About this file

This Statement of Procurement (SOP) document outlines contract terms for Dell PowerStores Maintenance and Support services with the City of Philadelphia, specifically managed through the Airport Purchasing Administration Unit. The contract is awarded as a whole or by line item to the lowest responsive and responsible bidder, with sellers required to quote all items to be eligible for award. This Requirements contract establishes an initial contract term of twelve (12) months from the date of award, with provisions for renewal at the sole discretion of the City on an annual basis for up to three (3) additional one-year periods.

Pricing is established according to rates set forth in PHLContracts for the initial twelve-month period. For any renewal periods, sellers may request price increases, which must be submitted in writing to the Airport Buyer at least thirty (30) days prior to contract expiration to become effective on the renewal period's first day. Price adjustments are based on the percent change in the Consumer Price Index (All Items) for All Urban Consumers - Philadelphia as published by the U.S. Department of Labor, with a maximum cap of 4% per renewal period, whichever is less. Should sellers fail to submit price increase notices within the required timeframe, the effective date shifts to thirty (30) days from the City's receipt of the letter, or if received after contract expiration, prices remain unchanged from the previous period. Price decreases may be submitted to the Airport Buyer in writing at any time.

(1) year period(s). Seller may increase prices for future renewal periods provided that:

Notice of price increases must be received, in writing, by the City at least thirty (30) days prior to the expiration of each contract period in order for price increase to be effective as of the first day of the renewal period. the effective date of the price increase shall be thirty (30) days from the receipt of the price increase letter by the City;

or if the letter is not received before the last day of the contract period, the prices for the renewal period shall be the same as the prices for the previous contract period.
