Q.1 RFP, Attachment B Evaluation Criteria: In section 3, Price and the associated Logistics Price Attachment (Attachment C), we understand the Government wishes to have our fully loaded hourly rates for each position title that may be used under the contract. Shall we put in the fully loaded hourly rate in the column for each task order or the extended price (number of hours times the fully loaded hourly rate)?

Please fill in the hourly rates for the position, and carry that through each task. This will be the basis for evaluating offerors and the logistic CLINs

Q.2 - The Logistics Price Attachment (Attachment C) has a line for ODCs and a line for subcontractor costs. Will we be allowed to add G&A and fee to these elements at the time the task orders are issued?

A G&A line has been added to Attachment C. Please add your G&A percentage to each task Q.3 We request the Government make the task orders and ODCs line item reimbursable as net 15 days.

The Government’s general policy on payment is 30 days. As stated during the site visit, in the event of a financial hardship due to a large or unusual request, please discuss options at the time of order with the CO. If there is an EPA response larger than normal response activity, EPA has alternative payment options that we may be able to take advantage of.

Q.4 The Evaluation Criteria document requires Offerors to provide "Documented experience and expertise in: the maintenance, calibration and use of emergency response equipment and in the 15 logistics areas listed in the PWS." Our review of the logistics portion of the PWS reveals that Logistics is divided into two functions: 1. Removal Support with nine task areas; and 2. Response Incidents with 15 task areas for a total of 24 Logistics task areas. Are offerors only to respond to the offer documented experience and expertise in the "Response Incidents" task areas? Can the Government please clarify precisely which task areas in the Logistics portion of the PWS we are to offer documented experience and expertise for?

There are 5 tasks under the warehouse portion, 9 tasks under Removal Support, and 15 under Response Incidents. The evaluation criteria has been updated to reflect the correct number.

Q.5 The Evaluation Criteria document states, "Resumes are not required but may be submitted to ensure that any proposed contractor employees have the technical training and skills to perform the work under this PWS." Will the Government allow for resumes to be included outside of the 15 page limitation?

Brief resumes do not count against your 15 page limitation.

Q.6 Knowing what equipment was sent out to EPA exercises/drills is critically import to know because it is rarely stored properly, we can see an issue with the condition of the materials and supplies. Would it be the Government’s responsibility or the Contractor’s responsibility to insure that all of the materials are all unpacked inspected, tested, inventoried, and packed up correctly?

It is a shared responsibility. The contractor will be responsible for ensuring, to the best of their ability, that material is packed correctly prior to shipment and upon return. Any discrepancies should be noted and elevated to the EPA COR as soon as possible. Contractor will not be held responsible for equipment failures or missing equipment outside its control if standard practices for checking equipment and supplies are followed.

Q.7 Are all of the materials and supplies bar coded?

Most equipment is bar coded. Consumable supplies are usually not coded.

Q.8 Will there be a Transition Period so that the Contractor has an opportunity to inventory and inspect all equipment, vehicles, materials and supplies? The concern here is who has the responsibility if items are missing or equipment is not functioning as required?

There will be a transition period. The length of that period will be dependent on a number of factors including award date, security clearance process, and existing contract end dates. The specific transition dates and period will be discussed more in detail at the post-award conference with the selected contractor.

Q.9 Is there a list or inventory of use on the equipment and if they are currently within their manufacturer life expectancy/end of use dates?

This depends on the equipment or supplies.

Q.10 How many square feet Addison warehouse?

The EPA Superfund warehouse is 3,705 sf. There is additional office space and training space connected to the warehouse that the contractor is not responsible for but part of the overall facility. There is also a large open parking area behind the warehouse for vehicles. The lease on the current facility runs through July 2019.

Q.11 Is this a continuous Logistics Support Services contract that requires logistics services to be provided for all day to day operations for normal ER activations and removal Sites.

Logistic services will not be required for every site. Routine ER and removal sites will likely need limited logistic services, if any.

Q.12 When providing these services who is the approving authority for purchases/support needed during these ER/removal sites.

When providing logistic services, the ultimate authority is the Contracting Officer. On-Scene Coordinators have limited warrants and can authorize services to be initiated. Approving authority will be either the CORs, OSC, or CO dependent on the need. Ordering authority will be delineated at time of service request.

Q.13 What is the prior notice time for logistics support services needed for preparedness drills and training exercises. (How much notice will be given)

For drills and exercises, as much time as possible will be given. At least 1-2 weeks would be reasonable for most training, if not more.

Q.14 What is the time frame for reimbursement for site specific charges accumulated while providing normal day to day logistics support.

Site specific charging would occur in tandem with regular billing each month. See answer above for special situations.

Q.15 Is there a difference in the method of invoicing for normal logistic support operations provided day to day, from the invoicing that would take place on a large scale event that requires a ICP full set up. (i.e. supporting operations like Hurricane IKE) Potentially, but any special invoicing requirements would be discussed with the contractor at time of activation. The difference in invoicing would apply to how funds are accounted for, but not how the actual bill is sent for payment.

Q.16 Will the logistics contract have access to EPA network servers during operations or will we have to provide additional Network Servers to meet the requirement of Task B in the PWS.

Contractor will not have routine access to EPA servers due to security and financial/legal considerations. The EPA intends to use our own procurement channels for most laptop and server purchasing, except under unique situations. Any need for contractor provided servers will be discussed with the contractor prior to ordering.

Q.17 Please provide the government's desire with respect to the planned award date. Additionally, please describe the government's need for transition overlap with current contractor to ensure continuity of service.

At this time the Government plans to make award around April 1, 2016. There will be a transition period to be discussed after award, along with sufficient time for security checks if necessary.

Q.18 Under the evaluation section of the solicitation it states, "Technical proposals shall be no more than 15 pages, double sided with standard margin and font size." Does the government expect proposal technical submissions to be no more than 15 pages with print on both sides (i.e. up to 30 pages of written technical information) or is it 15 double side with print only on one side?

15 pages double sided (30 single sided)
