Include the following information for each contract and order listed:

The Government will evaluate an offeror’s past performance based on information obtained by the contracting officer from any references associated with the offeror’s described contracts/projects. The government will utilize the past performance questionnaire (Attachment E) in developing past performance information. The government will utilize the evaluation of past performance according to the EPAAR Scoring Plan, on a scale of 0 to 5 (EPAAR § 1515.307-70). Any scores below a “3 or Successful” will result in the offeror’s past performance being deemed unacceptable. In the case of an offeror without a record of relevant past performance, or where past performance is not available, the government will evaluate the offeror neither favorably or unfavorably and the offeror will receive a rating of neutral.

3. Price The government will determine the total contract amount by adding the total of the Base Year to the total of each Option Year Period. ODC’s (CLIN 2) are estimated at $200,000 per year; offeror shall include this amount in each annual price calculation.

Daily rates as found on Attachment C (Logistics Rates) will also be included in the overall total price; include the hourly rate and the total rate after multiplying by the estimated hours. These rates shall be incorporated into a final contract for use when the logistics function is required, and will be utilized for the time and material authorization. The Government may determine that an offer is unacceptable if option or the base prices are significantly unbalanced. Evaluation of options does not obligate the Government to exercise the option(s). In accordance with FAR 52.212-1(g) the Government intends to evaluate proposals and award a contract without discussions with offerors, but reserves the right to open discussions if in the best interest of the Government.

Realism: Pursuant to EPAAR § 1552.215-70(a)(1), the government will evaluate proposals to determine cost or price realism. The government will consider as indicative of a lack of understanding of the complexity and risk in contract requirements, offers that are unrealistic in terms of technical approach or unrealistically low or high in price. The government will not consider unrealistic offers for award.
