SOL-514-17-000005 – CDLO

AMENDMENT 01 – LIST OF CHANGES

The purpose of this amendment is to update the solicitation to reflect changes due to the Bidders’ Conference input and the Q&A received.

Changes are made as follows:

1) On page 10, Section B.4. CONTRACT BUDGET AND CEILINGS – CLIN 001, delete “Activity Costs - $TBD” and replace with two rows: “Activity Costs (Direct) - $TBD” and “Activity Costs (Indirect) - $TBD”

2) On page 11, Section B.4. CONTRACT BUDGET AND CEILINGS – CLIN 002, delete “Activity Costs - $TBD” and replace with two rows: “Activity Costs (Direct) - $TBD” and “Activity Costs (Indirect) - $TBD”

3) On page 16, Section C.4.1. Goals and Objectives, delete items a) through d) and replace with:

a) Local community groups and producer organizations strengthened;

b) Community organizations engaged in the provision of public services and improvement and maintenance of infrastructure in conflict-affected regions;

c) A positive and sustainable economic environment in conflict-affected areas enabled;

d) Conflict-affected communities actively participate in multi-level dialogues for development planning.

4) On page 20, Section C.4.1., b) Objective 2, delete “25% of the entire CDLO budget will be spent on infrastructure activities” and replace with “About 25% of CLIN 1 budget will be spent on infrastructure activities”.

5) On page 32, SECTION F - DELIVERIES OR PERFORMANCE, delete Section F.2. in its entirety and replace with:

“F.2. PERIOD OF PERFORMANCE

(a) The period of performance for CLIN 001 is five years from [TBD] to [TBD].

(b) The ordering period for TOs (CLIN 002) is from [TBD] to [TBD].

(c) TOs may be issued at any time during the ordering period for TOs and must end by [TBD, two years after the Ordering Period].

Although TOs under the CLIN 002 may be issued during the ordering period provided in paragraph (b) above, the maximum period of performance for any individual TO will be no more than five years and will not exceed the end date provided in paragraph (c) above.

For example, TOs issued during Years 1 and 2 may have a five-year period of performance, whereas TOs issued during Years 3, 4, and 5 will have less than a five-year period of performance given the end date provided in paragraph (c) above.”

6) On page 36, REPORTS AND DELIVERABLES, F.7.1. REPORTS, c) Activity Monitoring, Evaluation and Learning Plan (Activity MEL Plan), delete all uses of “and Results Chain (RC)”.

7) On page 36, REPORTS AND DELIVERABLES, F.7.1. REPORTS, c) Activity Monitoring, Evaluation and Learning Plan (Activity MEL Plan) delete “the Special

Considerations in” and replace with “Section C.4.1”; on Section L.8.2., delete “Special Considerations” and replace with “and the principles listed on Section C.6. through the entirety of the Technical Proposal.”

8) On page 36, REPORTS AND DELIVERABLES, F.7.1. REPORTS, c) Activity Monitoring, Evaluation and Learning Plan (Activity MEL Plan) and on page 110, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.3.

Technical Approach, Annex F, delete “ten (10)” and replace with “twelve (12)”

9) On Page 47, Section F.9. IDIQ SUPPLEMENTAL TECHNICAL ASSISTANCE ORDERING PROCEDURES (APPLICABLE TO CLIN 002), delete “on biodiversity conservation work”.

10) On page 93, SECTION J – LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS, delete “CELI/ADAM/MIDAS”

11) On page 108, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.2. Format, Page Limitation and Content, delete “The text in any text boxes included within the technical proposal must not be less than 12 points in size.”

12) On page 108, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.2. Format, Page Limitation and Content, delete “Draft Procurement Strategy”

13) On page 108, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.2. Format, Page Limitation and Content, delete “USAID 1420-17 Biographical Data Sheet &” and “, in addition to the 1420-17 format”

14) On page 109, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.3. Technical Approach, delete items a) through d) in their entirety and replace with the following:

a) The Technical Approach must develop a clear causal relationship between planned interventions and expected outcomes. Clearness and technical soundness of the technical approach refer to the description on how the proposed approach will achieve the objectives described in Section C.4.1. and the deliverables requested in Section F.6. An innovative and ambitious approach considers lessons learned from previous interventions (available at the Development Experience Clearinghouse – DEC) and includes new elements (strategies, technologies, knowledge, etc.) that help overcome challenges and accomplish the desired objectives. The Offeror must propose a list of maximum twelve

(12) indicators that will be used to measure and monitor progress in all four components, including units of measure, targets by year and a succinct explanation of how data will be collected;

b) In the Technical Approach, the Offeror must demonstrate a thorough understanding of the actors, dynamics, and processes both at the local and national levels and articulate specific tactics that will have the greatest development impact in terms of rural and alternative development. The context of the targeted, conflict affected regions includes - but is not limited to - ethnic considerations, historical conflicts, cultural practices, socio-economic aspects, etc. as well as the principles included in Section C.6.

Furthermore, in order to demonstrate the appropriateness of the Technical Approach, the

Offeror must identify risks, opportunities and challenges that will be faced in working within the targeted geography and how the technical approach will address them;

c) In the Technical Approach, the Offeror must demonstrate flexibility – which refers to the ability the technical approach must show in terms of quick adjustability to sudden external conditions (institutional, political, climatic, etc.) – and responsiveness – which is related to the capacity of the technical approach to implement those unforeseen activities – and connect/integrate them to the Activity’s strategy, both of which are included in the Activity's principles in Section C.6.;

d) The Offeror must propose throughout the Technical Approach the utilization of subcontracts, GUCs and STTA to promote the achievement of the objectives described in Section C.4.1. using the principles included in Section C.6.d). It is expected that the activities under subcontracts and GUCs will leverage resources at a rate of 1:3 times.

15) On page 110, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.3. Technical Approach, Annex F, delete “how baseline measurements will be established and”

16) On page 110, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.4. Coordination and Partnership Strategy, delete items a) through c) in their entirety and replace with the following:

a) The Coordination & Partnership Strategy must describe the rationale for the proposed strategy to promote coordination between key GOC entities at the local, regional and national level, including community advocacy to obtain the buy-in of any institutions necessary for rural development activities and illicit crop control interventions, following the principles outlined in Section C.6. The Coordination & Partnership Strategy must explain how the proposed coordination and alliances increase the chances of an intervention that is sustainable after completion. Sustainability is understood as “the capacity of a host country entity to achieve long-term success and stability and to serve its clients and consumers without interruption and without reducing the quality of services after external assistance ends”

b) The Coordination & Partnership Strategy must explain how the different pillars of the proposed technical approach coordinate among themselves and with the objectives of other donors and USAID activities to get high-level impact synergies, in adherence to the principles included in Section C.6. Coordination refers to the ability that the technical approach has in order to complement the work other donors and USAID programs are doing, as well as the actions taken to avoid duplication of efforts

c) The Coordination & Partnership Strategy must explain the proposed inclusion of an alliance-building approach with private sector, local, regional and national organizations to implement those aspects of the peace accords related to local-level social and economic development, including the reduction of illegal drug crops.

17) On page 110, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.5. Management Approach and Capability, delete items a) through c) in their entirety and replace with the following:

a) The Management Approach must include a clear organizational structure that supports efficient and collaborative activities across pillars and is also able to achieve the objectives described in Section C.4.1. This section must explain how the organizational structure will act as a whole unit, and how the actions and activities carried out in one pillar will interact with the rest of the Activity and is part of a comprehensive strategy.

The Organizational Structure must include representation of Colombian professionals in critical positions.

b) The Management Approach must describe how the organizational structure requested in Section F.8.2. will respond to the flexibility and responsiveness the technical approach must have. This means that the Management Approach must demonstrate that the whole-unit approach will work efficiently even under changing circumstances with the same level of efficiency and efficacy with a robust LOE in rural areas;

c) The Management Approach must present the proposed Key Personnel positions, must describe the qualifications (academic background, knowledge, expertise and experience working on project activities similar to their designated duties and responsibilities for this activity) of each person - as required in Section F.8.1. The Offeror may propose other Key Personnel positions (Refer to ADS 302.3.5.4).

18) On page 110, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, L.8.5. Management Approach and Capability , include the following language: “The Offeror must provide three (3) references for each Key Personnel. The references must include a description and include the name, title, email, and phone number of the person being contacted. The references information will not count against this Annex page limit.”

19) On page 113, L.9. INSTRUCTIONS FOR PREPARATION OF THE COST/BUSINESS PROPOSAL, include the following footnote: “In order to guarantee legibility of the proposed budgets, this part may be presented in 11” x 17” paper (297mm x 431.8mm).”

20) On page 113, L.9. INSTRUCTIONS FOR PREPARATION OF THE COST/BUSINESS PROPOSAL, CLIN 001 (12), delete “USAID will not agree to allow the GUCs to be included in the calculation of fixed fee. Also,”

21) On page 119, L.9. INSTRUCTIONS FOR PREPARATION OF THE COST/BUSINESS

PROPOSAL, PART 3 - REPRESENTATIONS, CERTIFICATIONS, AND OTHER

STATEMENTS OF OFFERORS, delete “The Offeror and each proposed subcontractor must complete Section K, “Representations, Certifications, and Other Statements of Offerors”” and replace with “The Offeror and each proposed subcontractor must complete and submit Section K, “Representations, Certifications, and Other Statements of Offerors”, as well as Attachments 5 and 14 included in this solicitation”

22) On page 120, L.9. INSTRUCTIONS FOR PREPARATION OF THE COST/BUSINESS

PROPOSAL, PART 10 - LETTERS OF COMMITMENT (MAJOR

SUBCONTRACTORS), delete “each subcontractor” and replace with “each major subcontractor”.

23) On page 123, SECTION M - EVALUATION FACTORS FOR AWARD, M.2.

TECHNICAL EVALUATION, M.2.1. Technical Approach, delete factors a) through d) and replace with the following:

a) Extent to which the proposed Technical Approach and the proposed list of indicators are clearly explained, technically sound, innovative, and ambitious, yet feasible and realistic in achieving all the program objectives and results;

b) Extent to which the Technical Approach considers the context of the targeted, conflict-affected regions and communities and is appropriate to these realities;

c) Extent to which the proposed Technical Approach is flexible and responsive to the territorial and national dynamics;

d) Extent to which the Technical Approach demonstrates efficient use of GUCs, subcontracts and/or STTAs.

24) On page 124, SECTION M - EVALUATION FACTORS FOR AWARD, M.2.

TECHNICAL EVALUATION, M.2.2. Coordination and Partnership Strategy, delete factors a) through d) and replace with the following:

a) Extent to which the Coordination & Partnership Strategy promotes sustainability and coordination between the GOC entities at the local, regional and national level, including community advocacy to obtain the buy-in of key institutions for rural development activities and illicit crop control interventions;

TECHNICAL EVALUATION, M.2.3. Management Approach and Capability, delete factors a) through d) and replace with the following:

a) Extent to which the Management Approach proposes an organizational structure that is clear and supports efficient collaborative activities across components, is consistent with the expected results of the Activity and includes Colombian professionals in critical positions;

b) Extent to which the proposed Management Approach maximizes flexibility to be responsive to the territorial and national dynamics and has a significant LOE in rural areas of the targeted regions;

c) Extent to which the Management Approach demonstrates that the qualifications of proposed Key Personnel (Chief of Party, Deputy Chief of Party, and the Contracts and Grants Manager) respond to the Minimum Required Qualifications relevant to their positions as described in Section F.8.1.
