VISIT AND PRE-WORK MEETING
A. Pre-bid Site Visit
1. Government will facilitate a pre-bid site visit.
B. Pre-work Meeting
1. Before beginning work, the Contracting Officer or their designated representative will meet with the Contractor. The meeting will be held at a time and place mutually agreeable to the Contractor and the Forest Service. The contract documents, the scope of the contract and the proposed work schedule will be thoroughly discussed to promote a better understanding between the Contractor and the Forest Service.
2. The Contractor shall name and assign a responsible person as Project Manager and describe the extent of their authorities on the contract.
3. The contractor shall maintain a project file to contain all correspondences and criteria pertinent to this project.
1.7 COMPLIANCE WITH REGULATIONS
A. Actions and recommendations submitted by the Contractor shall comply with applicable laws and regulations for the site. All work submitted by the Contractor may be subject to the review and approval of EPA and/or the appropriate State regulatory agency. Therefore, it is the responsibility of the Contractor to contact the appropriate regulatory agency(s) to determine the requirements for each project. The Contractor will be responsible for writing and submitting reports to regulatory agencies as directed by the COR. It is the Contractor's responsibility to find out from the regulatory agency(s) which guidance materials are current and applicable.
B. The Contractor shall obtain and/or prepare permits, licenses, or other documents necessary to accomplish the prescribed work (see Clause 52.236-7). Costs shall be considered incidental to work items shown in the Schedule.

1.8 SPECIAL QUALIFICATIONS:
A. Contractor personnel shall demonstrate experience commensurate with work to be done.
Licensure shall be as required by the jurisdictional county.
1. The Contractor shall be a firm(s) that regularly engages in, and has demonstrated skill in, completion of work in those activities for which they submit offers.
2. Work on this contract shall be accomplished under the direct supervision of a trained and experienced project manager.

3. The Contractor shall ensure compliance where applicable laws and regulations require work to be carried out under the direction of a registered/licensed geologist or civil engineer.
4. All plumbing shall be complete by a licensed plumber.
5. All electrical shall be complete by a licensed electrician.
1.9 WORKSITE HOUSEKEEPING:
A. The Contractor shall take all precautions to maintain the work site at all times, in a condition that will prevent damage or injury to person or property, both Government, or otherwise. The Contractor shall protect all personnel, whether government or civilian, from all safety hazards on job sites during progress of work on this contract. All worksites shall be kept free of litter or other debris, and upon completion of work each day, all residual materials shall be cleaned.
1.10 WORKMANSHIP AND INDUSTRY STANDARDS
A. All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. Plumbing work shall comply with the latest edition of the International Plumbing Code. Electrical work shall comply with the latest edition of the National Electrical Code. Concrete work shall comply with American Concrete Institute. These specification and drawings cover requirements for contractor to demolish and remove an existing building, furnish and install new toilet building and enclosure building, plumb sewer and water stub ups, install electrical stub ups, place sidewalks, and perform sediment and erosion control.
B. The Contractor shall remove from the job site any employee for reasons of misconduct or security.
1.11 GOVERNMENT FURNISHED PRODUCTS, WORK BY OWNER AND UNDER
SEPARATE CONTRACTS:
A. No Government-furnished buildings shall be provided in this project.
B. Seeding for post-construction rehabilitation shall be provided by the Forest Service.
C. Items designated in the contract for salvage and reuse are considered Government-furnished property, and shall be keep safe from damage, as the components are not easily replaceable. If these salvaged items are damaged, they shall be replaced by the Contractor at no expense to the Government.
D. Grays Harbor PUD (GHPUD) shall deenergize service feeder line and pull existing meter prior to construction. After installation of flush toilet, GHPUD shall install new electrical meter and reenergize service feeder line.
1. Contractor is solely responsible for coordination with GHPUD throughout the project, including submission of applicable permits and electrical load calculations.
2. Contractor is solely responsible for payment of all permits and fees to the local utility companies.
1.12 PAYMENTS AND PRICING
A. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for items shown. Equitable adjustments that are deemed fair and reasonable by

the CO, shall be applied if necessary. Contractor shall pay Davis-Bacon prevailing wages (enclosed for Grays Harbor County) for all work performed on site.
1.13 CLOSEOUT
A. Post construction submittals including test results if applicable.
B. Manufacturer and Installation Warranties.
1. Manufacturer: Manufacturer’s Standard Warranty
2. Installation: Minimum one year.
C. Final Inspection: Submit an e-mail request for final inspection for acceptance to the COR. On receipt of request, COR will either proceed with inspection or notify Contractor of unfulfilled requirements. Engineer will prepare final Certificate for Payment after inspection or will advise Contractor of items that must be completed or corrected before certificate will be issued.
