PERFORMANCE WORK STATEMENT
US EPA Region 6 Logistics Support Services And Warehouse Management & Equipment Maintenance
1. BACKGROUND
The US Environmental Protection Agency (EPA) Region 6 requires Logistics Services and Warehouse Management and Equipment Maintenance Services to support its mission in protecting human health and the environment and for its role under the National Response System (NRS). These services include: managing and maintaining the US EPA Region 6 Warehouse and Equipment; logistics support services in Region 6, Emergency Removal support; non-time critical removal support; and readiness and training exercises required for EPA to retain its readiness capabilities. The National Response System (NRS) is the principle federal mechanism for responding to release of hazardous substances and oil utilizing a multi-layered network of individuals and teams for Federal, State and local agencies and industry. EPA Region 6 Offices are currently located in Dallas, TX 75202 at 1445 Ross Avenue and which includes the States of Texas, New Mexico, Oklahoma, Arkansas and Louisiana.
EPA’s role under the National Response System is to respond to emergencies within its area of jurisdiction, for releases/discharges or threats of releases/discharges of oil, hazardous substances, pollutants, contaminants, or fire or explosion hazard. This includes responding to natural disasters and acts of terrorism as part of a broader Federal response under the Emergency Support Function 10 (ESF 10) of the Federal Response Plan, the Stafford Act of 1990, the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Oil Pollution Act of 1990 (OPA), the Clean Water Act (CWA), or other applicable Federal laws. Also included in this responsibility is to coordinate all federal, state, local and private efforts associated with responding to environmental emergencies under several federal and regional contingency plans. Other responsibilities include responding to nuclear, biological, chemical, radiological (NBCR) events and to assist in a disaster or counter terrorism/weapons of mass destruction (CT/WMD) incidents. EPA also supports states and communities in their preparedness and response activities as part of its mission.
To maintain a constant state of response readiness, EPA R6 also develops and conducts periodic drills and exercises. An integral part of these exercises is the calibration and use of EPA owned response equipment in conjunction with simulated response events so it is imperative that all response equipment and vehicles be maintained accordingly. The contractor shall assist EPA during preparedness drills and exercises utilizing the equipment.
EPA’s delegated authority to undertake removal and remedial response action with the release or threat of release of oil, hazardous substances, or pollutants and contaminants often requires the establishment of the Incident Command System (ICS) structure to manage the responses to Federal disasters and other declared emergencies. Logistics is a section under the ICS and is activated at the direction of the Incident Commander during a disaster response if that function is required to support the response.
Logistical Support Services requirement emerged from the need to have the ability to provide logistical support to the EPA On-Scene Coordinators (OSCs) and other federal officials implementing EPA’s responsibilities under the national response system.
To maintain a constant state of response readiness, EPA R6 also develops and conducts annual drills and exercises. An integral part of these exercises is the calibration and use of EPA owned response equipment in conjunction with simulated response events so it is imperative that all response equipment and vehicles be maintained accordingly.
EPA Region 6 requires a Warehouse Management and Equipment Maintenance contractor for maintenance and management of its response equipment and vehicles in order to respond to emergencies within its area of jurisdiction. These are responses to emergencies of the release/discharge or threat of release/discharge of oil; hazardous substances, or pollutants, contaminants; or fire or explosion hazards that pose an actual threat to human health or welfare, or the environment. An integral part readiness in order to respond to these emergencies is maintenance and a constant state of response readiness of EPA owned response equipment and vehicles. Emergency response equipment and vehicles must be calibrated and services so these items are in a constant state of readiness when an emergency response occurs. Accurate inventories and locations of checked-out equipment and vehicles must be maintained at all times to protect the government’s assets. Equipment must be available, serviceable and tracked during issuance, use, and return to the warehouse. This includes any and all information to support proper charging of the appropriate costs to any and all responses or exercises.
EPA Region 6 responses have included major hurricanes, major oil spills; train derailments, industrial facility explosions and/or accidents; and other emergencies. Experience and lessons learned from responding to these incidents have highlighted the importance of having capability to provide immediate housing/lodging accommodations, foods services, communication capabilities, medical, security and other support services for personnel responding to these emergencies. It is during these responses that it is essential that warehouse support be available to dispatch equipment and vehicles to the response location/s. Often during a major natural disaster, there are several geographic locations involved and the dispatch and inventories must account for the type of equipment checked-out, its location, and the person it is checked-out to. As essential personnel are deployed to devastated areas throughout Region 6, sufficient logistical support services must be made available to ensure the safety and security of response personnel. Sometimes these areas are without electricity, running water, sanitation, shelter, and other facilities for indefinite periods of time. Housing and communications are often the least available support services available as responders from all sources compete for the same limited support services.
A joint logistics support services and warehouse management and equipment contractor will provide EPA Region 6 with efficient mechanism for readiness and preparedness when responding to environmental emergencies. By participating in training exercises and daily warehouse management and equipment maintenance, contractor personnel will have a working knowledge of how EPA Region 6 conducts business during an emergency response.
