STATEMENT OF WORK (SOW)
December 17, 2020
1.0 SCOPE the Appalachian Fruit Research Station (AFRS) Greenhouse complex contains ten (10) experimental greenhouses designed to utilize a combination of mechanized ridge and sidewall vents, ventilation fans and evaporative cooling cell media to reduce internal greenhouse temperatures. The buildings are designated as Green House Nos. 1 through 3, 5 through 7, 8a, 8b, 9a and 9b. The complex also contains a central headhouse facility and Greenhouse No. 4 which utilizes an HVAC unit in combination with ridge vents for cooling.
The existing cooling cell systems system utilize irrigation water for the cooling cell water requirements and over time the evaporative process has caused the dissolved minerals in the irrigation water to accumulate on the cell media and in the water circulation systems.
The project intent is to replace the existing cooling cell system, install a reverse osmosis treatment facility to produce demineralized water for the cooling cell system and modify the existing cooling cell/irrigation distribution piping to create a separate demineralized water distribution system for the cooling cells that is isolated from the irrigation water distribution system. Additional work to improve the ventilation capability of the greenhouses includes the replacement of ridge vent screens and the repair/replacement of the ridge and side vent systems at all eleven (11) greenhouses.
2.0 STATEMENT OF WORK
ISOLATION OF EXISTING IRRIGATION SYSTEM
· The Contractor shall provide all labor and materials necessary to remove the existing cooling cell system from the irrigation water distribution system.
· The Contractor shall legally dispose of all demolished materials and construction debris off site.
· The Contractor shall clean, repair, refurbish and adjust the existing irrigation piping and install new pipe, fittings and accessories as required to create a complete and fully functional irrigation system.
· The Contractor shall demonstrate full functionality of the system to facility personnel.
COOLING CELL SYSTEM REPLACEMENT
· The Contractor shall provide all labor and materials necessary to remove the existing cooling cell systems.
· The Contractor shall legally dispose of all demolished materials and construction debris off site.
· The Contractor shall install new, complete and fully functional evaporative cooling systems for ten (10) experimental greenhouses.
· New systems shall be modular, self-contained units with built in sumps, pumps, collection troughs and supply and return drainage piping properly sized to meet maximum operating capacities as manufactured by Aquacool, Quietaire, “OR EQUAL”.
· The existing below grade sump pump reservoirs serving Greenhouse Numbers 8A-9B shall be removed or filled in with inert material.
· New units shall be installed according to manufacturer’s recommendations.
· Each section shall be sized to fit into existing openings.
· Each unit shall have union connections to the upstream and downstream demineralized water supply and return piping for maintenance requirements.
· Each section shall have a drain valve(s) installed to permit winter drain down of the system.
· Cooling Cell Pad (filter media) shall be 4” x 36” in greenhouses 8A, 8B, 9A and 9B and 6" x 36" in greenhouses 1-3 and 5-7
· Coated Evaporative Cooling Pads
· The Contractor shall make all electrical and make-up water connections required for system operations.
REVERSE OSMOSIS WATER FILTRATION SYSTEM
· The existing irrigation make-up water system has a high mineral content which causes mineral deposits to accumulate on the Cooling Cell evaporation pads. A new make-up water supply system will be installed utilizing demineralized water to eliminate the accumulation of mineral deposits. The system will consist of a reverse osmosis filtration system, treated water storage tank, pressurization pump, and supply and return piping to each Cooling Cell sump. A float valve will be utilized to keep the sump water level constant; drainage valves, unions, and shut off valves will be installed as required for ease of system maintenance and to allow seasonal drain down of the systems.
· The Contractor shall provide all labor and materials necessary to provide a complete Reverse Osmosis R/O Filtration System including but not limited to the following:
1) A skid mounted reverse/osmosis filtration unit
2) Pre-treatment water softener and carbon filters to extend the life of the R/O membrane
3) Provide required water supply to the unit
4) Provide required electric service to the unit
5) Provide required drainage to the unit. (if Required by Manufacturer)
6) Provide water storage tanks, pressurization pump, supply piping, float valves, drain valves, fittings and accessories as required for a complete and functional demineralized water distribution system to the cooling cells units.
7) Cooling Cell supply piping shall be schedule 80 PVC pipe.
8) R/O output, storage tank capacity, distribution pipe and circulator pumps shall be designed to meet 120% of the peak water demand placed on the system by the cooling cell systems.
9) The following is for general information only. Contractor will design the R/O System based upon Manufacturer’s system requirements.
a. Evaporative cell area for each Greenhouse (Nos. 1-3 and 5-7) is 57 sf (19ft x 3ft)
b. The existing evaporative cell area for Greenhouse (Nos. 8a,8b,9a,9b) is estimated to be 135 sf (45ft x 3ft) each.
c. The Minimum water flow rate within each Cooling Cell Unit with 4” media is estimated to be ½ gpm/sf of media and with 6” media is 0.8gpm/sf of media.
d. The minimum sump capacity for each Cooling Cell Unit with 4” media is estimated to be 0.80 gal/sf of media and with 6” media is 1.o gal/sf of media
e. The maximum water consumption is estimated to be 12gal/sf/of media/day
10) Contractor shall verify all dimensions in the field prior to the start of design/construction.
MECHANICAL VENTILATION SYSTEMS
· The Contractor shall provide all labor and materials necessary to restore the existing mechanical vent systems to full functionality including but not limited to:
1) Remove existing ridge vent drive shafting, shaft hangers, rack and pinions, and drive motors.
2) Furnish and install new ridge vent drive shafting, shaft hangers, rack and pinions, and drive motors.
3) Remove existing exterior side vent drive components including drive shafting, shaft hangers, rack and pinions and drive motors.
4) Furnish and install new exterior side vent drive including support posts, drive shafting, shaft hangers, rack and pinions and drive motors.
SYSTEM INTEGRATION:
· Functionality: The RO water system and ridge vents are intended to be part of one integrated evaporative Cooling Cell System in which all parts work in synchronization.
· The Contractor shall commission and startup the new system after installation and test system functionality using the current greenhouse controlling software maintained by Control Systems Inc of Hagerstown, MD.
SYSTEM DESIGN
· The water flow rates, sump capacity, water consumption and cell media dimensions are for estimating purposes only.
· The Contractor shall engage the services of a Licensed Professional Engineer to design complete and fully functional irrigation, reverse osmosis and cooling cell and systems.
SITE VISIT
· Bidders are strongly encouraged to visit the site of the proposed work and review the existing conditions relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify bidder. However, change order requests for items that could have been reasonable ascertainable from a site visit (and included in a bid) will be reviewed by the Government and evaluated accordingly.
PANDEMIC SPECIFIC REQUIREMENTS FOR ACCESS TO ARS LOCATIONS
· Contractor shall submit pandemic plans for review and approval 2 weeks before any site visit or mobilization
· Contractor must follow all State and Local guidelines for entry into the state which may include testing, quarantine, etc.
· Plans must show compliance with any State Construction Guidelines
PRECONSTRUCTION SUBMITTALS
· Prior to the start of any construction the Contractor shall submit for Government Review and Approval Drawing(s) and specifications issued by a Licensed Professional Engineer fully illustrating the R/O demineralized water plant and distribution systems; existing irrigation system modifications and control system installations.
1) Contractor shall submit 65% drawings for USDA Review and Approval; allow two (2) weeks for government review and comments
2) Contractor shall submit 95% drawings for USDA Review and Comments; allow two (2) weeks for government review and comments.
· Material submittals are required prior to the start of construction (work) and required USDA approval prior to being incorporated into the project.
· Submittals are to be transmitted via USDA Material Submission Log and shall include but not be limited to:
1) Shop Drawings
a. Drawings, diagrams and schedules specifically prepared to illustrate some portion of the work.
b. Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project.
c. Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.
2) Product Data
a. Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for some portion of the work.
b. Samples of warranty language when the contract requires extended product warranties.
3) Samples
a. Fabricated or unfabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.
4) Manufacturer's Instructions
a. Preprinted material describing installation of a product, system or material, including special notices and Material Safety Data Sheets (MSDS) concerning impedances, hazards and safety precautions.
b. Data provided by the manufacturer, or the system provider, including manufacturer's help and product line documentation, necessary to maintain and install equipment, for operating and maintenance use by facility personnel.
c. Data required by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.
d. Data incorporated in an operations and maintenance manual or control system.
PROJECT DELIVERABLES
· Upon completion of the project the contractor shall deliver the following:
1) Startup, commissioning and Owner Training on all systems and equipment
2) Four (4) hard copies of the red-lined drawings and specifications
3) Four (4) bound copies of the operations and maintenance manuals including all manufacturer warranties
4) Two (2) copies of all documents in PDF format on portable electronic media storage devices (Thumb Drive, Flash Drive, Jump Drive)
5) .One (1) year warranty on all parts and labor

· PERIOD OF PERFORMANCE
Contractor has 180 calendar days to complete the contract from the award/NTP date.
· WORKING HOURS
Normal work hours are from 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays.
· PAYMENT
Payment will be made through the Invoice Processing Platform (IPP)
· INSPECTIONS
The Contractor shall notify the COR & FM/LM that they are ready for a substantial completion inspection ten (10) days before the end of the contract period. The Contractor shall submit a written request to the CO for a final inspection in writing at least seven (7) days prior to completion of the project.
· SUPERINTENDENCE
· Full time supervision of employees and subcontractors is required. The COR & FM/LM shall not take the responsibility of acting as foreman. Failure to comply with this requirement may risk a work stoppage until resolution for contractual compliance. The contractor’s superintendent shall sign in all workers daily in coordination with the FM/LM.
· The prime Contractor is responsible for all actions of his subcontractors.
· The Government has no contractual relationship with subcontractors or suppliers.
· SAFETY
· The Contractor shall comply with all Federal, State and local laws pertaining to EPA Mold Remediation, OSHA, fire safety, environmental regulations.
4.0 SITE REQUIREMENTS (See General Specifications)
· UTILITIES
4.1
· The Contractor shall provide all temporary utilities required for construction. If agreeable with the COR & FM/LM, the contractor may use location utilities.
· The Contractor is responsible for the expenses to connect and disconnect to any utility system needed. The Contractor shall coordinate all utility hookups with the COR & FM/LM.
· If necessary, the Contractor shall request any mechanical or electrical shutdowns at least one week in advance. This request must be submitted to the COR & FM/LM so to coordinate this activity with the facility management. It may be required that shutdowns be performed during other than regular working hours.
· HOUSEKEEPING
· The Contractor shall remove and dispose of dirt and debris and keep the premises always clean during construction. This shall be done as frequently as needed but not less than once a week.
· SITE ENTRY
· The foreman or superintendent must sign in all workers at the FM/LM office daily before work begins or at another location designated by the COR & M/LM.
· Government engineers and contracting personnel shall always be allowed access to the site. Others may visit the site with permission of the COR & FM/LM. The COR & FM/LM shall be informed of all suspected unauthorized visitors.
· All workers must comply with State and Facility COVID-19 requirements
5.0 ATTACHMENTS
· The following attachments are included for the Contractor’s reference. It is strongly recommended that the Contractor perform a pre-bid site inspection prior to submitting a proposal.
