STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

Bronze service agreement for the Illumina iScan and Autoloader 2.x

Statement of Need and Purpose:

The NIEHS Genomics Core (NGC) utilizes the Illumina iScan and AutoLoader 2.x for performing experiments to assess methylation changes. We would like to order a one year service contract to ensure efficient long-term operation of our instrument and uninterrupted service coverage. Illumina is the sole source for the licensed selling, maintenance and care of their microarray equipment.

This service contract serves to maintain current working status, on-site visits for repair when necessary and software upgrades as needed. Failure to purchase this service agreement will mean that upgrades will not be performed and that service visits will need to be paid upon request, costing thousands of dollars for each visit.

As such, the purpose of this requirement is to provide the National Institute of Environmental Health Sciences (NIEHS) with a preventative maintenance and service agreement for the Illumina iScan and Autoloader 2.x instruments.

Background Information and Objective:

The Illumina AutoLoader 2.x is a patented, highly sensitive, microarray handling robot that provides walk-away BeadChip array loading and scanning of Illumina microarrays. The result is dramatically reduced hands on time without sacrificing data quality and reproducibility. The Illumina AutoLoader 2.x will allow us to process a larger number of samples and bundle the information for transfer to our Laboratory Information Management System (LIMS). This is the only instrument that will integrate with our Illumina iScan microarray scanner. The iScan system uses high performance lasers, optics and detection systems to offer sub-micron resolution and unmatched throughput rates. The result is dramatically reduced scan times without sacrificing data quality and reproducibility. With a high signal-to-noise ratio, high sensitivity, low limit of detection, and broad dynamic range, the iScan system produces exceptional data quality. The iScan-Plus System allows us to process arrays and bundle the information for transfer to the proprietary, Illumina software that provides streamlined processing of the data. This seamless pipeline is necessary to provide the high-throughput analyses that are critical to completing sample quality assessment in a timely and cost-efficient manner.

This service contract will enable the equipment to operate at optimal levels and generate data comparable to what has been historically produced.

Period of Performance:

The period of performance is September 1, 2026 through August 31, 2027.

N/A Section 508—Electronic and Information Technology Standards:

Section 508 of the Rehabilitation Act of 1973 requires that Federal agencies’ electronic and information technology (EIT) is accessible to people with disabilities. The Federal Acquisition Regulations (FAR) Final Rule for Section 508 (EIT Accessibility) can be found at Section508.gov and at the Access Board’s Web site at Access-board.gov.

Unless it is an “undue burden” or compliant products or services do not exist, the products must conform to Section 508. The contractor should state that they will comply with the requirements of Section 508 or cite a justification reason for an exception. If any additional costs for compliance are anticipated, these should be identified. Also, if significant difficulty or expense is involved, a commercial non-availability is declared.

The contractor must ensure that all EIT products that are less than fully compliant are offered pursuant to extensive market research which ensures that they are the most compliant products and services available. For every EIT product that does not comply with 36 CFR Part 1194, the contractor shall on 30 days’ notice, make every effort to replace or upgrade it with a compliant equivalent product or service, if commercially available and cost neutral.

For existing systems, the contractor may not be able to identify all costs for compliance if the contractor did not develop that system, but should state that any development performed during the course of this DO will be compliant. If significant difficulty or expense is involved, a commercial non-availability is declared. Within 30 days of task award, the contractor should provide a plan for compliance for the system as a whole, including any costs associated with compliance.
