NOI - NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION

Title: Maintenance Contract for Zeiss Crossbeam 540 Focused Ion Beam-Scanning Electron Microscope (FIB-SEM)

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N98026Q00527. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a firm-fixed-price purchase order on a non-competitive basis to Carl Zeiss Microscopy, LLC, One Corporation Way, Peabody, MA 01960, for a one-year maintenance and service agreement for the NHLBI EM Core's Zeiss Crossbeam 540 FIB-SEM instrument (Serial No. 4774). Zeiss is the original equipment manufacturer and the only source possessing the proprietary knowledge, schematics, calibration routines, parts, and factory-trained engineers required to service this highly specialized dual-beam instrument.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, March 2026.

(iv) The associated NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance, and the small business size standard is $34.0 million. This requirement is not set aside for small business.

(v) Description of Requirement:

The NHLBI EM Core requires a maintenance and service agreement for one (1) Focused Ion Beam Scanning Electron Microscope (FIB-SEM), specifically a Zeiss Crossbeam 540 (Serial No. 4774), located at Building 10/Clinical Research Center, Room B2-3701, NIH, Bethesda, MD. The agreement shall provide scheduled preventive maintenance, corrective repair services, parts, labor, and software installation services necessary to keep the instrument operating within manufacturer specifications.

The Crossbeam 540 is a highly specialized dual-beam instrument that integrates a focused gallium ion beam (Capella ion column) with a high-resolution field emission scanning electron beam. It supports the EM Core's mission of providing nanometer-scale imaging, site-specific cross-sectioning, and three-dimensional volumetric analysis to NIH intramural researchers.

Maintaining the instrument in reliable operating condition is critical to the continuity of the EM Core and the broader research mission of NHLBI.

At a minimum, the contract shall include:

• Coverage of the Crossbeam 540 base microscope system (electron optics, detector electronics, turbo pump, roughing pump, stage, airlock, vacuum system, control panel, joystick, CCD cameras, and display monitors), the Focused Ion Beam (FIB) column (Capella), the Gas Injection System (GIS), the Charge Compensator (CC), and the instrument control workstation (restoration of system functionality only).

• One (1) scheduled on-site preventive maintenance (PM) visit per contract year, performed during normal business hours, including all PM consumables (Crossbeam column apertures as needed, one (1) gallium source replacement kit, vacuum gauge, vacuum pump consumables and filters, FESEM column apertures as needed, and one (1) electron source/cathode replacement kit).

• Unscheduled on-site corrective repair services, including all associated parts and labor, at no additional charge beyond the contract price.

• Remote diagnostic and telephone support during normal business hours.

• Software installation services associated with manufacturer-released updates (software version upgrades themselves are not included but shall be made available at a discounted rate).

• Factory-trained, authorized service technicians for all on-site work.

(vi) Delivery Location:

National Institutes of Health National Heart, Lung, and Blood Institute Building 10, Clinical Research Center, Room B2-3701 10 Center Drive Bethesda, MD 20892-0001

(ix) The provision at FAR 52.212-2, Evaluation—Commercial Items, applies to this acquisition.

(a) A written notice of award or acceptance of an offer, issued to the successful offeror within the time specified in the offer, shall result in a binding contract without further action by either party.

The Government reserves the right to accept any offer (or part of an offer) before the expiration date, whether or not discussions are conducted, unless a written notice of withdrawal is received prior to award. Add additional evaluation criteria as required.

(x) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, with their offer.

(xi) FAR 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition.
