Request for Proposal (RFP) Issuance Date: April 24, 2015 Deadline for Receipt of Questions: May 8, 2015 at 4:30 pm Jordan time Deadline for Receipt of Proposals: June 3, 2015 at 4:30 pm Jordan time

Subject: RFP No. SOL-278-15-000009

USAID/Jordan Improved Water Sector Management & Governance Activity (IWSMG)

Dear Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development Mission in Jordan (USAID/Jordan), is seeking proposals from qualified organizations to implement an activity entitled “Improved Water Sector Management & Governance (IWSMG)” (or “Activity”). As part of the proposal, the Offeror will develop a Performance Work Statement that will become Section C of the contract, which is based on the Statement of Objectives provided as Attachment 9.

This procurement will be conducted through full and open competition, for which the procedures for “contracting by negotiation, trade-off process” as set forth in Federal Acquisition Regulation (“FAR”) Part 15 will govern. All types of organizations (large or small commercial [for-profit] firms, educational institutions, non-profit organizations, faith-based and community organizations) meeting USAID source and nationality geographic code 937 are eligible to compete. In support of the Agency’s interest in expanding the number and sustainability of development partners, USAID encourages proposals from potential new partners.

USAID/Jordan intends to award a cost-plus-fixed-fee (CPFF) completion type contract for a period of five

(5) years from the date of award with an estimated cost in the range of $30,000,000 and $35,000,000.

This estimate includes the IWSMG’s core activities and potential supplemental activities to support intensive capacity building and development of Jordan’s three water utilities.

Although an estimated range is provided, Offerors should propose costs that they believe are realistic and reasonable for the work described in their proposal. The most effective approach for achieving the expected results is encouraged and the award will be made to the Offeror whose proposal offers the best value to the Government considering technical and cost factors (see Section M) of the solicitation.

Offerors are encouraged to read the entire solicitation. Pay special attention to Attachment 9 - Statement of Objectives; Section L – Instructions to Offerors; and Section M – Evaluation Criteria.

Any questions and requests for clarification regarding this solicitation may be submitted electronically by the due date indicated above to the following e-mail: bdiah@usaid.gov with a copy to amcginness@usaid.gov. If substantive questions are received that affect the response to the solicitation, or if changes are made to the closing date and time, as well as other aspects of the RFP, this solicitation will be amended. Any amendments to this solicitation will be issued and posted on the Federal Business Opportunities (FBO) website. Offerors are encouraged to check this website (http://www.fbo.gov) periodically as acknowledgement of any such amendment is required to accompany the Offerors’ proposal. It is the responsibility of the recipient of this solicitation document to mailto:bdiah@usaid.gov http://www.fbo.gov/

SECTION D – PACKING AND MARKING

D.1 AIDAR 752.7009 MARKING (JAN 1993)

(a) It is USAID policy that USAID-financed commodities and shipping containers, and project construction sites and other project locations be suitably marked with the USAID emblem. Shipping containers are also to be marked with the last five digits of the USAID financing document number. As a general rule, marking is not required for raw materials shipped in bulk (such as coal, grain, etc.), or for semi-finished products which are not packaged.

(b) Specific guidance on marking requirements should be obtained prior to procurement of commodities to be shipped, and as early as possible for project construction sites and other project locations. This guidance will be provided through the COR technical office indicated on the cover page of this contract, or by the Mission Director in the Cooperating Country to which commodities are being shipped, or in which the project site is located.

(c) Authority to waive marking requirements is vested with the Regional Assistant Administrators, and with Mission Directors.

(d) A copy of any specific marking instructions or waivers from marking requirements is to be sent to the Contracting Officer; the original should be retained by the Contractor.

D.2 BRANDING POLICY AND STRATEGY

The Contractor must comply with the requirements of the policy directives and required procedures outlined in USAID Automated Directive System (ADS) 320.3.2 “Branding and Marking in USAID Direct Contracting” at http://www.usaid.gov/ads/policy/300/320; and USAID "Graphic Standards Manual" available at www.usaid.gov/branding, or any successor branding policy.

In accordance with ADS 320.3.2 Branding and Marking in USAID Direct Contracts, USAID policy is to require exclusive branding and marking in USAID direct acquisitions. “Exclusive Branding” means that the program is positioned as USAID’s, as showcased by the project name (e.g. “The USAID/Jordan- Improved Water Sector Management and Governance Project). “Exclusive Marking” means Contractors may only mark USAID-funded programs, projects, activities, public communications, and commodities with the USAID Standard Graphic Identity and, where applicable, the host-country government or ministry symbol or another U.S. Government logo.

It is USAID’s policy that Contractors’ and subcontractors’ corporate identities or logos must not be used on USAID-funded project materials.
