This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2124R0045 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-05, effective 22 May 2024. This is a small business set-aside.

The North American Industry Classification System (NAICS) code is 339950, Sign Manufacturing and the related small business size standard is 500 Employees.

The government anticipates award of one (1), firm-fixed price contract.

REQUIREMENT: Independently, and not as an agent of the government, the contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform editing of existing of InDesign layout files, designing tactile elements, fabrication, audio description, and installation of new wayside exhibits for Everglades National Park in south Florida.

EVERGLADES NATIONAL PARK

1. PROJECT BACKGROUND

Everglades National Park is a 1.5-million-acre wetlands preserve on the southern tip of the state of Florida. Often compared to a grassy, slow-moving river, the Everglades is made up of coastal mangroves, sawgrass marshes, and pine flatwoods that are home to hundreds of animal species.

Among the Everglades' abundant wildlife are the endangered leatherback turtle, Florida panther and West Indian manatee.

Work was completed in early 2024 to plan and design wayside exhibits for areas including Shark Valley Visitor Center, Observation Tower, Nike Missile Base, Anhinga Trail/Royal Palm Visitor Center, Hole in the Donut, and additional locations along the Tamiami Highway (US 41/SR 90).

New, custom illustrations were created for the wayside exhibits and plans for four tactile/interactive exhibits were create, including a large accessible map of the Royal Palms Visitor Center and surrounding trails.

2. SCOPE AND OBJECTIVES

The project shall be the editing of existing of InDesign layout files, designing tactile elements, fabrication, audio description, and installation of new wayside exhibits for Everglades National Park in south Florida, in accordance with the specifications as detailed in this contract and its attachments. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff.

The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform the work in accordance with the specifications as detailed in this contract and its attachments.

2.1 General Requirements

2.1.1 Project Management

The Project Manager shall schedule, coordinate, oversee, and manage work produced under this contract.

The Project Manager shall be the single point of contact between the contractor and the COR. The Project Manager shall be in contact with the COR on no less than a monthly basis.

In addition, the Project Manager shall perform the following work:

1. Quality Control

Provide quality control to ensure that all elements of project work meet the requirements of the contract specifications. Provide routine inspections of in-house work and subcontracted work.

Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the

COR.

2. Schedule

The contractor shall prepare an overall project schedule including milestone dates for all submittals, fabrication, installation, and submit to the COR for approval. The contractor shall track all work progress to ensure that the project is completed according to the schedule. The contractor shall coordinate and confirm the dates for all work with the COR. The contractor shall notify the COR in advance, in writing when work shall not be completed by the dates in this contract and provide an updated schedule for completion.

3. Meetings

The project manager shall be present at all project meetings. The contractor shall coordinate with the COR to schedule the following meetings:

4. Submittals

At any point in the planning and design process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of production of the project.

Coordinate all contractor and subcontractor submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements prior to submitting to the COR for distribution.

Forward all submittals to the COR for distribution, review, and approval. Receive all reviewed submittals and take appropriate action according to the approval or rejection by the COR.

1) Approved Submittals

Ensure that all changes, revisions, or additions are noted, and shop drawings, and instructions are revised, updated and forwarded to the COR.

2) Rejected Submittals

When submittals are rejected, the COR shall notify the Project Manager, in writing, identifying the reasons for rejection. The Project Manager shall revise and/or correct and resubmit, identifying changes.

2.1.2 Accessibility

Wayside exhibits planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment B, Programmatic Accessibility Guidelines. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.

Accessibility requirements for visitors with specific disabilities shall be addressed within the designed exhibits. If design decisions pose particular challenges to accessibility (such as inaccessible location of outdoor exhibit), additional attention shall be paid to a full description of the accessibility solutions. See Attachment B, Programmatic Accessibility Guidelines requirements addressed under specific disabilities.

3. DESIGN SERVICES

Work shall include editing Government-Furnished production ready InDesign files, designing tactile elements, and audio description of wayside exhibit elements.

3.1 Layouts

Revises/edits all Government Furnished layout files as noted in Attachment Q, List of Revisions and Attachment R, Spanish Revisions. Additional revisions/edits may be required.

3.2 Tactile/Interactive Elements

Create final drawings with raised lettering, braille, and production files to fabricate the following tactile elements (see Attachment O, EVER Drawing Set- Close Out):

- Raised-line; 62”x20” map

- Alligator on nest with hatchlings sculpture with stepped base and raised-letter panel

- “Hot” and “cold” tactile elements of alligator back and bird wing

- Solar-powered gears and alligator model Braille shown in Attachment N, EVER Layouts-Close Out shall be considered as “for placement only”. Contractor shall provide final prismatic Braille translation in accordance with 2010 ABAAS Standards. Use braille code as specified from the Braille Authority of North America, Unified English Braille. All raised domed characters must have a 5/8” height. All raised lettering and braille shall be on a smooth background. All “You Are Here” star locators shall be concaved.

Contractor shall create the tactile/interactive elements from photos and information provided in Attachment N, EVER Layouts-Close Out and Attachment O, EVER Drawing Set-Close Out. Digital files do not exist for any of the required tactile elements.

3.3 Audio Description

Create audio description text for up to fifty-eight (58) wayside exhibits. Audio description content shall describe each wayside element, images/items within the wayside element, tactile elements, all text within the wayside element, and what the sighted visitor sees in the surrounding vistas related to subject being interpreted.

4. FABRICATION AND INSTALLATION

Work shall include fabrication of panels, bases, tactile elements, and installation. Fabrication of all wayside exhibit elements shall be done in accordance with Attachment A, Wayside Exhibit Specifications. All exhibit panels shall have a 5-year warranty against fading, cracking, warping, and delaminating. All exhibit bases shall have a 10-year warranty against structural failure including complete rusting through of weathering steel, welds, or complete corrosion of aluminum, as applicable. All exhibit base paint shall have a 1-year warranty against fading, chipping, and cracking. All tactile elements shall have a 1-year warranty against chipping, fading, and cracking. All electronic components shall have 1-year warranty. Warranties shall exclude coverage for intentional vandalism, accidents, or force majeure. All following wayside exhibit elements are described in Attachment N, EVER Layouts-Close Out, Attachment O, EVER Drawing Set-Close Out, and Attachment P, EVER Wayside Exhibit List

4.7 Installation of all fabricated wayside exhibits in accordance with Attachment A, Wayside Exhibit Specifications and Attachment B, Programmatic Accessibility Guidelines. All items shall be packaged, shipped to the park, unpackaged, assembled, and installed according to approved fabrication/shop drawings.

Contractor is responsible for transportation of fabricated exhibits from delivery destination (see section 5.2.2) to installation locations within the park. Contractor is responsible for removing and recycle shipping containers and packing materials. The general installation site shall remain open to visitors during the installation period. The immediate area where the work is occurring shall be closed off by contractors’ stanchions, caution tape, and “Do Not Enter” signs.

Contractor shall provide all equipment and hardware necessary to install all items fabricated. Contractor shall not use Government equipment. Any damage to paint on base structures shall be touched up. All wayside exhibit structures shall be thoroughly cleaned to remove dirt, prints, and smears from all surface areas.

4.7.1 All in-ground, base-plated, and rail-mounted wayside exhibit bases shall be fully installed.

4.7.2 All low-profile sled bases shall be assembled and placed onto existing concrete.

4.7.3 Wall-mounted vertical frames shall be attached to existing masonry walls.

Exhibits 192 and 193 must use existing holes.

4.7.4 All exhibit panels shall be inserted into assembled bases.

4.7.5 All tactile elements shall be attached to bases in accordance to approved fabrication drawings.

4.7.6 Solar panel, motor, and gear mechanism shall be fully installed, tested, and operational.

5. PACKAGING AND DELIVERY

All deliverables shall be shipped Free on Board (FOB) destination, within consignee’s premises, with all shipping and transportation costs prepaid, unless otherwise specified below. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.

5.1.4 Production-Ready Files & Sample Materials

- Two sets of full-size color prints of each wayside exhibit. One set mailed to the COR and one set mailed to the park.

- Two sets of sample materials. All samples shall be larger than 2”x2” but not larger than 8”x10”. One set mailed to the COR and one set mailed to the park. Samples shall be representative of final product to be delivered.

Each set shall contain:

▪ one (1) aluminum panel showing a portion of a final exhibit layout

▪ one (1) bronze finish

▪ one (1) dark colored concrete

▪ one (1) light colored concrete

5.1.5 Prototypes shipped to the park

- one 25% scale 3D printed map of Royal Palms Trails (Ex. #260)

- one 12.5% scale 3D printed tactile element of adult alligator on nest with hatchlings and stepped oval base.

- one 50% scale 3D printed raised-letter alligator content panel

- one 50% scale 3D printed “hot” tactile (Ex. #262)

- one 50% scale 3D printed “cold” tactile (Ex. #262)

- one 50% scale 3D printed gear, propeller, and alligator assembly with motor and solar panel. Prototype must show that the motor RPMs can change gear movement speed based on variable power input from solar panel.

5.1.6 All fabricated wayside exhibit elements and two (2) 1/2 pints of NPS Dark Brown touch up paint for the bases mailed to the park.

5.1.7 Trip Report for installation, uploaded to Teams folder

- Word document identifying deviations to proposed locations, if any

- Photos of all installed exhibits

- Word document of draft audio description for all exhibits

5.1.8 Close-out package, uploaded to Teams folder

- Final InDesign files with linked images and fonts

• All images shall have unique alt text and reading order shall follow a logical order.

6. REVIEW AND APPROVAL

Review and approval of the deliverables shall be completed within 21 calendar days. The COR shall notify the Contractor, in writing, of approval or rejection of the work.

7. PERIOD OF PERFORMANCE

All work, including review and approval, shall be competed on or before February 22, 2026.

8. TRAVEL

In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.

The contractor shall travel as required to support program tasks. All travel arrangements are to be made by the contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.

Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.

If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
