Questions from Walkthrough 1/19/16
Q – Please clarify what the one hour response time means.
A – One hour means your employees should be capable of responding to the warehouse within one hour of the call from EPA for after-hours service.
Q – Is overtime allowed, and how will it be billed?
A – Overtime will be billed in accordance with your company policies, and can be billed under the “ODC” line item.
Q – How will orders for logistic services be placed?
A – For all orders written instructions will be provided, but may be preceded by verbal instructions. For smaller responses, an On-Scene Coordinator, Contracting Officer, or Project Officer will notify the contractor of the required supplies/services and the timeline for providing them. On larger responses there may be an initial request from an OSC for service, but this will be followed by discussions between the CO/PO/OSC and the Contractor about what can be done, and the timeline for providing services.
Q – Will IT services require configuration?
A – Generally speaking any required IT supplies or services would only be plug and play. Printers, scanners, plotters, and off the shelf equipment is what generally would be requested. Anything beyond that would require previous discussions and coordination prior to ordering. This also includes laptops or other network connected devices; generally speaking laptops and servers would be purchased or provided for by EPA.
Q – Please clarify the term maintenance.
A – EPA intends the term maintenance to mean preventative maintenance and other basic repairs that can be accomplished without advanced training or certification. Other repairs would be contracted out either by EPA or through the Contractor, after discussions between the COR and the contactor.
Notes:
· The rates for employees will be based off the SCA rates in Dallas County, TX. Should contractors be required to work outside the Addison/Dallas area, rates may be adjusted as required. Contractor is responsible for requesting adjustments from the Contracting Officer.
· Page 16 of the PWS refers to 50 people. This capacity refers to 50 persons per day, but the total for week may be more than 50 people total.
· Currently the inventory system is owned and operated by the incumbent contractor. Your proposal should include the transition between the Contractor owned inventory system (with barcodes) and the new system to be proposed as part of this solicitation. Current inventory information will be provided in a Microsoft Excel compatible format.
· EPA Region 6 has historically required vehicle or on-site equipment delivery 4-5 times per year. Additionally, anywhere between 15-20 responses per year may require shipment of supplies or equipment. While these numbers are generally based on historical averages, the nature of the work will determine actual year to year numbers. Any responses that may require the contractor to impact the contractor’s ability to maintain normal warehouse operations should be discussed with the CO/PO/COR prior to fulfilment.
