US EPA Region 6 Warehouse Operations and Logistic Services Questions and Answers – February 5, 2016
1. When will Industry Day questions be released?
A – Questions and answers from the walkthrough have been posted with Amendment 3 dated February 1.
1. Can EPA add a CLIN to capture the cost of transition? It is impossible to be instantly responsible for GFE, on-going deloyments, and onboard contractor personnel without a 30-day transition period.
A – There is not a transition CLIN, however it is EPA’s intention to give a transition period. The most likely scenario is that both contracts(current and new resulting from this solicitation) will run concurrently for a period of time.
1. CLIN 003 – Are hourly contractor rates on the pricing table to include estimated cost for food and lodging of deployed contractor personnel?
A- Hourly rates only include the actual labor costs. Travel costs, including lodging and per diem costs if required, will be handled through the ODC CLIN item.
1. We kindly request the Government incorporate the Davis Bacon Act wage determination applicable to Dallas county into the solicitation.
A – Davis Bacon should not be required under this contract. Service Contract Act wages for Dallas County have been included in Amendment 3. If DBA wages are required due to a specific site, the contractor should work with the Contracting Officer to offer revised rates for that specific response action.
1. In a logistics task order scenario, will the Government allow the cost of pre-employment physicals as a reimbursable ODC under the task order when we have to hire new employees on a part time or short term duration to support the task order?
A – The contractor should plan for any pre-employment costs for long term workers and temporary hires to be included in the pricing submitted with your proposal.
