About this file
This is a Seller Checklist document issued by the City of Philadelphia Procurement Department for vendors participating in small order purchases through the PHLContracts platform. The document provides step-by-step instructions for sellers to submit quotes for the Dell PowerStores Maintenance and Support requirement. Vendors must complete all required sections including the General Tab (confirming seller role and Local Business Entity status), Items Tab (entering unit costs for all listed items), Questions Tab (answering mandatory questions), Terms & Conditions Tab (accepting bid terms and downloading attachments), and Attachments Tab (submitting required documentation). The small order purchase will be awarded as a whole or by line item to the lowest responsive and responsible bidder, with the requirement that sellers quote all items to be eligible for award. The resulting contract will be structured as a Requirements contract, and no services or delivery shall occur until the department issues notification to proceed.
Vendors must ensure an executed Consent & Authorization form is on file in their vendor profile prior to quote submission, as no quote will be considered without this document. The checklist also references an optional LGBTQ Applicant Opportunity Data Form that vendors may attach. All validation warnings must be addressed and resolved before final quote submission through the PHLContracts portal. Vendors should save their work at each step and may access incomplete quotes through the Quotes tab for later completion and submission.
