(ii) The solicitation number is 75N98026Q00689. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a firm-fixed-price purchase order to the responsible offeror whose proposal represents the best value to the Government.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026.

(iv) The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, and the small business size standard is 1,000 employees.

• This requirement is unrestricted.

(v) Description of Requirement:

The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Muscle Energetics Laboratory, requires the acquisition of one (1) completely automated, one-box, mode-locked Ti:Sapphire laser source with automated DeepSee dispersion compensation, optimized for use with an existing Leica multiphoton microscope system.

The laser is required to restore operation of the laboratory's two-photon microscope, which is the only instrument available to the laboratory capable of observing living muscle cells in real time, deep within intact tissue, without damaging the cells. The current laser source has failed and is not repairable, resulting in a complete loss of this imaging capability. Replacement is essential to restore research productivity and ensure accurate, reproducible data supporting the laboratory's investigations into muscle function, energy use, muscle disease, and metabolic disorders.

Salient Characteristics — the offered laser shall meet or exceed the following:

• Completely automated, one-box, mode-locked Ti:Sapphire laser source with automated DeepSee dispersion compensation

• Optimized for Leica multiphoton microscope models

• Wide tuning range: 690–1040 nm

• Pulse duration < 100 fsec

• CPU controlled with user-friendly Graphical User Interface (GUI)

• Peak power: > 266 kW at 800 nm; > 56 kW at 690 nm; > 150 kW at 710 nm; > 150 kW at 920 nm; > 34 kW at 1040 nm

• High negative Group Velocity Dispersion at all wavelengths

• Continuous wavelength tuning with no re-optimization time

• Real-time excitation fingerprinting in seconds

• Drop-out free operation

• On-board diagnostics for remote service

• Rack-mountable power supply, chiller, and rack accessory

• Full system one-year, unlimited-hours warranty

• Installation and operator training included

• Beam alignment with the existing Leica microscope system as required for full operability

Quantity: 1 each

Trade-In: This acquisition includes a trade-in of one (1) used Spectra-Physics MaiTai HP DS Ti:Sapphire laser, Serial No. 3349, in as-is condition, in exchange for credit toward the purchase price of the new laser. The trade-in is conducted under the exchange/sale authority of 40 U.S.C. § 503 and 41 CFR Part 102-39. Offerors are not required to accept the trade-in to submit an offer; however, offers will be evaluated on net price (gross purchase price minus trade-in credit offered, if any). Inspection of the trade-in equipment may be arranged with the point of contact in paragraph (xvi). Transfer of the trade-in equipment will be coordinated with the awardee following award and acceptance of the new system.

(vi) Delivery Location:

National Institutes of Health National Heart, Lung, and Blood Institute Muscle Energetics Laboratory 50 South Drive, Room 1408 (delivery entry; installation in Room 1305) Bethesda, MD 20892

Delivery Required: Delivery, installation, beam alignment with the existing Leica multiphoton microscope, and operator training shall be completed no later than 180 days after receipt of order (ARO). Offerors shall propose firm delivery, installation, and training dates in their quote.

Earlier delivery is preferred and will be considered favorably under the Delivery Schedule evaluation factor.

(vii) [Reserved]

(viii) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items, applies to this acquisition.

Offerors shall submit, at a minimum:

1. Cover letter identifying the solicitation number, offeror name, UEI, TIN, business size, and point of contact (name, phone, email).

2. Technical proposal demonstrating that the offered product meets or exceeds each of the salient characteristics listed in paragraph (v). Offerors proposing an "equal" product shall clearly identify each deviation and provide supporting technical documentation (data sheets, specifications, manuals).

3. Confirmation of compatibility with, and ability to perform beam alignment to, the Government's existing Leica multiphoton microscope system, or identification of a qualified third party to perform such alignment at no additional cost to the Government.

4. Price proposal including unit price, total price, shipping/handling, installation, training, and warranty. Offerors electing to accept the trade-in shall separately identify the (a) gross purchase price, (b) trade-in credit offered for the Government's used Spectra- Physics MaiTai HP DS, and (c) resulting net price to the Government. Offerors not accepting the trade-in shall so state and propose gross price only.

5. Past performance information for at least three (3) recent, relevant contracts of similar scope (within the past three years), including customer name, contact information, contract value, and brief description.

6. A completed copy of FAR 52.212-3, Offeror Representations and Certifications— Commercial Items (or current active SAM registration in lieu thereof).

(ix) The provision at FAR 52.212-2, Evaluation—Commercial Items, applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value to the Government, price and other factors considered.

(b) Evaluation Factors:

1. Technical Capability — the degree to which the offered product meets or exceeds the salient characteristics in paragraph (v), including compatibility with the existing Leica multiphoton microscope.

2. Past Performance — quality and relevance of recent performance on contracts of similar scope.

3. Delivery Schedule — ability to deliver, install, and align the system in a timeframe that minimizes further disruption to ongoing research.

4. Price — fairness and reasonableness of the net price to the Government, calculated as the gross proposed purchase price (inclusive of shipping, installation, training, and warranty) minus any trade-in credit offered for the Government's used Spectra-Physics MaiTai HP DS. Offerors not accepting the trade-in will be evaluated on gross price.

Technical Capability, Past Performance, and Delivery Schedule, when combined, are significantly more important than Price. As technical and past performance ratings approach equal, Price will become more important.

(c) A written notice of award or acceptance of an offer, issued within the time specified in the offer, shall result in a binding contract without further action by either party. The Government reserves the right to accept any offer before the expiration date.

(x) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, with their offer, or maintain current active representations and certifications in SAM.

(xi) FAR 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition.

(xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition.
