NON-COMPETITIVE

COMBINED SYNOPSIS / SOLICITATION

Title: RCT NHP Sepsis Blood Samples and Characterization of Neutrophils Subsets and Their Relevance to Sepsis Outcome in Clinical Setting

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N98026Q00547. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a brand-name purchase order without providing for full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a firm-fixed-price purchase order on a non-competitive basis to:

Metabolon 617 Davis Drive, Suite 400 Morrisville, NC 27560-7171 for high-resolution, untargeted metabolomics analysis using the Metabolon global metabolomics platform in support of the National Heart, Lung, and Blood Institute (NHLBI), Laboratory of Critical Illness, in the characterization of neutrophil metabolic profiles from a non-human primate (NHP) bacterial sepsis model.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular.

(iv) The associated NAICS code is 541380, Testing Laboratories and Services, and the small business size standard is $19.0 million. This requirement is not set aside for small business.

(v) Description of Requirement:

The NHLBI Laboratory of Critical Illness requires untargeted metabolomics analysis using the Metabolon global metabolomics platform on plasma samples derived from a non-human primate (NHP) bacterial sepsis model. The platform must be capable of simultaneously detecting and quantifying over 5,000–6,000 biochemicals across diverse metabolic pathways, providing comprehensive coverage of central carbon metabolism, lipid metabolism, amino acid metabolism, and inflammatory metabolic networks.

Plasma samples will be analyzed using Metabolon's proprietary LC-MS-based analytical workflow, which integrates automated sample preparation, high-resolution mass spectrometry, and advanced compound identification pipelines. Contractor responsibilities include: sample processing and metabolite extraction using validated protocols; untargeted LC-MS-based metabolomic profiling; metabolite identification, annotation, and quantification; data normalization, quality control, and batch correction; delivery of raw and processed datasets suitable for downstream statistical and pathway analysis; and provision of metadata, QC reports, and analytical documentation supporting reproducibility.

The Metabolon platform has been previously implemented in the requesting laboratory, generating existing datasets used in ongoing analyses. Continuity of this platform is scientifically critical, as any change in analytical provider would introduce batch effects, reduce comparability, and compromise longitudinal integration across studies. No other commercially available provider offers comparable breadth of metabolite coverage, depth of biochemical annotation, or validated consistency with existing datasets generated using the Metabolon platform.

Period of Performance: Six (6) months after receipt of order (ARO).

(vi) Delivery Location:

NHLBI 10 Center Drive, Building 10-CRC, Room 5E-3233 Bethesda, MD 20892 USA
